Description de la mission

To ensure high technical quality and relevance, Expertise France is recruiting a short-term expert for renewable energy, encompassing integration and grid strengthening. 
More particularly, EF seeks to recruit a technical expert to produce diagnostics, stakeholder coordination, identify potential technical and financial partners, assist in the preparation of technical specifications, procurement processes, quality control of deliverables, and knowledge capitalization. The primary focus will be on Trinidad and Tobago but the expert may also be mobilised in other Caribbean countries as needed.

1.    Planned activities

The expert will work under the direct supervision of the Expertise France’s team based in Fort-de-France, Martinique. The expert will support the EF team involved in the definition, implementation and monitoring of actions identified in the renewable energy sector in the Caribbean.  

The expert will carry out the following activities (to be specified in each purchase order):

Assignment preparation 
- Analyse the country context and identify the needs of beneficiaries: collect relevant information, conduct a desk review of relevant texts.
- Produce analytical reports, diagnostics, concept notes, and identify potential partnerships.
- Clarify scope, objectives, expected results, and implementation modalities with the contracting authority. 
- Identify key stakeholders (e.g. Trinidad and Tobago Electricity Commission, IPPs, regulator, Ministry of Energy, environmental authorities). 

Phase I: Draft Terms of Reference 
- Develop comprehensive Terms of Reference (ToR). 
- Define scope of work, technical requirements, expected outputs, timelines, and reporting obligations. 
- Specify required expertise for consulting firms
- Establish evaluation criteria for technical and financial proposals. 
- Support validation of ToR with key stakeholders. 

Phase II: Technical Support for Bids Assessment
- Provide technical analysis of submitted proposals. 
- Assess compliance with ToR requirements and robustness of methodologies proposed. 
- Participate in clarification meetings with potential bidders if required.  

Phase III: Monitor the Implementation of the Service
- Provide technical oversight of the selected consultant(s) carrying out the terms of reference.
- Review and ensure quality control of technical deliverables. 
- Facilitate coordination between stakeholders and resolve technical issues. 
- Monitor progress against timeline, quality standards, and expected results. 
- Provide recommendations for corrective actions if needed. 
- Participate and engage in technical dialogue (coordination meetings, seminars, workshops) with national counterparts and regional actors to facilitate the achievement of targets.
- Contribute to the preparation of materials, such as briefing notes, presentations, and progress reports.

This list is not exhaustive, and the tasks will be defined and detailed in each purchase order.


2.    Anticipated deliverables
The results to be achieved and expected outputs will be specified in the relevant purchase orders. The deliverables shall include, but not be limited to:
- Draft and final Terms of Reference for the tendering process.  
- Bid evaluation framework and technical assessment report. 
- Monitoring of the action progress.
- Technical review notes on key deliverables from the contracted firm(s). 
- Consolidated key findings and recommendations.

Description du projet ou contexte

1.    Presentation of Expertise France

Expertise France (EF) is a public agency and the inter-ministerial actor in international technical cooperation, subsidiary of the Agence Française de Développement Group (AFD Group). As the second largest agency in Europe, it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Governance, security, climate, health, education… It operates in key areas of development and contributes alongside its partners to the implementation of the Sustainable Development Goals (SDGs) for a world in common.

2.    The Euroclima programme

Euroclima is the European Union's (EU) flagship cooperation programme on environmental sustainability and climate change in Latin America and the Caribbean (LAC). It aims to contribute to the LAC region's green transition, through efforts to mitigate and adapt to climate change and to protect and conserve biological diversity. Two main outcomes are expected:
- The enabling environment for a green transition (integrated policies, legal frameworks, sector plans and financial instruments) will be strengthened, in line with climate, biodiversity and circular economy objectives.
- Transformative approaches in key areas for the green transition will be developed, demonstrated and scaled up through the mobilization of public and private funding.

Euroclima contributes to the implementation of the Global Gateway Investment Agenda in the region. Global Gateway is the EU’s offer to bridge the infrastructure investment gap by using public financing to leverage private capital and investment for projects that contribute to the green and digital transition. In the Caribbean region, Euroclima is funded by the European Commission, for a 5-year period, and is implemented by EU Member States agencies or MSAs (AECID, Expertise France, FIIAPP, GIZ) and the United Nations (ECLAC, UNDP, UN Environment).
Through Euroclima, the EU has initiated Country Dialogues to enhance its role in defining cooperation priorities. The Country Dialogue is conducted with the key institutions for climate action in each country, which allows for the alignment of the programme’s strategies with nationally established priorities to ensure cohesion and synergies with other activities. In consultation and coordination with the country and under the leadership of the National Focal Point (NFP), the programme supports the design of the Dialogue process on a case-by-case basis.  
As part of Euroclima, and in alignment with the Global Gateway Investment Agenda (GGIA), Expertise France is supporting the formulation and implementation of regional and national actions on climate change mitigation and adaptation in the Caribbean. One of the key priority areas identified relates to the energy transition, including renewable energy access in remote areas and support to national capacity in renewable energy (particularly, solar and wind but also marine energies) development.
This energy focus is particularly advanced in Trinidad and Tobago (T&T), where national stakeholders and the EU Delegation have jointly prioritised this sector. Among the actions identified, the strengthening of T&T’s grid for major renewable energy integration, with global objective to improve and reinforce the country’s electrical grid network to integrate massive variable renewable energy sources. It is broken down in two main actions: 
• Assess the transmission system in Trinidad and Tobago to increase power system security and reliability, and identify grid reinforcement needs for large-scale renewable integration, delivering a detailed investment and development plan for grid update and extension. 
• Update the grid code with Trinidad and Tobago Electricity Commission (T&TEC) to enable effective integration of variable renewables, including technical requirements and system services.
However, similar support is envisaged (or under discussion) in other countries of the Caribbean, where renewable energy access and transition remain central to national climate strategies. This work also aims to identify and leverage European investment opportunities to scale up sustainable energy solutions across the region.

Profil souhaité

1)    Qualifications 
-    Postgraduate degree (Master’s or PhD) in renewable energies (solar, wind, etc.), electrical engineering, power systems, or a related field to the tasks described above.

2)    Technical knowledge
-    Proven experience in integration of variable renewable energy (especially wind and solar PV).
-    Professional experience in power system planning and transmission network analysis.
-    Strong understanding of grid integration challenges.
-    Strong expertise in grid modelling, stability analysis, and system reliability assessment.
-    Demonstrated experience with grid code development or revision. 
-    Familiarity with battery energy storage systems. 
-    Knowledge of international standards and best practices.
-    Experience in drafting technical specifications and Terms of Reference for international tenders. 
-    Previous experience in supporting procurement processes and bid evaluation. 
-    Ability to interact with government institutions and private sector actors to promote policies of sustainability and energy transition.
-    Ability to engage with multiple stakeholders and facilitate technical discussions. 
-    Experience working in Small Island Developing States (SIDS) or similar contexts is highly desirable.
-    Have the necessary conditions to intervene and travel in Trinidad and Tobago and other countries of the Caribbean.

3)    Knowledge of languages
-    Excellent communication skills in English (oral and written).
-    A command of oral and written French will be appreciated.

Informations complémentaires

Place, duration and terms of performance:

1)    Implementation period: 30 months from the notification of the contract.
2)    Start date: From the official contract notification (estimate end of Summer 2026).
3)    Timing: To be specified on each purchase order issued during the application period.
4)    Workplace: remote, with virtual consultations, documentation review and potential field mission in Caribbean countries.
5)    Effective duration of the assignment: 100 days.

 

Form of contract: Service contract with purchase orders
Submission deadline: June 14th, 2026 11:55 pm (Paris time).
Expertise France reserves the right to choose a candidate before this date.

Bid Composition:

  2. A methodology and tentative workplan.
