Description de la mission

The overall objective of the assignment is to support the implementation of knowledge management and learning activities within the EU–LAC SHIELD Community of Practice, ensuring that exchanges, outputs, and lessons learned are captured, organized, synthesized, and made accessible to CoP members and project stakeholders.

The Junior Knowledge Management Expert will work under the supervision of the Lead Cybersecurity Expert and in close coordination with Expertise France HQ.

Scope of Work and Key Responsibilities

The Junior Knowledge Management Expert will provide hands-on support across three complementary areas:

  1.  Knowledge Management Support for the Community of Practice
    •    Support the implementation of the EU–LAC SHIELD knowledge organization approach for the Community of Practice, in line with guidance from the lead expert.
    •    Assist in the systematic documentation of CoP activities, including meetings, workshops, tabletop exercises (TTXs), peer exchanges, and thematic working sessions.
    •    Contribute to the collection, organization, and classification of knowledge products (presentations, concept notes, guidance documents, case studies, lessons learned).
    •    Support the maintenance of shared repositories and collaboration platforms used by the CoP (e.g. document libraries, collaborative workspaces).
  2. Documentation, Synthesis, and Learning Outputs
    •    Draft meeting summaries, learning notes, and brief synthesis documents capturing key discussions, insights, and operational lessons.
    •    Support the preparation of periodic learning outputs, such as short analytical briefs, thematic notes, or internal knowledge digests for CoP members.
    •    Assist in the aggregation of lessons learned and good practices emerging from EU–LAC SHIELD activities.
    •    Contribute to the preparation of inputs for reporting to the European Union and other institutional stakeholders on KM-related aspects.
  3. Community of Practice Coordination Support
    •    Provide operational support to the organization of virtual and in-person CoP activities, including agenda preparation, participant lists, and follow-up actions.
    •    Assist in maintaining regular communication with CoP members, including circulation of materials, reminders, and follow-up documentation.
    •    Support onboarding processes for new CoP members, ensuring access to relevant background materials and knowledge resource

Deliverables

Indicative deliverables include (non-exhaustive):

  • Regular knowledge-diffusion posts and messages
  • Meeting summaries and learning notes for CoP activities.
  • Organized and up-to-date knowledge repositories for the Community of Practice.
  • Short synthesis briefs or thematic learning notes (as requested).
  • Contributions to periodic project and donor reporting related to KM and learning.

A detailed list of deliverables, timelines, and formats will be agreed upon at the start of the assignment.

Duration and Modality

  • Contract type: Short-term consultancy / expert mission 
  • Duration: Up to 60 days accross a duration to be defined (indicatively 6–12 months, renewable subject to needs and performance)
  • Duty station: Home-based, ideally in Bogota, Colombia; with availability for meetings across EU and LAC time zones. 
  • Travel: Occasional missions to regional events or workshops may be required

Description du projet ou contexte

Expertise France (EF) is the French public agency for international technical cooperation and a key implementing partner of the EU–LAC Digital Alliance supporting cooperation between the European Union and Latin America and the Caribbean (LAC) on cybersecurity and secure connectivity through a sustained policy dialogue.

Within this framework, the EU-LAC SHIELD Community of Practice (CoP) has been launched. Designed as a practitioner-oriented space, the CoP fosters structured exchange, peer learning, and knowledge consolidation among CSIRTs, competent public authorities, private-sector operators, academia, civil society, and international partners.

To support the consolidation, sustainability, and daily functioning of the CoP, Expertise France seeks to recruit a Junior Knowledge Management Expert to provide operational, analytical, and coordination support to the EU–LAC Digital Alliance team.

Profil souhaité

Qualifications

  • University degree (Bachelor’s or Master’s level) in international relations, political science, development studies, information management, communication, cybersecurity policy, or a related field.

Professional Experience

  • 1–3 years of relevant professional experience in knowledge management, research support, project coordination, or community management, preferably in international cooperation or digital policy contexts.
  • Demonstrated experience in drafting structured summaries, analytical notes, or reports.
  • Familiarity with communities of practice, peer-learning mechanisms, or multi-stakeholder platforms is an asset.
  • Exposure to cybersecurity, digital policy, or ICT for development is desirable.

 Skills and Competencies

  • Strong analytical and writing skills.
  • Excellent organizational skills and attention to detail.
  • Ability to synthesize complex discussions into clear, concise outputs.
  • Comfortable working with digital collaboration and document management tools.
  • Ability to work in multicultural and multi-stakeholder environments.

Languages

  • English: Excellent (written and spoken).
  • Spanish: Excellent (written and spoken).
  • Some knowledge of French would be considered an asset
