Description de la mission

Expertise France is recruiting a (full-time) national FCCB Technical Coordination Officer to support the coordination and deployment of the project’s expertise. The position will play a key role in ensuring that the project’s national and international experts are adequately supported and equipped to carry out their assignments, and benefit from each other's individual and collective knowledge.

The national FCCB Technical Coordination Officer will be part of the EU-FCCB national component project team and will be stationed within Expertise France’s Papua New Guinea Office located at PNG's Climate Change and Development Authority in Port Moresby. 

The position will be reporting to the EU-FCCB National Component Technical Coordinator (or to the EU-FCCB National Component Project Manager in her/his absence). He/she will be working closely with other project team and stakeholders.

Main tasks:

1/ Expert mission planning, preparation, support and follow-through

  • Assist in preparing and updating the overall schedule of proposed expert missions, based on emerging needs and priorities
  • Support experts in designing and developing suitable mission plans
  • Once the mission plan is approved by the project management, put the expert(s) in contact with Expertise France’s logistics & security personnel in charge of organising their flights, accommodation and transportation and ensuring that they comply with Expertise France security protocols.
  • If needed, support the missions directly by arranging the necessary meetings with key stakeholders
  • Take part in the expert missions if needed by attending key meetings
  • Once the mission is over, follow-up with the expert(s) to ensure that they submit mission report in a timely manner, review this report, provide feedback where required and make recommendations on whether this report should be accepted.
  • Once the mission report is accepted, put the expert(s) in contact with Expertise France’s finance personnel in charge of processing the per diems and reimbursement of expense claims.
  • Track key lessons learned, recommendations and action items arising from the accepted mission report.
  • Ensure that all documentation from the mission is adequately archived on Expertise France’s document management system.

2/ Event planning, preparation, support and follow-through

  • Assist in preparing and updating the overall schedule of proposed events (ex: workshops, capacity-building sessions)
  • Support experts (and partners) in designing and developing suitable event concept notes (concept plans).
  • Once an event concept note is approved by the project management, put the expert (or stakeholders) in contact with Expertise France’s events and logistics personnel who will organise venue hire and travels and accommodation for participants if needed
  • Support the event preparation directly by sending out invitations, preparing registration lists, and conducting registration of participants during the event
  • Take part in the facilitation of the event if needed
  • Once the event is over, gather relevant information and documents and ensure that that all documentation from the mission is adequately archived on Expertise France’s document management system.
  • Track key outcomes arising from the event and enter information about the event and participants in Expertise France’s database.

3/ Review of expert timesheets and deliverable / progress reports

  • Remind the project’s experts of the need to submit their timesheets and deliverable / progress reports on time and in compliance with Expertise France’s quality standards.
  • Verify the timesheets and progress reports prepared by the project’s experts, provide feedback to the experts and make recommendations to management for acceptance.
  • Once the timesheets and progress reports are accepted, put the expert(s) in contact with Expertise France’s finance personnel in charge of processing the payment for their daily fees.
  • Ensure timesheets and progress reports are archived on Expertise France’s document management system.
  • Track time and key outcomes arising from these reports.

4/ Support the internal coordination of the project’s expertise and foster collaboration and synergies among the experts

  • Help organise regular meetings with all experts on shared issues and facilitate dialogue between experts
  • Monitor closely how the expertise deployed is being implemented to maximise synergies and linkages between experts and avoid the risk of duplication or misalignment.
  • Support the preparation, facilitation, and follow-though of meetings and events that bring together the project’s team of experts
  • Develop and maintain collaboration tools to facilitate the sharing of information and documents between the team of experts

Description du projet ou contexte

The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea aims “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) are:

  • SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks"
  • SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation"
  • SO3: “Increased inclusive and gender-responsive green growth”

The EU-FCCB Programme consists of several components, including the national component (33.5 million euros) implemented by Expertise France. This project includes support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions and support for PNG-based communities, civil society organisations and private sector organisations engaged in conservation, sustainable livelihoods, and sustainable value chain development.

Profil souhaité

  • University degree in environmental science or equivalent and at least 2 years of relevant work experience, including working for government organisations and/or development partners
  • Strong knowledge of PNG’s environment, climate change policy, legislative and regulatory environment required
