Mission description

Purpose of the assignment

EF is recruiting a MEAL Expert to support the set-up and implementation of an appropriate MEAL system to enable the systematic and effective collection, analysis and use the information collected throughout the various phases of the project.

Under the supervision of the Project Manager, based in Bangkok ,the MEAL Expert will work with the project team, the EF P2S MEAL Coordinator, and partners to develop and promote the use of, and implement the MEAL system to ensure that:

         i.            Data on project activities are collected in a systematic and disaggregated way, consolidated, analyzed, and shared to support project management monitoring, evaluation, as well as to to increase EF performance.

        ii.            Mechanisms for upwards (donors) and downwards (beneficiaries) accountability are in place.

       iii.            Evidence-based data is available to measure the outcomes of the program and the reach of the targeted results. 

      iv.            Learning from the project is captured and is used and shared to improve ongoing & future activities and projects.

 

The MEAL expert will accomplish this through the design and implementation of a MEAL system (and its tools), and by promoting and fostering a culture of shared learning and accountability within the project ecosystem (including partner countries).

Main activities

The MEAL expert will conduct the following activities throughout the assignment:

1.       Support the development of the MEAL plan (Expertise France format) in order to easily consolidate and manage MEAL data;

2.       Train the project team on the MEAL tools and processes put in place

3.       Produce a regular review (model to be defined) of the project  through the following methodology:

Ø  Interview of  key actors (to be defined)

Ø  Surveys disseminated to partner countries

Ø  Data analysis

Ø  Deliverable drafting

4.       Advises and support the Team leader on the progress of the project, the status of recommendations generated by the mid-term review and other MEAL exercises

5.       Develops specific ToR for the mid-term and final review of the project, participates to the selection of the selected teams and monitor the implementation of the evaluations conducted

6.       Support the process leading to a Final Capitalization exercise that will conclude the MEAL process at the end of the project

7.       Updates and manages the tool of the projects for each activity and overall

8.       Manages the reporting of indicators (both for Expertise France and the funders) for reports.

Project or context description

In the framework of the Global Gateway Initiative of the European Union, the Global Ports Safety project (GPS), co-funded by the European Union and France, in collaboration with Poland and implemented by Expertise France, aims at enhancing and promoting safe, resilient and sustainable connectivity of the maritime routes and trade in Asia and between Asia and Europe. By supporting 12 ports in 8 countries (Sri Lanka, Bangladesh, Thailand, Malaysia, Indonesia, Cambodia, Vietnam and the Philippines) through technical assistance (trainings, workshops) and equipment, the project is raising awareness and sharing good practices and international standards on safety prevention and incident response in strategic industrial ports while promoting decarbonation.

Required profile

Skills and experience of the Expert

·       Relevant university degree (eg. Political or social science, international development, monitoring and evaluation);

·       At least 4 years of work experience in M&E/MEAL design and implementation at the project and program level;

·       Familiarity with EU policies related to evaluation and performance management;

·       Experience of MEAL reporting on OPSYS (EU) would be an asset

·       Excellent training and facilitating skills with ability to adapt to a diverse multicultural environment;

·       Excellent command of English (oral and written).

·       Previous work experience in building MEAL system in remote management would be an asset.
