POSITION DESCRIPTION:
Under the supervision of the Lebanon Country Director and in close collaboration with the Lebanon project managers at HQ and country level, the Expert will take an active part in the development of the new project.
The Expert will conduct at least one mission in Beirut in order to consult local stakeholders and help design the project.
If the Expert performs satisfactorily, they may be called upon again during the implementation of the project.
SPECIFIC RESPONSIBILITIES:
The Expert will be expected to perform the following activities (non-exhaustively):
Contribution to the development of the new project
· Participation in coordination activities with project owners, donors and potential beneficiaries;
· Identifying the resources required for new projects in conjunction with internal and external stakeholders;
· Identifying partners, negotiating partnerships in close collaboration with management;
· Participating in identifying and recruiting new project teams;
· Participating in identifying risks related to the project and designing a plan to mitigate and monitor these risks;
· Developing financial and technical proposals for the project in close collaboration with internal or external support;
· Participating in the preparation of procurement, recruitment, project monitoring and disbursement plans, and identification of indicators;
· Preparing and participating in a project development mission with key stakeholders;
· Participating in discussions with stakeholders at the request of Expertise France;
· Monitoring of areas of intervention.
EXPERTISE FRANCE
Expertise France is the French international technical assistance agency, created from the merger of the six main French public implementing agencies on 1 January 2015, in order to enhance capacities to mobilize technical expertise, making it possible to address more effectively the growing needs of emerging and developing countries. Under the joint supervision of the Ministry of European and Foreign Affairs and the Ministry of Economy, within the AFD Group, Expertise France aims to participate in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security.
PROJECT BACKGROUND
The electricity sector in Lebanon has long suffered from a structural crisis, with profound consequences for citizens' quality of life and for the national economy. The cost of electricity is estimated at an average of $0.6/kWh, one of the highest levels in the world. The national electricity grid also suffers from technical and non-technical losses estimated at over 40%, one of the highest rates in the region. These problems are exacerbated by the lack of structural investment over several years and fragmented governance. The absence of an independent regulatory authority, as provided for by Law 462/2002, hinders the proper functioning of the sector and the implementation of effective regulation. The new government, aware of the urgency of the situation, has expressed a clear willingness to implement structural reforms.
The appointment of the president and board of directors of the electricity regulatory authority has been done this summer, with the appointment of technical and administrative staff expected to follow. It is in this context that this project is taking shape, building on the support previously provided by France and other partners and on the commitments made by the Lebanese authorities to reform the electricity sector in a sustainable and effective manner.
PROVISIONAL PROJECT DESCRIPTION:
The project aims to support the operationalization of the regulatory authority for the energy sector (ARE), by providing it with an appropriate legal, organizational and technical framework, in order to allow it to fully exercise its regulatory functions of planning and control of the sector.
Objective 1: Establish institutional support for the development of the legal and organizational framework necessary for the operationalization of the ARE.
Result 1: The ARE has a legal, organisational, procedural and financial framework enabling it to carry out its regulatory tasks effectively in compliance with the principles of good governance.
Objective 2: Provide technical support for the development of standard and operational procedures for licensing, tariff setting and sanctions enforcement.
Result 2: Clearly defined and adopted standard operating procedures, accompanied by mastery of methodologies for tariff setting and licensing by authority staff.
Objective 3: Strengthen the ARE’s capacities in sectoral planning and regulation, by providing its teams with the technical and methodological tools necessary for carrying out their missions.
Result 3: The ARE has a system for licensing and sector planning, masters analytical tools, and applies reliable methods for operator assessment and tariff setting.
Qualifications and experiences:
· University degree at least at Master’s level in a relevant field such as international relations, political science, law, public administration, energy;
· Proven professional experience of at least 5 to 10 years in the field of energy;
· Experience in setting up or supporting regulatory authorities (examples: CRE in France, OFGEM in the United Kingdom, etc.);
· Experience in planning, monitoring and evaluating projects, ideally in the public sector or international cooperation;
· Experience in similar assignments (institutional support, capacity building) in developing or transition countries;
· Knowledge of financing mechanisms and the expectations of donors, especially AFD, would be an asset;
· Knowledge of Lebanon's political, economic, and social issues, particularly in the energy sector would be an asset.
Skills:
· Ability to work in French and English at a professional level, both orally and in writing;
· Excellent writing and summarising skills;
· Teamwork and good coordination skills;
· Ability to manage and facilitate meetings, negotiation skills;
· Ability to conduct and maintain trustful relationship with politically sensitive partners, respect for confidentiality;

· Proficiency in IT tools and Office software (Excel, Word, etc.);
· Arabic would be an asset.
