Mission description

Following Phase I and Phase II (2016-2025), the EU-India Clean Energy and Climate Partnership (CECP) Phase III (2026-2028), funded by the European Union (EU), will be implemented through a Team Europe approach under a Multi-Partners Contribution Agreement (MPCA), fostering coordinated efforts among the EU implementing partners (Expertise France and GIZ). 

This flagship project forms part of the Global Gateway Strategy, supporting the development and market integration of energy value chains and clean technologies key to the EU and India decarbonisation strategies.

The objective is to deepen cooperation under the EU-India Clean Energy and Climate Partnership, supporting policy dialogues and their effective uptake by public and private sector stakeholders in areas of mutual interest. The project will ensure a continued momentum under the EU-India Energy Panel and reinforce EU-India cooperation in the renewable energy and climate sectors. 

Expertise France (EF) will be responsible for the overall coordination of the CECP Phase III, acting as the designated Organisation of the MPCA. Moreover, EF will deliver activities under Outputs 3-6 of the project, covering different key sectors of intervention (Regional Connectivity, Electricity Market Integration, Smart Grids, Energy Efficiency, Energy and Climate Diplomacy, among others).

The Deputy Coordinator of the CECP Phase III will support the definition, implementation, and monitoring of the project’s intervention strategy along with the Project Coordinator based in New Delhi.

In this capacity, he/she will be responsible for day-to-day operations (managing project finances, budget monitoring, HR management, reporting, and supporting the Administrative Officer with local procurement and administration), playing a central role in coordinating with the EF headquarters (HQ) team, and liaising with the implementing partner and donor. 

Key responsibilities: 

Operational Project Management 

  • Support administrative and finance tasks relying on The Organisation's role and responsibilities. 
  • Lead and oversee day-to-day operations and project delivery in coordination with the Project Coordinator and EF HQ team.
  • Manage project finances, budget monitoring and consolidating reports to the EU, in close coordination with EF HQ team.
  • Liaise with the GIZ team in New Delhi for contractual follow-up of the project in its role as Partner of the Contribution Agreement.

Strategic Intervention Framework Oversight 

  • Participate in updating the intervention strategy and activity planning, in coordination with the Project Coordinator and EF HQ team.
  • Manage operational and budgetary planning of the project by identifying priorities, sequencing activities, procurement, and multi-year budgeting. 
  • Prioritise actions, structuring interventions, and making necessary trade-offs to achieve the objectives of the logical framework.
  • Ensure monitoring and adjustment of the operational and budget plans through the establishment of monitoring tools and coordination mechanisms.
  • Identify and report potential bottlenecks, propose mitigating measures, and ensure knowledge capitalisation within the project.

Team and Human Resources Management 

  • Manage team members under his/her responsibility and provide functional oversight of technical lead experts. 
  • Support the Project Manager at HQ in team management by assisting in preparing team meetings, recruitment, and managerial follow-up.
  • Co-facilitate planning and monitoring meetings with the project's partners and HQ team.
  • Encourage constructive dialogue within the team and ensure organisational efficiency

Institutional Representativeness and Strategic Communication

  • Ensure organisation credibility and visibility in national platforms related to the CECP’s key intervention sectors, by upholding transparency, accountability, and alignment with AFD Group values and the overall CECP partnership.
  • Communicate EF's vision, priorities, and achievements through consistent and professional engagement with external partners and stakeholders within CECP’s key intervention areas.

Project or context description

The CECP Phase III will advance the strategic priorities set by the EU-India Energy Panel under the auspices of the Ministry of External Affairs (MEA), which coordinates the energy and climate policy dialogue between the EU and India. 

The project focuses on mutual partnership and strengthening the cooperation between line ministries, regulatory bodies, and technical agencies, by providing technical assistance, training, and facilitating peer-to-peer and best practices exchanges. These interventions will be implemented through a diverse array of instruments, including technical workshops, business and policy dialogues, expert missions, peer-to-peer, study tours, feasibility studies, and pilot projects. 

EF will lead interventions related to Regional Connectivity, Electricity Market Integration, Smart Grids, Energy Efficiency, Energy and Climate Diplomacy, and Other enabling priorities (Outputs 3-6), based on its expertise and ability to manage multi-stakeholder' activities and develop new partnerships. GIZ will deliver Outputs 1 and 2 on Hydrogen and Off-shore wind.

Required profile

Education & Professional Experience

  • Holder of a higher education degree (Master’s level or equivalent, minimum Bac+5) in sustainable development policies or economics, project management, international cooperation, or any other profile relevant to the missions to be carried out.
  • At least 7 years of experience in working on international cooperation projects, with solid knowledge of donor procedures.
  • Strong grasp of project/program management is essential.
  • Prior experience in managing EU-funded initiatives and knowledge of EF internal procedures would be a significant advantage.
  • Previous working experience related to the energy transition in G20 countries or others would be an asset.

Technical skills & Competencies

  • Analytical skills to manage effectively human and institutional relationships, based on credibility and trust, both with external partners in the country and internally (HQ team and AFD Group).
  • Conversant and at ease with tools and processes of accountability. 
  • Demonstrated ability to oversee the implementation of structured work plans and supervise the division of labour in relation to the expected results. 
  • Strategic thinking, problem-solving, and capacity to work autonomously with a strong sense of teamwork, by maintaining clear and consistent communication across the team. 
  • Excellent representative, written and interpersonal communication skills.
  • Fluent in both English and French.

Assignment duration: 12 months, renewable for the duration of the project
