Description de la mission

PSD Liberia context 

Liberia’s private sector holds significant potential for driving economic growth, decent job creation, and poverty reduction. However, this potential remains untapped due to structural weaknesses in economic governance, a challenging business environment, and an unfavourable investment climate. These systemic constraints, combined with underdeveloped value chains in the cassava, fisheries, and wood sector, limit opportunities for inclusive and sustainable economic transformation.

At the same time, these issues present clear entry points for targeted interventions under this Action, aiming to improve economic conditions, strengthen key value chains, and support private sector growth and create the business environment and investment climate in which they can flourish.

The Overall Objective of the Action is to contribute to increase the competitiveness, inclusivity and environmental sustainability of cassava, fisheries and wood processing value chains for enhanced decent job creation, economic growth, and competitiveness of Liberian MSMEs. The Action also takes into consideration strategic approaches aimed at addressing structural barriers to decent work opportunities for all Liberians, including Persons with Disabilities (PWDs), thereby facilitating their active involvement and contribution to Liberia’s labour market.

The Specific Objective (outcome) of the Action aims to ensure that MSMEs, with a focus on enterprises owned by women, youth and persons with disabilities, within the three targeted value chains increase their productivity and production quality so they can offer decent and inclusive job conditions while committing to environmental sustainability standards. However, this may occur only if the general ecosystem, including access to skills and business development services, is improved, therefore requiring policy dialogue at all stages of project implementation, involving the public and private sector, and EU and Liberian MSMEs.

The project will focus on the two main areas of intervention and the related challenges: private sector development and value chain development (cassava, fisheries and wood).

Three components for the implementation of the Action have been defined as follows:

·       Component 1: Improved regulatory frameworks through PPD, including a high level policy dialogue platform, and Institutional Capacity Development for a more conducive business and investment climate in line with sustainable and inclusive international standards.

·       Component 2: Improved skills of MSMEs within the three target value chains, with particular emphasis on enterprises owned by women, youth and persons with disabilities.

·       Component 3: Enhanced capacity of national stakeholders for creating employment and improved access to decent work opportunities for all, including marginalised groups (youth, women and persons with disabilities) for better skills, livelihoods and workplace accountability in line with International Labour Standards. 

The Action is financed by the European Union and will be co-implemented by Expertise France and the International Labour Organisation (ILO).

Description du projet ou contexte

Placed under the hierarchical responsibility of the project manager, the Administrative and Financial Manager will supervise the financial, contractual, accounting, and administrative aspects of the project. He / She will work daily with all the stakeholders involved in the project, whether at headquarters or in the field and will, among other things, be responsible for the good management of the local bank account. He / She will collaborate with the Support Department (in particular the Department of Financial Affairs and the Department of Legal Affairs), the on-site Project Manager as well as the Managers based in Paris, to harmonize practices and coordinate the administrative and financial management of the project, He/she will have among other missions:

1. Ensure the financial management of the project

·       Supervise the administrative, accounting, and financial management of the project’s field operations, in close collaboration with the Project Manager and the headquarters (HQ) team.

·       Manage financial transactions and ensure accuracy, transparency, and compliance with Expertise France and donor (EU) standards.

·       Oversee cash flow and bank operations; ensure sound management and internal control of the local bank account.

·       Validate local commitments, payment orders, and disbursements to ensure compliance with established procedures.

·       Draft and implement the financial and administrative procedures manual; ensure its strict application.

·       Develop and supervise the use of financial dashboards and tools (budget monitoring, cash flow forecasting, variance analysis, etc.).

·       Conduct internal compliance controls and random spot checks across project activities.

·       Prepare monthly financial reports for Expertise France HQ and relevant partners.

·       Contribute to the preparation of donor financial reports (EU Delegation) and participate in the annual budget cycle (budgeting, forecasting, closing, audits) in coordination with HQ and the Project Coordinator.

2. Support the fiduciary management of project activities

·       Participate in drafting and updating the project’s administrative and financial procedures manual.

·       Ensure fiduciary oversight of project activities: collect and review expenditure documentation, ensure eligibility and proper justification of costs, and prepare audit-compliant supporting documents.

·       Support beneficiaries and implementing partners through training and coaching on financial, accounting, and administrative procedures.

3. Administrative and logistical management

·       Monitor local contracts and ensure proper HR administrative management of local personnel.

·       Collaborate closely with HQ HR and project teams to ensure compliance with national labour laws and internal policies.

·       Plan and oversee procurement processes according to Expertise France procedures (vendor selection, contract negotiation, etc.).

·       Manage and monitor the use and maintenance of project equipment and assets (inventory, vehicles, fuel, insurance, etc.).

·       Process and validate monthly time-sheets in line with payroll and donor requirements.

·       In coordination with the Project Manager and HQ, organize the logistical aspects of missions (travel orders, flights, visas, per diem), as well as special events (steering committees, workshops, HQ visits, etc.).

·       Prepare participant lists and manage service provider relations (hotels, catering, translation, etc.).

·       Provide support for capacity building of project beneficiaries in the preparation, implementation, and monitoring of sub-grants or project-funded initiatives.

Profil souhaité

Qualifications and skills:

·       Master Degree level or above in management, accounting, finance, business administration;

·       Excellent knowledge of office software (Office, Outlook, other web software);

·       Strong analytical and organizational skills; attention to detail and ability to manage multiple priorities.

·       Familiarity with procurement and logistics procedures.

·      Capacity for listening and technical dialogue with institutional partners and representatives of civil society;

·       Sense of organization, rigour, autonomy;

·       Excellent knowledge of the national financial regulations

·       Independence and impartiality;

·       Working proficiency in English is required, French desired. 

 

Professional experience:

·       Minimum 3–5 years of experience in financial and administrative management in an international cooperation context, preferably in Sub-Saharan Africa.

·       Strong knowledge of donor financial rules and compliance requirements (especially EU).

·       Experience in a difficult context would be an asset;

·       Knowledge of Liberia, or experience in similar contexts would be an asset.
