Description of the position
As part of the implementation of several projects funded by public donors (e.g. European Union, AFD, etc.), the Grant Officer will be responsible for the operational, administrative, and financial management of subgrants awarded to implementing partners.
These projects include a large subgranting component to technical partners, local NGOs, and public institutions in various countries.
The position aims to ensure compliance, efficiency, and transparency in subgrant management while contributing to accountability, partner capacity strengthening, and high-quality project delivery.
This position is integrated into the Expertise France office in Abuja, Nigeria and is under the hierarchical responsibility of the Support Functions Manager. He/she will work in close collaboration with the Administrative and Financial Manager, and all project teams within the EF office.
The unit may be expanded with the arrival of future projects in the country, which may entail certain changes in EF’s office organisational structure and management.
Missions
The tasks entrusted to the Grants Officer:
Grant Cycle Management
· Contribute to the design and launch of Calls for Proposals (guidelines, evaluation grids, eligibility criteria).
· Support the partner selection process: eligibility checks, technical and financial evaluations, preparation of subgrant agreements.
· Manage and monitor the full subgrant management cycle (contracting, implementation, reporting, and closure).
· Ensure compliance with donor regulations and internal organisational procedures.
Administrative and Financial Monitoring
· Review partner budgets, financial reports, and supporting documentation.
· Identify and analyse discrepancies, propose corrective actions.
· Monitor disbursement schedules and financial forecasts.
· Support external audits and compliance reviews related to subgrants.
Partner Support and Capacity Building
· Organise training or coaching sessions on the administrative, financial, and contractual management of grants.
· Provide regular technical support to partners on management and monitoring tools.
· Participate in the evaluation of organisational capacities and the development of strengthening plans.
Reporting and Coordination
· Produce consolidated reports on grant management for the donor and project coordination.
· Ensure good coordination with technical, financial, and M&E (monitoring-evaluation) teams.
· Maintain the grant tracking database and contribute to steering tools.

EF in Nigeria
Expertise France operates in Nigeria within a broader regional framework, notably through its collaboration with ECOWAS. Its activities primarily involve regional or multi-country initiatives funded by the European Union and the AFD Group.
Currently, Expertise France is engaged in the implementation and development of several regional projects in partnership with ECOWAS, including:

In addition, the Health Department of Expertise France is launching the implementation of two national projects in Nigeria at the end of this year :

Additional national or regional projects may be launched in the coming years.
At this stage, the present job description covers the following projects currently managed by the Expertise France (EF) office in Abuja. This project portfolio is subject to change, in line with future project acquisitions and strategic developments in Nigeria and the wider region.
TEI SRHR Project – Sexual and Reproductive Health and Rights in West Africa
This 48 month regional initiative, co-funded by the EU, AFD, and the Gates Foundation (€24.75M), aims to improve access to inclusive, quality SRHR services across ECOWAS, focussing on women, adolescents, and youth. Implemented by WAHO, Expertise France, and Enabel, the project supports ECOWAS health and education agendas through policy harmonisation, improved service delivery, and civil society engagement.
Expertise France, with a €9.5M budget, leads activities in countries including Senegal, Nigeria, Guinea, and Benin. Its focus includes integrating Comprehensive Sexuality Education (CSE), strengthening health workforce training, rehabilitating health centres, and supporting community-level and civil society initiatives. The agency also contributes to harmonising regulatory frameworks and improving supply chains for SRH/FP products, while promoting inclusive, gender-sensitive public policies.
QUALIMEDS project
QUALIMEDS (Quality Uplift for Advancing Local Industry in MEDicine Standards) supports Nigeria’s national strategy to revive its pharmaceutical industry and boost local production of vaccines and health technologies. Funded by the EU (€10.2M over 48 months) and co-financed by the French Ministry for Europe and Foreign Affairs, the project is part of the broader Team Europe Initiative (TEI MAV+) on local manufacturing and access to health products in Africa. It focuses on strengthening R&D capacities and promoting women’s participation in the sector.
FEXTE Nigeria – AFD, 900K€
This project aims to support the ongoing health reform process in Nigeria, with the overall objective of improving access to quality and affordable healthcare for the population, through technical support provided to the Federal Ministry of Health and Social Welfare.
Education
· Bachelor's/Master's degree in project management, finance, law, economics, international relations, or an equivalent field.
Experience
· Minimum 3 to 5 years of experience in grant or subcontract management, ideally in the international cooperation or humanitarian sector.
· Proven experience working with institutional donors (EU, AFD, USAID, etc.).
· Experience in monitoring local implementing partners is highly valued.
Technical Skills
· Excellent command of grant management rules (selection procedures, contracting, financial monitoring).
· Good understanding of donor compliance principles.
· Familiarity with budget management, reporting, and database tools.
· Proficiency in MS Office Suite, advanced Excel; an ERP or grant software is an asset.
