Mission description

Description of the position

This position is integrated into the Expertise France (EF) office in Abuja, Nigeria and is under the direct responsibility of the Administrative and Financial Manager (AFM). The unit may be expanded with the arrival of future projects in the country, which may entail certain changes in EF’s office organisational structure and management.

The Accounting and Treasury Officer will work closely with all project teams within the EF office and will be responsible for the accounting monitoring of all projects and the office's operating expenses.

 

Missions

The tasks entrusted to the Accounting and Treasury Officer:

 

Accounting management

·       Ensure that the accounting journals and cash flow journals of the projects in the project portfolio match each other

·       Ensure that project portfolio expenses are correctly recorded in the accounts (general and cost accounting): names, accounting codes, cost accounting codes, lettering, exchange rates, etc.

·       Monitor cash flow, verify the accounting information related to the projects and anticipate expenses and make replenishment requests

·       Assist in the preparation of monthly bank reconciliations in conjunction with the AFM and Administration and Finance Officer

·       Process the tax information to be reported monthly to the Ministry of Finance, as well as its administration and safeguarding to consolidate reports that by law must be sent in formats already established by said institution virtually as appropriate (monthly report on Tax withholdings). Income, monthly statements of Payment on Account and Withheld Taxes, Income Tax Declaration, Report and update change of address (if any), among others)

·       Review that the documentation provided for purchases and expenses for the execution of the project, on behalf of the partners, meets the fiscal criteria and is eligible to enjoy the VAT exemption.

·       Prepare requests for accounting adjustments

·       Comply with financial security rules in accordance with EF procedures.

 

Treasury Management and Head Office Payments

·       Check supporting documents before processing project payment requests

·       Issue payment orders for project expenditure

·       Manage and compile cash flow forecasts for each project

·       Manage the office's cash flow and ensure adequate supplies

·       Ensure that funds are secure, including storage facilities

·       After approval by the TFC, send to head office and monitor the receipt of funds

 

Internal control

·       Implement internal control within projects (transmission of procedures, monitoring of their appropriation, participation in the improvement of operational practices in terms of financial accounting, etc.)

 

Monitoring and accounting follow-up of partners and grant recipients

·       Responsible for the accounting area, review of grants projects

·       Review and assist the partners in the budget control, review of liquidation, settlements of advances of donation funds

Project or context description

EF in Nigeria

Expertise France operates in Nigeria within a broader regional framework, notably through its collaboration with ECOWAS. Its activities primarily involve regional or multi-country initiatives funded by the European Union and the AFD Group.

Currently, Expertise France is engaged in the implementation and development of several regional projects in partnership with ECOWAS, including:

·       EPSAO II – Support to the ECOWAS Peace and Security Architecture

·       Abidjan-Lagos-Ouagadougou Corridor Project – Support for regional development

·       SECFIN Africa – Strengthening AML/CFT systems to combat illicit financial flows in Sub-Saharan Africa

·       WASOP – West Africa Sustainable Ocean Programme, promoting an innovative and sustainable blue economy

·       PEERS – Africa-Europe platform for dialogue on education reforms

·       TEI SRHR – Team Europe Initiative on Sexual and Reproductive Health and Rights

·       ProTECT – Preventing Trafficking through Enforcement, Cooperation and Training

 

In addition, the Health Department of Expertise France is launching the implementation of two national projects in Nigeria at the end of this year :

·       QUALIMEDS

·       FEXTE Nigeria

Additional national or regional projects may be launched in the coming years.

 

At this stage, the present job description covers the following projects currently managed by the Expertise France (EF) office in Abuja. This project portfolio is subject to change, in line with future project acquisitions and strategic developments in Nigeria and the wider region.

TEI SRHR Project – Sexual and Reproductive Health and Rights in West Africa

This 48 month regional initiative, co-funded by the EU, AFD, and the Gates Foundation (€24.75M), aims to improve access to inclusive, quality SRHR services across ECOWAS, focussing on women, adolescents, and youth. Implemented by WAHO, Expertise France, and Enabel, the project supports ECOWAS health and education agendas through policy harmonisation, improved service delivery, and civil society engagement.

Expertise France, with a €9.5M budget, leads activities in countries including Senegal, Nigeria, Guinea, and Benin. Its focus includes integrating comprehensive sexuality education (CSE), strengthening health workforce training, rehabilitating health centres, and supporting community-level and civil society initiatives. The agency also contributes to harmonising regulatory frameworks and improving supply chains for SRH/FP products, while promoting inclusive, gender-sensitive public policies.

QUALIMEDS project

QUALIMEDS (Quality Uplift for Advancing Local Industry in MEDicine Standards) supports Nigeria’s national strategy to revive its pharmaceutical industry and boost local production of vaccines and health technologies. Funded by the EU (€10.2M over 48 months) and co-financed by the French Ministry for Europe and Foreign Affairs, the project is part of the broader Team Europe Initiative (TEI MAV+) on local manufacturing and access to health products in Africa. It focuses on strengthening R&D capacities and promoting women’s participation in the sector.

 

FEXTE Nigeria – AFD, 900K€

This project aims to support the ongoing health reform process in Nigeria, with the overall objective of improving access to quality and affordable healthcare for the population, through technical support provided to the Federal Ministry of Health and Social Welfare.

Required profile

Qualifications

·       Bachelor's degree in business administration, accounting,finance, economics, international cooperation or equivalent

·       At least 4 years' successful experience in a similar position in the field of cooperation/development/humanitarian aid

·       Excellent command of the Office pack, in particular Excel and other office software;

·       Mastery of Sage accounting software is an asset

·       Knowledge of international donor systems and procedures.
