Description of the position
Based at Expertise France’s Abuja office, the Administrative and Financial Manager (AFM) reports hierarchically to the Support Functions Manager and works in close coordination with the Financial and Administrative Services at EF Headquarters in Paris.
The AFM collaborates closely with Team Leaders across EF Nigeria to ensure consistent, reliable, and compliant financial and administrative practices across all projects.
Responsible for the day-to-day implementation of financial, accounting, and administrative procedures, the AFM ensures adherence to both EF’s internal standards and donor regulations.
Working alongside the Abuja support team—which includes a Grants Officer, an Administrative and Financial Assistant, an Accountant, a Logistics and Security Officer, and a Driver—the AFM plays a key coordinating role in ensuring effective communication and alignment between project teams, the Support Functions Manager, and EF headquarters. The AFM also oversees financial and administrative compliance to uphold operational integrity and transparency.
The unit may be expanded with the arrival of future projects in the country, which may entail certain changes in EF’s office organisational structure and management.
Mission
The key responsibilities assigned to the Administrative and Financial Manager (AFM) include the following:
Budget and financial management
· Ensure availability, accuracy, and compliance of all financial and contractual data;
· Prepare, monitor, and update project budgets (initial, revised, and final forecasts) in line with contractual obligations and EF standards;
· Collaborate with project teams for monthly budget tracking and financial forecasting;
· Assist in preparing financial reports for internal use, donors, and audit purposes;
· Monitor budget execution, expenditure allocation, and overall financial performance;
· Support drafting budgets for new projects or contract amendments.
Administrative and regulatory oversight
· Ensure compliance with administrative, financial, and contractual procedures aligned with national legislation and internal policies;
· Support the preparation and management of administrative and financial documentation required by national authorities;
· Ensure proper archiving, organisation, and accessibility of financial, administrative, and contractual records.
Team coordination and support
· Supervise the Accountant and contribute to team capacity building through training and mentoring;
· Provide technical guidance to project teams on budgeting, financial reporting, and financial management;
· Act as liaison between, project teams, support functions and EF HQ on financial and administrative issues.
Internal control and risk management
· Implement and monitor internal control systems to guarantee data accuracy, budget compliance, and accountability;
· Identify financial risks and recommend mitigation measures;
· Foster a culture of transparency, compliance, and financial discipline throughout the office.
Audit and compliance
· Coordinate internal and external audits in collaboration with EF HQ;
· Ensure timely implementation of audit recommendations and strengthen internal control;
· Guarantee compliance of all financial activities with EF policies, national legislation, and donor regulations.
Accounting and treasury management
· Supervise accounting operations to ensure compliance with EF procedures;
· Oversee monthly, quarterly, and semi-annual financial closings, coordinating closely with the Accountant and EF HQ;
· Validate consolidated cash flow forecasts, oversee submissions to HQ, and monitor fund transfers;
· Manage day-to-day treasury operations to maintain sufficient liquidity and secure fund handling;
· Ensure proper archiving of financial records and adherence to internal controls related to accounting and treasury.

EF in Nigeria
Expertise France operates in Nigeria within a broader regional framework, notably through its collaboration with ECOWAS. Its activities primarily involve regional or multi-country initiatives funded by the European Union and the AFD Group.
Currently, Expertise France is engaged in the implementation and development of several regional projects in partnership with ECOWAS, including:
· EPSAO II – Support to the ECOWAS Peace and Security Architecture
· Abidjan-Lagos-Ouagadougou Corridor Project – Support for regional development
· SECFIN Africa – Strengthening AML/CFT systems to combat illicit financial flows in Sub-Saharan Africa
· WASOP – West Africa Sustainable Ocean Programme, promoting an innovative and sustainable blue economy
· PEERS – Africa-Europe platform for dialogue on education reforms
· TEI SRHR – Team Europe Initiative on Sexual and Reproductive Health and Rights
· ProTECT – Preventing Trafficking through Enforcement, Cooperation and Training
In addition, the Health Department of Expertise France is launching the implementation of two national projects in Nigeria at the end of this year :

At this stage, the present job description covers the following projects currently managed by the Expertise France (EF) office in Abuja. This project portfolio is subject to change, in line with future project acquisitions and strategic developments in Nigeria and the wider region.
TEI SRHR Project – Sexual and Reproductive Health and Rights in West Africa
This 48 month regional initiative, co-funded by the EU, AFD, and the Gates Foundation (€24.75M), aims to improve access to inclusive, quality SRHR services across ECOWAS, focussing on women, adolescents, and youth. Implemented by WAHO, Expertise France, and Enabel, the project supports ECOWAS health and education agendas through policy harmonisation, improved service delivery, and civil society engagement.
Expertise France, with a €9.5M budget, leads activities in countries including Senegal, Nigeria, Guinea, and Benin. Its focus includes integrating Comprehensive Sexuality Education (CSE), strengthening health workforce training, rehabilitating health centres, and supporting community-level and civil society initiatives. The agency also contributes to harmonising regulatory frameworks and improving supply chains for SRH/FP products, while promoting inclusive, gender-sensitive public policies.
QUALIMEDS project
QUALIMEDS (Quality Uplift for Advancing Local Industry in MEDicine Standards) supports Nigeria’s national strategy to revive its pharmaceutical industry and boost local production of vaccines and health technologies. Funded by the EU (€10.2M over 48 months) and co-financed by the French Ministry for Europe and Foreign Affairs, the project is part of the broader Team Europe Initiative (TEI MAV+) on local manufacturing and access to health products in Africa. It focuses on strengthening R&D capacities and promoting women’s participation in the sector.
FEXTE Nigeria – AFD, 900K€
This project aims to support the ongoing health reform process in Nigeria, with the overall objective of improving access to quality and affordable healthcare for the population, through technical support provided to the Federal Ministry of Health and Social Welfare.
Education & qualification
· Advanced degree (Master’s level or equivalent) in accounting, administrative and financial management, project management, international cooperation, or related field.
Professional experience
· Minimum of 5 years’ professional experience in accounting, administrative, and financial management, preferably in humanitarian or development contexts;
· Proven experience with donors and financial reporting;
· Knowledge of Expertise France procedures is an asset.
Skills and Competencies
· Strong proficiency with ERP and accounting software, especially Sage;
· Good understanding of public development aid mechanisms and international cooperation frameworks, particularly with donors like the European Union;
· Excellent command of office tools, particularly Excel;
· Fluent written and spoken English; French is a plus.
Soft skills
· Strong analytical, report-writing, and synthesis abilities;
· Ability to work independently with rigor, organisation, and a sense of responsibility;
· Excellent interpersonal, communication, and teamwork skills in a multicultural environment;
