Mission description

As part of the response to the Call for Tenders “Building a Disaster Resilient Türkiye”, financed by the EU, we are seeking a Key Expert for a 36-month assignment. The expert will primarily support civil protection activities with AFAD, working in close coordination with the lead consortium partner (Expertise France) and the other consortium members involved.

The Key Expert will be under the supervision of a Team Leader based in Ankara and will collaborate regularly with the headquarters team of Expertise France. The expert will be deployed intermittently within AFAD’s offices in Ankara, working alongside the Team Leader.

The specific terms of this contract (part-time work, hybrid arrangements) can be discussed.

 

The Civil Protection Key Expert will be responsible for providing technical expertise in the field of civil protection, with a particular focus on earthquake and flash flood preparedness and response. The expert will support AFAD in its strategic decision-making, including the development of strategies/plans/organizational structures within AFAD and in coordination with other relevant stakeholders, in alignment with international and UCPM standards. Furthermore, the expert will assist AFAD in strengthening its collaboration with the UCPM.

Project or context description

General objective

The objective of the project “Building a Disaster Resilient Türkiye” that will be designed on the basis of the present ToR, in line with the AFAD 2024-2028 Strategic Plan, is to support Türkiye in the framework of:

  1. building a better disaster management system in Türkiye, on the basis of the Sendai Framework for disaster resilience and existing experience of Türkiye, which has developed it in the course of the many disasters that have affected the country.
  2. improving the disaster-resilience of target pilot provinces at the local level. 

The project will be based in Ankara, Turkey and implemented throughout Turkey. 


There will be three pilot provinces: Istanbul (for pre-earthquake activities), Hatay (post-earthquake activities) and Bartın (floods and landslides). 

 

Specific objectives


In coherence with the AFAD 2024-2028 Strategic Plan and in line with the Sendai Framework for Disaster Resilience and the European Union Resilience Goals, the specific objectives of this contract have to ensure the implementations of the 4 priorities of the Sendai framework:

•    Understanding disaster risk. 
•    Strengthening disaster risk governance to manage disaster risk. 
•    Investing in disaster risk reduction for resilience.
•    Enhancing disaster preparedness for effective response and to "Build Back Better" in recovery, rehabilitation and reconstruction


As project objectives, at the end of the project, Türkiye should be able to:

•    Anticipate - Improved risk assessment, anticipation capacity and disaster risk management planning;
•    Prepare - Increased risk awareness and preparedness of the population;
•    Alert - Enhanced early warning and reaction capacities;
•    Respond - Enhance the National Mechanism response capacity;
•    Secure - Established robust Civil Protection System. 

Required profile

Qualifications and skills

  • Bachelor’s degree in the field of disaster risk management, civil protection, environmental sciences, climate change, meteorological sciences, geology, earth sciences or another discipline directly related to this assignment.
  • Master’s/Phd degree in these fields will be an asset;
  • Experience in the field of USAR and/or water rescue is an asset; 
  • Good knowledge of European and international civil protection cooperation mechanisms is required; 
  • Good command of written and spoken English; 
  • Good command of written and spoken Turkish will be an asset.

Professional experience

  • Preferably 10 but a minimum of 5 years of experience in the field of building and/or implementing of disaster management systems and/or drafting or developing or implementing of preparedness emergency plans and procedures and/or disaster risk reduction strategy or programme and/or civil protection or community outreach programmes;
  • Minimum 2 years of experience in developing or implementing of training programmes and/or content development in the field of disaster and emergency management;
  • Experience in at least two projects with minimum duration of 6 months for each, being responsible for planning or designing or implementation of disaster and emergency management activities will be an asset;
  • Having experience of working in multicultural environments will be an asset.

Additional information

It is expected that approximately 60% of the work will take place at AFAD Headquarters or at another suitable location designated by AFAD Management and/or during the actual implementation of activities.
