Description de la mission

Under the supervision of the Project Manager and in collaboration with other members of the project team in Colombo and at headquarters, the Project Officer will have the following responsibilities:

 

1)     Project management support

The Project Officer supports the Project Manager for the proper operational implementation of the project, in compliance with the contractual objectives, deadlines and internal procedures of Expertise France and the European Union.

  • Continuous cross-cutting support to the Project Manager in his functions and responsibilities (strategic coordination, operational management, project representation etc.)
  • Support for the daily coordination of the implementation of the EU Green Recovery Facility in coordination with national partners (ministries, government agencies)
  • Contribution to the development, review and validation of strategic and technical documents for the project (concept notes, terms of reference, work plans, reports to the steering committee).
  • Support for operational monitoring and planning: support for monitoring activity schedules and development of internal timelines.
  • Support for budget monitoring and financial forecasts: support for updating the budget and monthly financial forecast.
  • Monitoring of procurement procedures (in cross-functional support to the technical team): support for drafting tenders, coordination of the selection of service providers, analysis of technical offers, monitoring of contractual execution.

 

2)     Monitoring and evaluation (M&E) and capitalization

The Project Officer plans, oversees and implements monitoring, evaluation, accountability and learning (MEAL) activities (in collaboration with the project team in Colombo and at Headquarters - notably with the MEAL coordinator of the Sustainable Development department at Expertise France headquarters). She/he will support the implementation and updating of the monitoring-evaluation system in order to measure the project’s progress, identify challenges, and adjust intervention strategies accordingly.

  • Among the tasks (non-exhaustive) that will fall to the Project officer:
  • Ensuring the implementation of the monitoring plan for indicators that was developed during the inception phase, in alignment with the validated methodology and the related roles and responsibilities;
  • Deploying data collection and analysis tools;
  • Ensuring the tracking of partners' and providers' deliverables;
  • Proposing collaborative processes between stakeholders on data collection and analysis;
  • Ensuring the proper collection and reporting of data and information, as well as their quality and reliability;
  • Participating in reporting activities: production of indicators, presentation of data using dedicated tools (PowerBI, Excel), drafting implementation and monitoring-evaluation reports;
  • Supporting the coordination of external evaluations (intermediate and final), particularly in drafting terms of reference and monitoring the service.
  • Sharing the findings from monitoring with the team and alert them regarding any significant discrepancies;
  • Coordinating the preparation of a Lessons-Learned strategy and implement it.

 

3)     Other cross-cutting missions

  • Acting as the Gender and Inclusion focal point: Monitoring the implementation of the gender action plan developed during the inception phase, and ensuring that gender matters are mainstreamed and integrated across all project activities; supporting partners and experts in the concrete integration of gender and inclusivity considerations:
  • Leading the follow-up of studies and short-term consultations that can be mobilized as part of the project on M&E issues, gender and any other subject related to the tasks of the mission manager;
  • And any other mission to support the Project Manager in the cross-cutting management of the Facility. 

The list of tasks and responsibilities mentioned above is not exhaustive; it will depend on the needs and direction of the project. The Project Manager will define the Project Officer’s duties, which may evolve over time.

Description du projet ou contexte

The Facility is a 5M€, four-year intervention funded by the European Union which started in April 2023. It uses the current economic crisis as an opportunity to support Sri Lanka towards a more sustainable growth trajectory. The ultimate goal entails achieving an economy that is circular, carbon neutral, and socially inclusive; which, not only, is more respectful of biodiversity resources and socio-economic/demographic context, but would also provide much needed macroeconomic stability.

In this context, the Facility harnesses policy experiences and knowledge from the EU (e.g. the European Green Deal), along with national and regional ones, to contribute to the green recovery (medium term) and transition (long term) of the Sri Lankan economy and society.

The Facility more specifically:

  • SO1: Supports the development and implementation of inclusive national green, blue and sustainable public policies, with participation of women and men in all their diversity.
  • SO2: Improves the business and investment climate in view of promoting an inclusive circular economy.
  • SO3: Increases accessibility and availability of green and sustainable finance.

The primary direct beneficiaries of the Facility are public institutions, particularly the Ministry of Environment and the Ministry of Finance, as well as government institutions working closely with SMEs. Other direct beneficiaries include the private sector, financial institutions, and civil society.

In alignment with the OECD-DAC gender equality policy marker, the EU Green Recovery Facility is classified as DAC 1.  It adheres to the minimum recommended criteria, which entail conducting a thorough gender analysis as an integral part of the interventions. Gender equality is established as a significant objective within the initiative.

Project coordination, as well as technical, operational, administrative, and financial management, is carried out from Colombo by a field team of eight people, working closely with colleagues at Expertise France's headquarters in Paris who are an integral part of the project implementation team (including a division manager, a unit coordinator, an administrative and financial project manager, a technical project manager and a MEAL coordinator). Long-term external expertise is also mobilized (Gender, Behavioral Science, Graphic design, etc.)

Profil souhaité

Education

  • Master’s degree or equivalent in Engineering, Political Science, International Development, Development Economics, Environmental Sciences or any other equivalent field;
  • Training in project monitoring and evaluation will be an asset.
  • Training on gender and development issues will be an asset.

Experience

  • At least 4 years of experience in project management;
  • Experience in MEAL of project implementation.
  • A first experience in the field of sustainable development issues related to green and inclusive economy will be a strong asset; Specifically, an experience in Climate Change would be an asset.
  • A successful experience with an international cooperation institution or international NGO will be an asset;
  • Experience in the development and/or use of digital tools for data collection and analysis will be an asset. 

Skills

  • Excellent command of English in writing and spoken required.
  • Strong command of French (level B2 or above in the Common European Framework of Reference, or equivalent) in writing would be considered a strong asset.
  • Strong command of Excel is required
  • Knowledge of the procedures and practices of donors, in particular the EU, will be an asset;
  • Knowledge of Power BI for monitoring, analysis, and data visualization will be an asset;
  • Good understanding of climate change issues, gender and social inclusion;
  • Ability to understand, assimilate, and adapt to the specific codes and practices associated with a position within French international cooperation.

Soft skills

  • Sense of responsibility, rigor and proactivity;
  • Ability to evolve in an institutional environment;
  • Teamwork and coordination skills, excellent interpersonal skills, especially in a multicultural environment;
  • Strong organizational and coordination capacity, with a solution- and result-oriented approach;
  • Very good analytical and writing skills (reports, summaries, strategies);
  • Responsiveness and efficiency in the production of tools and deliverables.
