Description de la mission

The position is attached to the Culture and Heritage division (ATCP), within Expertise France's "Sustainable and Inclusive Economy" department.

Reporting line: project manager deployed in Hargeisa & deputy head of the ATCP division at headquarters.

Functional links: Project manager, project officer (Paris), administrative & financial manager.

 

The position is based in Hargeisa, with occasional travel to Laas Geel & other field sites.

 

Placed under the hierarchical responsibility of the project manager, the local coordinator will provide technical support to the activities. With a specific knowledge on heritage & tourism, the local coordinator will assist the project manager and the partners to frame and design the content activities of trainings, technical assistance, prepare the logistics for the implementation of activities, support the programming of events and the organization of visit studies.

 

The following list of tasks is not exhaustive. The local coordinator will have to work on all these aspects in close coordination with the project manager, the project officer & the administrative and financial manager, as well as the consultants mobilized by Expertise France :

  • Participate on the overall implementation of project activities;
  • Work on the complementarity of the project with national strategies and other international initiatives on the theme and develop synergies;
  • Engage with local stakeholders at Laas Geel & other sites to ensure their concerns and needs are heard & facilitate participatory planning ;
  • Build trust and regular dialogue between the project team and the local community, throughout all project implementation phases ;
  • Provide feedback from the field, helping the core team adapt plans in real time ;
  • Monitor for local compliance or conflicts that may affect site preservation ;
  • Provide insight into local customs, traditions, and heritage, ensuring culturally appropriate approaches in all project activities & trainings ;
  • Help the project team understand historical sensitivities around archaeological sites ;
  • Assist with permits, access, and site logistics for the implementation of activities in Hargeisa and field sites ;
  • Ensure liaison with relevant authorities for the implementation of project activities ;
  • Assist on the identification of relevant local, regional & international expertise for the implementation of activities ;
  • Support the development of terms of reference (TOR) and ensure the organization & logistics for short-term expertise missions ;
  • Support international & national experts involved in the project, particularly in delivering training sessions, creating, adapting, eventually translating and contextualizing training materials & organizing logistics

Description du projet ou contexte

Expertise France is the French international technical cooperation agency, with a status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs (MEAE) and the Ministries for the Economy, Finance and the Recovery.

 

The project "Protecting and Promoting Somaliland's Heritage and Preserving the Laas Geel Site," funded by the Agence Française de Développement (AFD) and implemented by Expertise France in partnership with Somaliland authorities, seeks to ensure the long-term preservation of Somaliland's cultural heritage. This project started in November 2024 and has a duration of 30 months. It is implemented by a dedicated project team in collaboration, particularly with the Somaliland Ministry of Trade and Tourism (MOTT) and other project stakeholders.

 

Somaliland is home to an exceptionally rich and diverse cultural heritage. Among its jewels, the Laas Geel caves stand out, bearing witness to the region's prehistoric history through thousand-year-old cave paintings. Numerous other archaeological sites are scattered throughout the territory. The overall objective of the Project is to ensure the long-term preservation of Somaliland's heritage while fostering local economic development and the promotion of local cultural heritage, with priority given to the Laas Geel site.

Profil souhaité

Bachelor’s degree in heritage management, archaeology, tourism, or related field.

Master’s degree is a plus

Experience:

 

At least 2 years’ experience in heritage, tourism and/or community engagement

Experience working with local communities, authorities, and international partners.

Familiarity with project logistics, training organization, and stakeholder coordination.

Skills:

 

Strong knowledge of Somaliland’s cultural heritage, especially Laas Geel.

Excellent communication and facilitation skills.

Ability to support training, awareness campaigns, and expert missions.

Strong organizational and problem-solving abilities.

Fluent in Somali and English; French is an asset.

 

Based in or able to relocate to Hargeisa; willing to travel to field sites.
