A Project Management Unit (PMU) will oversee the implementation of the Team Europe Technical Assistance Facility and the execution of activities. Each implementing partner agency (Expertise France, GIZ and FIIAPP) is represented in the PMU.
Expertise France is looking for a Finance Assistant based in Accra within the PMU who will be assisting with the administrative and contracts functions.
Under the supervision of the Finance and Contracts Manager and in coordination with the Project Team, the Contracts Assistant will conduct the following activities in strict compliance with Expertise France procedures:
Budgetary, accounting and financial management
Process staff and consultants expense claims with supporting receipts or documents to trigger re-imbursement quickly.
Prepare payment runs regularly in accordance with the agreed timetable and financial control procedures and ensuring correct coding of all costs using field payment vouchers (BAPs) and other supporting documents;
Support the management of project bank accounts and project cash Prepare local payments and archive documents including monitoring of project expenses and disbursements and ensure timely execution of the project implementation in compliance with Expertise France rules and procedures
Support the project's monthly, mid-year and annual financial and accounting closures
Ensure financial follow-up and contribute to project annual audits Process claims or invoices and other payment requests in line with Expertise France's regulations and instructions Assist in the preparation of periodic accounting records, finance and budget documents; record receipts and disbursements (petty cash, vouchers etc.)
Provide support to inventory management (supplies, consumables), acquisition of equipment, software, and supplies for the project office, project asset tracking table.
Assist in the preparation of financial reports for donors, purchase orders, cheque requisitions, client invoices, bank reconciliations, and filing of all financial documents
Contribute to the archiving of the project documents and the proper maintenance of administrative and financial documents
Primarily, the custodian of the Petty cash imprest ensuring that all payments from the petty cash follow the necessary policies and procedures
Completes and maintains budget monitoring tools (financial monitoring and planning)
Contribute to knowledge networks by sharing knowledge on financial management and best practices Perform any other duties as assigned by the Finance and contracts Manager, or the senior management team
Administrative
• Provide administrative and operational support to the Ghana Team such as assisting with the purchase of office supplies, coordinating with vendors as requested, including site visits, meetings. This may include, but not limited to assisting project team in making hotel reservations, ordering and ensuring the delivery of items, etc.
• Carry out other relevant assignments on behalf of Expertise France as requested
Context
The African Continental Free Trade Area (AfCFTA), signed by 54 of the 55 African countries, is the first step to achieve the objective of a continental single market. The AfCFTA is expected to boost intra-African trade, to promote structural transformation and to generate significant employment opportunities in Africa, especially for women and young people. Despite the high political momentum and the strong economic rationale, realising the AfCFTA will require strengthening institutional capacities to complete negotiations and to implement and meet the obligations of the agreements, with the active involvement of the private sector and effective cooperation between stakeholders at continental, regional and national level.
Description of the TE TAF
The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TE TAF) seeks to contribute to the African economic Integration agenda through mainly the realisation of the AfCFTA. The TE TAF is meant to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC and some AU Specialized agencies), RECs, AU Member States and other potential continental partners and regional private sector organisations, working on fostering the AfCFTA and economic continental integration.
Funded by the EU, the German Ministry of Development Cooperation (BMZ) , Agence Française de Development, Sweden , Netherlands, Denmark, Finland and Ireland; the Team Europe Technical Assistance Facility is implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat.
Qualifications and skills:
Minimum Bachelor's degree in Accounting, Business Management or equivalent
Experience on projects funded by external partners would be an asset
Computer literate- Microsoft Word, Excel, and Outlook abilities are required
Ability to work independently, flexibility and organization, responsiveness
Perfect command of office automation tools
Excellent analytical, writing, and summarizing skills
Team spirit and ability to interact with different people in a multicultural context
Ability to adapt and react to unforeseen situations
Fluency in English and in particular french will be an added advantage
Professional Experience:
Three years of experience in administrative, budgetary and accounting management;
Experience with an international development partners (EU , Expertise France, GIZ, AFD, Enabel, etc.) is an asset.
