Description de la mission

The Program Co-Leader will work alongside the GIZ-appointed Program Leader, both as heads of the Program Management Unit (PMU), managing the implementation of Expertise France’s activities within the program. Under the direction of Expertise France’s headquarters, the Co-Leader will be responsible for the full-time leadership, overseeing the day-to-day management, coordination, and operational and financial execution of activities under SO1 and SO3, ensuring close coordination with the Program Leader responsible for the other activities under SO1, SO2 and SO3.

The Co-Leader will ensure that activities align with program objectives, coordinate with key stakeholders, and meet the requirements of the European Union's funding regulations. The position requires a high level of autonomy, strategic thinking, and leadership to manage a multicultural team and engage effectively with government bodies, financial institutions, MSMEs, and development partners.

The Program Co-Leader will be based in Lusaka, Zambia, with regular travel to other East and Southern African countries.

More specifically, his/her missions and responsibilities are as follows (non-exhaustive list):

PMU Team Management

  • Heads the PMU team based in Lusaka, including recruitment, daily management, and professional development of team members
  • Fosters a collaborative working environment and ensure effective communication and coordination with the GIZ team
  • Ensures compliance with safety, security, and ethical standards for the team
  • Ensures compliance with local regulations

Overall Program Management

  • Is responsible for harmonized execution and reporting procedures for all EF activities, set the framework and proposes shared tools and procedures
  • Prepares the pluri-annual and annual planification and budgets
  • Is responsible for the quality of the project deliverables
  • Ensures compliance with the specifications/contract, anticipates and manages risks and developments relating to the project and alerts his or her hierarchy if necessary
  • Oversees the writing and transmission of contractual reports to the donors (narrative and financial) in coordination with GIZ team leader
  • Co-chairs the project’s Steering Committee

Supervision of activities of the project

  • Supervises project EF activities: planning, implementation, budget execution, monitoring/evaluation, audit, in coordination with the Coordinators of Outcome 1 (EF) and of Outcome 3 (GIZ)

Internal and External project coordination

  • Centralises information on the parts of the project for which EF is responsible and facilitates its dissemination to the various stakeholders
  • Coordinates communication to and from GIZ, who in turn leads the communication with EU and keeps the responsible people at EUD-Zambia informed on main developments or issues requiring attention of EC services
  • Participates in promotional activities with project owners, donor and beneficiaries
  • EF internal liaison, including the interface between the project and EF HQ
  • Represents EF at regional meetings, conferences, and events related to circular economy policies and financing
  • Engage with policymakers, government bodies, financial institutions, MSMEs, and regional organizations to foster cross-country collaboration and policy harmonization.
  • In particular, she / he will be in charge for managing the relationship with key political partners such as the COMESA

Monitoring, Evaluation, and Reporting

  • In close collaboration with the Monitoring, Evaluation, Accountability and Learning Officers (MEAL) at headquarters and in the field, ensures the implementation, at the start of the project, of the monitoring and evaluation system. Throughout the project, he/she uses the system as a tool to help manage the project.
  • Adjust, if necessary, the project's logical framework and theory of change based on data collected in the field and the needs assessment and in coordination with the GIZ project lead and the EUD.

Description du projet ou contexte

The SWITCH to Circular Economy in East and Southern Africa Program (SWITCH-2-CE) is co-financed by the European Union and jointly implemented by Expertise France (EF) and GIZ. The program aims to foster an inclusive transition to a circular economy in the East and Southern Africa region through policy frameworks, workers and SMEs participation, and improved financing mechanisms for CE businesses. The activities will contribute to mitigation of climate change by promoting green and circular business models. The foreseen capacity development and strengthening of the regulatory and policy framework aim to contribute to the East and Southern Africa (ESA) countries efforts to meet their obligations under the United Nations Framework Convention on Climate Change (UNFCCC). The Common Market for Eastern and Southern Africa (COMESA) is the regional political partner of the project.

The program is structured around three main outcomes, with the two priority value chains: “packaging/plastics waste” and “electronics/e-waste”.

The program aims to achieve the following outcomes:

·       Outcome 1: To establish an enabling policy framework for circular economy across the ESA region;

·       Outcome 2: To enhance the participation of formal and informal workers and SMEs, including women and youth, in circular economy models;

·       Outcome 3: To improve access to and use of financing by circular economy businesses

Expertise France is responsible for implementing activities under Outcome 1, jointly with GIZ. To foster an enabling policy framework for CE in ESA (Outcome 1), CE issues need to be prioritised by well-informed policymakers (Output 1.1 - EF) as a pre-requisite for them to mainstream CE into policy instruments (Output 1.2 - EF) and implement pilot CE policies such as EPR schemes (Output 1.3 - GIZ). Outcome 1 will mainly involve policymaking support activities at the macro-level, with a focus on regional/supranational knowledge management, awareness raising and policy dialogue to create a common vision on circular economy among the target countries. At the same time, countries that express willingness and interest will be able to receive on-demand policy-mainstreaming support and pilot policy implementation at national level. This support will be conditioned, among others, to the project budgetary limitations.

EF is also responsible for implementing activities under Specific Objective 3, jointly with GIZ, to improve access to financing for circular economy businesses, through the implementation of a financial assistance and capacity-building program. The Action will establish a regional matching grant facility designed to reduce investment risks in early-stage CE firms or business models, from the very beginning of business development to joint ventures. Indeed, this scheme will operate through multiple funding windows, targeting early-stage and growth-stage investments in CE technologies, products, and services for start-ups, small and medium-sized enterprises, and regional CE firms seeking partnerships within ESA or with European companies. Therefore, Expertise France’s activities will be focused on the first stages of business development, i.e. incubation and acceleration phases, while GIZ’s activities, in the continuum, will seek to support projects in their “investment readiness”, working tangentially with financial sector actors such as VC’s and impact funds with the ultimate objective of facilitating joint ventures. The Special Objective 3 also includes technical assistance to financial institutions and capacity building activities to Business Development Services providers supporting circular economy businesses in the two targeted value chains.

Profil souhaité

Qualifications and skills

  • Master’s degree in international development, economics, environmental policy, circular economy, or a related field
  • Good knowledge of international and European cooperation actors
  • Excellent understanding of the challenges related to environmental challenges, in particular in circular economy
  • Excellent knowledge of the institutional environment, including of Regional Economic Communities (RECs), in South and Eastern Africa will be an asset
  • Excellent knowledge of the entrepreneurship ecosystem in South and Eastern Africa will be an asset
  • Excellent organizational, communication, and leadership skills
  • Proven skills in negotiation, listening, setting priorities, problem-solving and decision-making, in particular in interactions with the EU and its network, diplomatic delegations and other external partners
  • Strong leadership and team management skills with experience working in multicultural environments
  •  Strategic and analytical thinking, with the ability to manage complex projects and adapt to changing circumstance
  • Proficiency in English and French (spoken and written) is required, German would be a strong asset

Professional experience

  • Significant experience (at least 10 years) in project coordination, focusing on policy development, sustainable finance, private sector development or circular economy
  • A minimum of 7 years in international development and cooperation
  • At least one experience in a project management and leadership position for a complex international cooperation project (>10m€ across several countries and in collaboration with other Implementing Partners), for the entire duration of the project
  • Experience working in South and/or East Africa
  • Demonstrated ability to plan, execute, monitor, and evaluate projects, ensuring adherence to timelines, budgets, and quality standards
  • Demonstrated ability to work in a multicultural environment and interact with governmental and non-governmental actors
  • Demonstrated experience in international projects implementation and a strong track record of EU-funded project management

Informations complémentaires

Conditions:

  • Fixed-term contract for a term of 12 months (renewable for a total of up to 52 months)
  • Salary package that comprises the monthly gross salary (based on experience and in accordance with EF salary scales), expatriation allowance and other benefits.
  • Position based in Lusaka with potential field trips.
