To support the implementation of the two projects Green Forward and EU Support to Democratic Reforms, Expertise France will set up project teams based in Amman.
For MedInGreen, the team will be headed by a Project Manager and will include a GCE public policies Expert, an Awareness raising & capacity building Officer, an events organization & Communication Officer and a logistic Assistant.
For EU support to democratic reform, the team will be headed by the Project Manager and will include a project officer and a project assistant. About 80% of activities will be implemented through three implementing partners who will receive individual grant contracts from Expertise France. Hence, the MEAL officer will be responsible for setting up the overall project MEAL plan, provide training to all partners to ensure ownership of the MEAL plan, collect and consolidate data from each partner (based on common reporting mechanisms and tools).
The position of the MEAL Officer (position concerned by this announcement) will be shared between the two projects.
Reporting to the Project Managers of both projects, and working with the MEAL Coordinators based in the HQ, the MEAL Officer, will be in charge of:
1. Developing the MEAL plan
o Adapt regularly the MEAL plan to the needs and capacities in terms of tools and practices for monitoring-evaluation and learning, data collection and reporting of the team and implementing partners.
o Update annually a solid MEAL plan, co-constructed with the project's stakeholders, in line with the commitments set out in the Agency's MEAL policy,
o To ensure that the monitoring and evaluation plan is in line with Expertise France's policy in this area, as well as the needs and expectations of the donors involved (AFD and the European Union).
2. Rolling out the Monitoring and evaluation (MEAL) plans:
o Put in place the technical and organizational MEAL tools: software licenses, communication methods, etc.
o Develop the data collection, analysis and visualization system, and the corresponding tools (Kobo questionnaires, ODK, dashboards, reporting formats, etc.).
o Estimate the reliability of objectively verifiable indicators based on samples and the quality of the data available.
3. Implement the MEAL plans:
o Train all stakeholders/implementing partners on MEAL and the mechanisms / tools developed to facilitate their involvement in the implementation and use of the MEAL system;
o Collect and process data, document processing;
o Interact with stakeholders on data collection and interpretation;
o Produce MEAL indicators and reports;
o Contribute to the annual review exercises and presentations to the steering/monitoring committees with the project team;
o Develop, with the Project Managers, the terms of reference to identify external service providers for MEAL plan, if necessary, and support them to select and supervise them;
o Share the results and conclusions of monitoring and evaluation activities with the project team.
o Be the main focal person for external evaluations conducted by the EU.
4. Learning :
o Develop in a participatory manner and coordinate the projects learning strategy , as well as the associated action plan/timetable and the typology of deliverables;
o Organise and lead internal learning exercises and develop learning materials/tools;
o Set up a filing and archiving system for digital and paper data (reports, questionnaires, etc.) and productions.
Cross-cutting tasks:
o Manage, supervise and coordinate the work of short-term MEAL experts and service providers working in the activities supervised by the Officer;
o Participate in the development of the general projects’s workplan;
o Write content based on data from the MEAL system to feed the various communication media;
o Actively participate in the project’s internal coordination (team meetings, etc.);
o Advise the project team and operators so that the data collected is used to make appropriate operational decisions and to meet contractual commitments and internal accountability requirements;
o Any other relevant tasks.
Green Forward, will place great emphasis on limiting its carbon footprint, but travel to the countries concerned by the project will be necessary for its successful implementation. The MEAL Officer must therefore be available to carry out these professional missions.
Expertise France is the French international technical assistance agency, created from the merger of the six main French public implementing agencies on 1 January 2015, in order to enhance capacities to mobilize technical expertise, making it possible to address the growing needs of emerging and developing countries more effectively. Under the joint supervision of the Ministry of Foreign Affairs and International Development and the Ministry of Economy, Expertise France aims at participating in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security.
Expertise France is starting two new projects in Jordan:
a. Green Forward project
The European Union (EU) is going to finance the “Green and Circular Economy (GCE) in the Southern Neighbourhood” programme to support the strengthening and promotion of the GCE as a vector for job creation and expansion of economic opportunities; while contributing to achieving the external dimension of the Green Deal in the Mediterranean and promoting European green standards. This action will focus on 3 levels of intervention: macro (policy framework), meso (institutions) and micro (enterprise) levels.
The regional layer will serve as catalyzer to mainstream ideas, stimulate peer competition, sharing EU expertise, and standardized messages and seize the “building back better” momentum.
Expertise France has been entrusted with the implementation of Component 1, that will aim to promote, develop and strengthen sound policies and enforceable legislation for the promotion of inclusive GCE through advocacy and peer exchange and increase the level of collaboration between stakeholders (48-month project, total budget of 4 M€)
Public policies are the foundation to the development of a cleaner and greener economy. In this context, MedInGreen will address the need to mainstream inclusive GCE’s objectives at a policy level. The project will also promote a policy convergence on GCE with EU policy framework and within the region.
b. Support to Democratic Reforms
Expertise France signed a delegation agreement with the European Union Delegation to Jordan to support democratic reforms and processes in Jordan. This action seeks to consolidate the progress achieved by the EU Support to Jordan Democratic Institutions and Development (EU-JDID) programme and builds on opportunities arising from the reforms proposed by the Jordanian “Royal Committee to Modernise the Political System” regarding constitutional reform and changes in political parties’ law and electoral law.
The overall objective of this programme is to promote a more participatory, inclusive and accountable democratic process.
The specific objective(s) of this programme are:
Education
Graduate degree in political or social sciences, international cooperation, project management, applied statistics, development economics, or any other relevant field
Professional experience
o At least 5 years’ professional experience in monitoring, information management, data collection and/or evaluation for international projects/donors/organizations, development projects, preferably in the field of humanitarian/social development /education or refugees, aid to displaced persons;
o Good command of data collection software (Kobo Tool Box, Survey CTO, ODK, etc.), data analysis and visualization software (PowerBI), and good knowledge of more comprehensive monitoring software;
o Experience in database design and management;
o Experience in designing, facilitating and evaluating training for adults in the field of MEAL will be considered favorably;
o Excellent understanding of results frameworks and indicators as well as international MEAL standards and applications, particularly on projects funded by EU;
o Experience managing consultants and external service providers would be an asset.
o Good command of project management tools and practices (theory of change, logical framework, programming, reporting, etc.) and knowledge of donor practices.
o Fluency in English and Arabic, ability to work in French will be an asset.
Skills
o Proficiency in standard IT tools: Word, Excel, Power Point and statistical analysis software;
o A strong ability to be dynamic, proactive and creative is expected;
o Team spirit and ability to unite actors around common objectives.
