Description de la mission

Under the hierarchical responsibility of the Project Leads and Project Deputies based in Manila, the Administrative and Financial Manager will be responsible for the financial and accounting management of two international cooperation projects managed by Expertise France. He/She supervises (functionally) the administrative and financial team consisting of two grants and procurement officers, one project assistant, and one to two drivers.

The main tasks entrusted to the Administrative and Financial Manager are as follows:

1.    Support Expertise France’s implantation in the Philippines

·         With support from Expertise France’s headquarters, prepare the Calls for Tenders related to the procurement of a vehicle, IT equipment, and other needs which may arise during the kick-off phase of the project

·         Prepare the ensuing contractual documents using Expertise France templates and procedures

2.    Relationship with the partner bank

·         Ensure the opening of the local bank account, with the support of Expertise France’s headquarters;

·         Maintain regular relations with the partner bank and provide the necessary information for the monitoring of Expertise France’s activities.

3.    Financial and budgetary management

·         Ensure the financial monitoring of the project according to the formats established at Expertise France;

·         Prepare and participate in monthly and annual budget planning exercises (landing forecast, indicative budgets) in close collaboration with the Project Leads;

·         Prepare monthly financial reports per project;

·         Prepare financial reports for project funders (EU Delegation and the French Development Agency – AFD);

·         Prepare for and support audits;

·         Ensure necessary controls for the reliability of project financial data.

4.    Accounting management

·         Ensure the implementation of payment procedures as well as good accounting recording practices;

·         Verify bank and cash journals, including carrying out spot checks;

·         Supervise the control of accounting documents;

·         Prepare and send the monthly accounting packages for entry into the accounting software;

·         Prepare monthly, quarterly, and annual accounting closure documents in coordination with Expertise France headquarters;

·         Verify accounting entries (descriptions, accounting codes, analytical codes, reconciliation, exchange rates, etc.) in available tools: ERP, SAGE, and Excel files;

5.    Cash management

·         Prepare requests for funding the bank account

·         Send the request to headquarters and monitor fund receipt;

·         Manage project cash flows and ensure sufficient funding;

·         Ensure fund security.

6.    Team management

·         Support and train the accounting and administrative team in Manila;

·         Supervise the accounting and administrative team;

·         Organize schedules for the administrative team to cover any absences.

7.    Administrative management and oversight

·         Supervise and control the implementation of administrative, financial, and human resources rules and procedures;

·         Ensure the development and maintenance of a project-level archiving system;

·         Propose and participate in writing or improving administrative or financial procedures;

·         Stay informed about changes in national laws and policies;

·         Prepare declarations and ensure payment of taxes if necessary;

·         Establish and maintain relations with administrative authorities at the national level.

Description du projet ou contexte

The Administrative and Financial Manager will support two Expertise France projects in the Philippines: the Philippines Green Economy Programme (GEPP), and Disaster Risk Reduction Enhancement at the Local Level (DRREAL).

Philippines Green Economy Programme

The economic dynamism of the Philippines has created significant gains in poverty reduction, with poverty rates dropping by over 50% in the last decades. The rapid growth of the middle class and domestic consumption in the Philippines, however have contributed towards significant levels of waste which the country is unable to manage.

Already one of the most climate vulnerable countries in the world, the Philippines seeks to secure its long-term socio-economic outlook by integrating more inclusive and sustainable models of development. To this end, the Philippines has recognized the importance of transitioning towards a circular economy, aiming to minimize waste, promote resource efficiency, and create a closed-loop system where resources are reused, recycled, or regenerated.

The circular economy approach involves the following facets:

·         Reducing waste generation: Implementing waste management strategies such as recycling, composting, and waste reduction measures to minimize the amount of waste produced.

·         Promoting resource efficiency: Encouraging the efficient use of resources through sustainable production and consumption practices, as well as adopting technologies and processes that optimize resource utilization.

·         Encouraging circular business models: Supporting and promoting businesses that adopt circular principles, such as product redesign, remanufacturing, repair, and sharing economy models.

·         Enhancing recycling and waste management infrastructure: Improving recycling facilities, waste segregation systems, and promoting proper waste disposal practices to facilitate the recycling and recovery of valuable resources.

·         Fostering collaboration and partnerships: Encouraging collaboration between government agencies, private sector stakeholders, academia, and civil society to drive innovation, knowledge-sharing, and collective action towards a circular economy.

By transitioning to a circular economy, the Philippines aims to achieve sustainable and inclusive growth, reduce environmental impacts, create new economic opportunities, and improve the well-being of its people while preserving and restoring the country's natural resources.

The purpose of the Green Economy Programme, thus, is to support the Philippines’ transition towards a green economy, including circular economy, reducing waste and plastic, as well as to increase energy efficiency and renewable energy deployment to support climate change mitigation.

 The Specific Objective entrusted to Expertise France is to enhance the engagement of the private and financial sectors into the circular waste economy creating better conditions for private sector investment by supporting business driven waste reduction strategies and circular solutions in the production process. The action includes two main outcomes:

·         Supporting the emergence and growth of eco-enterprises;

·         Supporting green infrastructure projects which delegate waste management to the private sector

The principal beneficiary of the project is the Department of the Environment and Natural Resources.

The programme will be implemented from the Expertise France office in Manila. The steering and coordination team based in Manila will be responsible for overseeing the activities delegated to Expertise France. Their responsibilities include (i) defining and implementing the intervention strategy, (ii) building and managing the project team, including short-term expertise, (iii) implementing the communication and visibility strategy, as well as the monitoring and evaluation system, and (iv) handling the project's administrative and financial management.

This team will be composed of (indicatively): a project lead, a deputy project lead, an M&E officer, a communications officer, an administrative assistant, an administrative and financial manager (subject of the call for applications), two procurement officers, and long-term technical experts. These technical experts will support the team leader in defining and implementing project activities and will cover various thematic areas, including green economy and green financing, public-private-partnerships in waste management, gender, etc.

The project manager will also be supported by a project officer and project assistant based at the Expertise France headquarters in Paris. Weekly exchanges will take place between the headquarters and the office in Manila.

 

Disaster Risk Reduction Enhancement at the Local Level

The project DRREALL-TA (Disaster Risk Reduction Enhancement at the Local Level - Technical Assistance) concerns the Government of the Philippines (GoP) through the Department of the Interior and Local Government (DILG) and aims to more efficiently implement disaster risk reduction strategies at the local level (LGUs). This project will contribute to strengthening disaster risk management and climate change adaptation (CCA) capacities at both the national level (primarily DILG) and the local level, and will support ongoing reform programs throughout the country.

The DRREALL technical assistance program is a long-term partnership between the AFD and the GoP, led by the DILG.

A policy matrix approved by the GoP outlines four areas of intervention:

  1. Strengthening local capacities for risk-informed planning.
  2. Enhancing DILG's ability to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA.
  3. Improving the capacity of local communities to effectively utilize disaster risk management funds.
  4. Enhancing gender-sensitive and socially inclusive approaches to disaster response within LGUs.Haut du formulaire

Profil souhaité

The Administrative and Financial Manager should meet the following profile:

• Higher education in accounting, financial management, or any equivalent degree;

• Proven experience using accounting software (SAGE);

• Proficiency in office tools, especially Excel;

• Ability to work in a demanding and multicultural context;

• Strong interpersonal and teamwork skills;

• High capacity for autonomy, independent thinking, and impartiality;

• Strong work ethic, precision, and organizational skills;

• Excellent analytical and report-writing abilities;

• Excellent written and oral communication skills in English (French would be a considerable advantage)

 

The Administrative and Financial Manager should have the following professional experience:

• At least 8 years of general experience in a position related to accounting and financial management;

• At least one significant experience in supervising administrative and financial teams;

• Prior experience in cooperation projects and multilateral technical assistance would be an asset.

• Significant professional experience in the Philippines

Duration of the mission: 54 months. The proposed contract will be for one year, renewable.
