Description of the mission

Under the supervision of the Unit Director, the Project Coordinator is responsible for the overall management and coordination of the Africa branch of the project « Global D4D Hub ». The Project Coordinator is based in Brussels.

He/she will work on a daily basis with other Project Coordinators within each member of the Consortium (GIZ, Enabel, AECID), the Project Coordinator for the Asian branch of the project, based in South-East Asia, and will be in regular contact with EF HQ (project managers and support functions) and DG INTPA.

He/she will need to be able to travel regularly to meet with stakeholders and contribute to the smooth running of the project. The position implies a high degree of autonomy and interpersonal skills appropriate to working in a European, international and multicultural environment.

 

Coordination of Asia Pacific branch and Africa branch

  • Overall coordination of the Asia Pacific and Africa branches and their missions, visions and accompanying activities
  • Support strategic partnerships between implementing agencies, the European Commission, partner countries including the main stakeholder groups (private sector, public sector, civil society)
  • Provide technical advice to D4D Hub partners whenever necessary
  • Formulation of joint “Team Europe” positions in international processes
  • Defend the European values of D4D in dialogue with partners in the area of digital transition (inclusive digital technology, respectful of rights, human-centered, taking into account climate issues).

Support to the D4D Hub Global Secretariat:

  • Support awareness raising for Digital4Development approach of the multi-stakeholder partnership for European Commission, Member States and relevant stakeholders from private sector and civil society through coordinated outreach activities, global events with the respective EU Presidency and sound communication tools such as web-portal and knowledge sharing between stakeholders and its specific target-groups.
  • Coordinate thematic working groups for which France is co-lead: Entrepreneurship & Innovation, Space & Earth Observation, Connectivity
  • Participate in advisory bodies

 

  • Participate in the project’s Steering Committees

Supervision of international activities of the project

  • Supervises the international project activities: planning, implementation, budget execution, monitoring/evaluation, audit, in coordination with the other branch  Leads and Global secretariat

Internal and external project coordination

  • Ensures day-to-day coordination between Regional Teams, to harmonise the project’s implementation between countries, provide backstopping support and approve key documents (Country Diagnostics, Strategic Action Plans, etc) and decisions
  • Day-to-day coordination between European implementing agencies
  • Centralise project information and organise its dissemination to the various stakeholders
  • Leads communication with EU and keep the responsible unit at DG INTPA informed on main developments or issues requiring attention of EC services
  • Leads relations with external stakeholders (donors, partners, service providers)
  • Participates in promotional activities with project owners, donors and beneficiaries

EF internal liaison

  • Ensures the interface between the project and EF HQ
  • Ensures compliance with the specifications/contract, anticipates and manages risks and developments relating to the project and alerts his or her hierarchy if necessary
  • Represent EF in the various bodies involved in project monitoring

Description of the project

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

The Digital for Development (D4D) Hub is the global “Team Europe”-initiative inaugurating a new era for digital development cooperation between EU Commission, Member States as well as tech-companies and civil society. This strategic multi-stakeholder platform fosters digital ecosystems worldwide through bold international partnerships on digital transformation between its members and partners in Africa, Asia, Latin America, the Caribbean and EU Eastern Neighborhood. The joint mission is a human-centric approach to digital transformation: Facilitating multi-stakeholder dialogues, sharing digital expertise and fostering investments of diverse European and global partners for more impact on the ground.

 

In order to achieve the Overall Objective,  the action focuses on supporting DG INTPA on the development and implementation of the regional branches of the D4D hub, to increase donor coordination and the effectiveness of D4D interventions. There are 3 regional branches under the D4D Hub :

  • The Latin America and Caribbean branch, headed by AECID
  • The Africa branch, lead by Enabel with the support of Expertise France
  • The Asia-Pacific branch, headed by Expertise France

The action will observe and analyse the regional digital ecosystem’s digital developments and map Team Europe’s interventions in each region pertaining to digital development. It will facilitate donor coordination groups nationally and regionally and bring together relevant stakeholders from the regional ecosystem comprising public and private sector, as well as academia and civil society annually.

Activites of the action include :

  • Providing regional D4D trends and upcoming event integrating various thematics in coherence with the Global Gateway strategy
  • Facilitating the emergence of Team Europe Initiatives at the national or regional level, in line with EU priorities, as well as collaborations and partnerships between African and European actors
  • Supporting the organisation of the Annual Mutli-Stakholder Forum event
  • Supporting DG INTPA in the formulation of future Team Europe Initiatives on D4D, through activities such as workshops, coordination, knowledge sharing, etc.
  • Organizing regional workhops or events in strategic D4D sectors
  • Creating knowledge sharing products in strategic D4D sectors

Profil souhaité

Your Profile

  • Master’s Degree in economics, finance, project management, political science, international relations/international cooperation or relevant field
  • A minimum of 10-years professional experience, including 7 in international development and cooperation or in the digital sector
  • Experience in the implementation of innovative cooperation with partners in the digital ecosystem and in political advisory services on digital transformation would be an asset
  • Proficiency in English and French is required. Fluency in another African language is a plus.

Specific knowledge, experience, skills or competences

  • Good knowledge of cooperation mechanisms and public development assistance, in particular for projects financed by the European Union and/or ;
  • Excellent command of the fundamentals of the project cycle (preferably also in multi-donor, multi-country, and/or multi-operator projects)
  • Excellent knowledge of digital for development issues, actors and projects
  • Knowledge of digital private sector development and entrepreneurship topics is an advantage
  • Expertise in agile methods of collaboration and experiences with new work would be an asset
  • Proficiency in developing technical, narrative and progress reports;
