Description de la mission

General objective of the position

The financial assistant will work under the supervision of the project coordinator in close coordination with the financial manager and in permanent contact with the rest of the team. He/she will carry out financial and budgetary management tasks for the project. The working languages are English and French.

Tasks

Financial and budgetary management of the project in accordance with EU and EF procedures:

  • Assist the financial manager and the project team in the management of operating expenses for the project
  • Assist in the management of expenses during the implementation of project activities
  • Ensure the follow-up of expenses and supplier invoices (follow-up, reminders, administrative registration)
  • Verify the conformity of supporting documents and invoices, and archive them
  • Prepare payment orders (BAP) and their supporting documents
  • Recording expenses in the financial monitoring and accounting software
  • Manage and monitor bank card expenditure (supporting documents, expenditure table, etc.) through the keeping of bank journals
  • Ensure the updating of the cash journal
  • Support the accounting closure and other financial deadlines

Administrative management:

  • Ensure the archiving of online and paper vouchers
  • Ensure the transmission of supporting documents to EF headquarters in Paris
  • Support the preparation of project audits
  • Depending on the needs, draft service supply contracts

Other duties

The financial and administrative assistant can be called on to support the general organisation and implementation of activities, notably on logistics. He/she is part of the project team, participates in team meetings and supports colleagues when needed based on abilities and availability.

Description du projet ou contexte

In accordance with the Financing Agreement between the European Union and the Commission of the Economic Community of West African States (ECOWAS), Expertise France, the French agency for international technical cooperation, has been contracted to implement the regional project «West African Response on Cybersecurity and Fight against Cybercrime (OCWAR-C)».

This project is part of the priorities of cooperation between the European Union, the ECOWAS Commission and its Member States under the Regional Indicative Programme of the 11th European Development Fund signed on 6 July 2015.

The project is implemented within the ECOWAS Member States (Benin, Burkina Faso, Cabo Verde, Côte d’Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo) as well as in the Islamic Republic of Mauritania.

The overall objective of the project is to contribute to enhancing cybersecurity and combatting cybercrime, with the following expected
results:

  • The resilience and robustness of the information infrastructure are improved.
  • The capacity of the stakeholders in charge of combating cybercrime is being improved.

The project is in its last year and will close end of January 2024.

Recruitment is subject to ongoing approval from the donor.

Profil souhaité

Qualifications and skills

  • Relevant degree in accounting or financial management
  • Mastery of the Office package (Word, Excel)
  • Fluency in French and English
  • Good writing skills

Professional experience

Minimum of 3 years professional experience in administration or financial assistant positions or a field relevant to the position

Skills and qualities required

  • Methodical and organised, anticipating needs and difficulties
  • Ability to adapt quickly to the working environment
  • Ability to work independently, proactive and take initiative
  • Good interpersonal skills, availability, sense of teamwork
  • Good emergency management and responsiveness, ability to manage priorities
  • A knowledge on EU or Expertise France procedures will be an asset

Workplace: Abuja, Nigeria, with possible travel across West African countries

The signature of the contract will depend on the signature of the project contract between Expertise France and its donor.
