Description de la mission

Under the responsibility of the SECFRON III Project Manager, the Project Officer will work closely with other members of the project team and Expertise France country office in Amman.

He/She contributes to the quality, coherence and visibility of project implementation without holding overall responsibility for delivery, budget, staff management or institutional representation, which remain under the authority of the Project Manager.

The Project Officer works in close coordination with the project team, the Expertise France Country Office and relevant HQ departments, and acts as a key operational support function, ensuring that information, tools and processes are properly prepared.

He/she provides support to the Project Manager in:

1. Reporting and document preparation;

2. Monitoring and evaluation activities;

3. Communication and coordination

 

Specific responsibilities:

In more detail, but not limited to, the Project Officer will be expected to perform the following activities:

          Reporting, documents preparation:

  •  Collect, consolidate and quality-check project inputs required for reporting exercises;
  • Draft narrative sections of progress and final reports based on validated data, for review, arbitration and validation by the Project Manager; Focal point for the USP, under the Project Manager supervision, to facilitate contracting and financial steps and assist the team on administrative and financial to fulfil EF internal processes ;
  • Under the Project Manager supervision, prepare documentation for project review exercises (mainly procurement plan and BFU); ;
  • Work with the Project Manager to prepare steering committee meetings and draft minutes;
  • Support the Project Manager in preparing meeting minutes;
  • Collaborate with service providers to ensure follow-up on their activities, and contribute to the review of documents submitted.

 

     Monitoring and evaluation:

  • Support the Project Manager in updating the project's monitoring and evaluation/capitalisation plan and ensure its implementation and monitoring within the budget and deadlines. Implementation will involve updating the project's M&E tools (theory of change, logical framework, indicators, risk matrix) and internal monitoring tools (“RPP”, etc.) to monitor the progress of activities and their proper execution;
  • Support to M&E exercises requested at the agency or donor level by collaborating with the project team and any M&E experts mobilised (e.g. monitoring of evaluation and capitalization exercises conducted by external evaluators);
  • Under the Project Manager supervision, and in collaboration with MEAL officer, identify and share the impacts observed, risks and threats, and success factors in the implementation of project activities, and participate in decision-making for corrective measures;
  • Facilitate the documentation of results, successful experiences and lessons learned from the project with a view to continuous improvement and sharing.

 

     Communications and coordination:

  •      Update the project's communication and visibility plan as needed, in conjunction with the European Union and in collaboration with the Regional Communication Officer;
  •      Implement the activities set out in the project's communication and visibility plan, in accordance with the budget, terms and deadlines (visual identity, digital and event-based communication);
  • Monitor communications and other publications in the audiovisual media, print media, on the Internet and social networks relating to the project, defence and security actions, support for partners in the fight against terrorism, and security incidents.

 

      Cross-cutting tasks:

  • Participate in the recruitment of external service providers for the implementation of M&E, communication activities, or other actions required for the project.

 

Description du projet ou contexte

Expertise France in Jordan

 Expertise France is the French public agency responsible for the design and implementation of international technical cooperation projects. The agency operates around four priority areas:

  • Democratic, economic and financial governance;
  • Peace, stability and security;
  • Climate, agriculture and sustainable development;
  • Health and human development.

 In these fields, Expertise France carries out engineering and implementation assignments for capacity-building projects, mobilizes technical expertise, and acts as an integrator of projects bringing together public-sector expertise and private-sector know-how.

 The Jordan–Lebanon Country Office, operational since 1 January 2025, provides the framework for steering Expertise France’s activities in both countries. Placed under the responsibility of a Country Director based in Amman, it brings together a team of approximately 30 staff members in Jordan. In Jordan, where the AFD Group benefits from a host country agreement, the project portfolio was renewed in the first half of 2024 and amounts to more than EUR 27.5 million (AFD and European Union). This is complemented by two regional or multi-country projects totalling EUR 16 million, funded by the European Union, including one based in Amman (EUR 4 million), as well as a developing portfolio of 16.4 million€

 

Project description :

Over the past decade, Jordan’s security has been suffering from increasing pressure on its borders, especially with Iraq and Syria, and on Jordanian law-enforcement actors and security agencies. The European Union (EU) decided to support the coordination and sustainability of civil-military operations in the Eastern part of Jordan through the Integrated Boarder Management (IBM) program, by funding an initial project named “Reinforcing Jordan capabilities at the Eastern Border” (SECFRON I) implemented by Expertise France from 2019 to 2021. This project helped enhance Jordanian authorities’ ability to quickly react to any humanitarian crisis or security threat and at the and to improve the sustainability of civil-military operations in the area through the construction of an Administrative and Logistical Hub.  A second project named “Support the Jordan security and defence Forces” (SECFRON II) has improved the Hub and capacity-building activities of the initial project.

However, a third phase of intervention is required in order to achieve the full operational capacity of the defense forces and to address persistent high security challenges in border areas. To this end, the European Union has planned to finance the project « Support to the Jordan armed forces at the eastern and northern borders » (SECFRON III) with the aim of strengthening security and stability at the Jordan Eastern and Northern borders through better Jordanian Armed Forces (JAF) integrated border management. The project will be implemented by Expertise France over a period of three years.

Building on its extensive experience in supporting Jordanian armed forces (JAF) and based on the needs they have expressed, Expertise France (EF) will conduct activities to strengthen the presence of the JAF in the borders. The actions carried out will focus on the two components presented below that will be implemented in close partnership with the JAF :

(i)         Infrastructure : construction of buildings to upgrade of current facilities ;

(ii)        Supply of equipment and vehicle.

 

Profil souhaité

Qualifications and experiences:

  • Master’s degree in the humanities, international relations, economics, political or social science, project management, or any other related field;
  • At least 4 years of professional experience on similar tasks for international cooperation projects;
  • Strong experience in producing high-quality project documentation (notes, technical reports, meeting minutes, correspondence, etc.);
  • Experience in monitoring-evaluation and learning approaches and tools, in producing administrative and financial materials, particularly with international cooperation projects;
  • Strong experience with European Union project management and Expertise France project management tools will be an asset
  • Experience in coordinating projects, organising official events or producing communication materials and tools;
  • Prior experience in a fragile or security-sensitive context and/or with military or defence/security stakeholders would be an asset.

Skills:

  • Fluency in French (written and spoken) mandatory ;
  • Excellent oral and writing skills in English;
  • Ability to adapt language, tone, style and format to the relevant stakeholders including  politically sensitive partners;
  • Strong organisational skills and ability to facilitate meetings and high-level events;
  • Strong command of office and IT tools (World, Excel, PowerPoint, Database, Access, PowerPoint, Kobo-collect);
  • Flexibility and ability to manage priorities and work under pressure, respect for confidentiality.

Selection process:

The selection process for the Project Officer will be conducted in the following sequence:

  • Review of applications received and extended shortlist established by Expertise France;
  • Proposition of a written test for shortlisted candidates, which may be conducted remotely;
  • Evaluation and selection of candidates for a operational interview;
  • Evaluation and selection of candidates for a HR interview;
  • Final validation of the chosen candidate;
  • Communication to the selected candidate and start of the integration phase.

 NB: Expenses related to any travel to Amman for the above-mentioned interviews are at the candidate’s expense and will not be reimbursed. Interviews may be conducted remotely, at the discretion of Expertise France.
