Mission description

I - Providing recommendation and guidelines for the information campaign (on campaign goals, main content of information, dissemination channels including possible online information dissemination through Free Legal Aid Directory in Albania and/ or  Ministry of Justice website), etc.);

II - Organizing an international workshop in order to create a discussion/debate on the possibility to design and set up one-stop-shops to provide confidential access to information about Women’s Aid, legal support, access to assets, benefits advice, housing support, safety advice, etc.

This activity should be fine-tuned with national partners in order to fit the needs and complement other international partners’ support. This activity is foreseen to be conducted in close cooperation/ partnership with Ministry of Justice/ Free Legal Aid Directory, Ministry o Finance and Economy, Ministry of Health and Social Protection, the Labor Inspectorate and the Commissioner on anti-discrimination.

Under the authority of the Project Manager and the TA Team Leader, in close cooperation with the National Expert, the Communication International Expert on gender equality and women access to their rights mission will be:

-          Conduct an assessment in Albania on the opportunity set up one-stop-shops to provide confidential access to information about Women’s Aid, legal support, access to assets, benefits advice, housing support, safety advice, etc.

-          Provide strategic advice and direct input in the preparation of the international workshop in Albania to be organised by the 8th of March 2024;

-          Provide strategic advice and direct input on the of content of the information tools to be used at the international event.

-          Identify models of one-stop-shop in France and/ or other countries that can be proposed in Albania during the workshop, by taking into consideration the existing system of service provision, the legal framework and other local dynamics;

-          Identify French and/ or international models of one stop shop that can be presented and invited  at the workshop;

-          Identify international guest speakers to be invited at the international workshop in Albania for the 8th of March;

-          Provide support for the organisation of the workshop by leasing with international guest speakers;

-          Provide support in moderateing the international workshop;

-          Prepare a Synthetic Report after the workshop with recommendations on one-stop-shops to be presented to the Albanian Government, which takes into account the recommendations from the discussions at the international workshop.

Project or context description

The French Development Agency (AFD) has proposed a financial and technical support to the Government of Albania (GoA) together with the World Bank, through a Development Policy Loan (DPL) based on a Policy Matrix built upon 3 pillars:

·         Pillar 1: Promoting women’s access to assets through the recognition of ownership of immovable property;

·         Pillar 2: Levelling the playing field for women to access income-generating opportunities;

·         Pillar 3: Strengthening institutional arrangements for gender-informed policymaking.

These three pillars contribute to women’s economic empowerment (WEE) and should support the GoA in the effective implementation of the ongoing reforms, which represent a major challenge to reduce gaps between women and men in terms of equal access to immovable property, labour market participation, employment, and entrepreneurship.

Required profile

·         At least 10 years of professional experience in the field of women’s rights and gender equality;

·         Good knowledge of models of service provision to women to access their rights;

·         Experience with networks of French/ international civil society organisations and institutions working on gender equality;

·         Experience in the development of communication campaign targeting distant or vulnerable audiences/ women;

·         Experience of facilitating organizations to strengthen services to support women;

·         Experience in organising workshops/ events.

Qualifications and competences:

·         Advanced academic degree in human rights, law, public policy, gender and development, or closely related fields.

·         Proven skills in intercultural communication, public relations, project coordination;

·         Excellent writing and relational skills;

·         Ability to work in a team and remotely;

·         Creativity;

·         Autonomy, responsiveness and proactiveness;

·         Teamwork;

Language:

·         Fluency and proficiency in spoken and written English is required.

·         Fluency and proficiency in spoken and written English is considered an asset.
