Mission description

I - Providing recommendation and guidelines for the campaign (on campaign goals, main content of information, dissemination channels including possible online information dissemination through FLAD and MoJ website ), etc.);

II - Providing campaign tools content (such as leaflets, posters, web and social networks posts, video spots, etc.);

III - Organizing 3 awareness-raising and information events/ workshops at local level for women and local NGOs.

IV – provide support to the organisation of an international event/ workshop that would contribute to create a discussion/debate on the possibility to design and set up one-stop-shops to provide confidential access to information about Women’s Aid, legal support, access to assets, benefits advice, housing support, safety advice, etc.

This activity should be fine-tuned with national partners in order to fit the needs and complement other international partners support. This activity is foreseen to be      conducted in close cooperation/ partnership with MoJ/ FLAD, MoFE, MoHSP, the Labor Inspectorate and the Commissioner on anti-discrimination. A close partnership is being considered with GIZ.

 

 

Organisation of an Information campaign:

 

 

-          Draft the information campaign guidelines and action plan (identification and mapping of appropriate communication channels for enhancing public awareness and information, identification of targets etc) in close collaboration with EF Team Leader.

-          Identify and map appropriate communication channels for enhancing public awareness and information.

-          Design of appropriate communication and advocacy tools to be used in the information campaign.

-          Support the drafting of the content for the information campaign tools (leaflets, booklets, others tbd).

-          Compilation of information presentation materials necessary for the implementation of information workshops in 3 regions.

-          Organise and Moderate the 3 workshops to be organised at local level (suggested sites: Korçë, Shkodër e Fier).

 

Provision of support for the organisation of an International event/ workshop:

 

 

-          In cooperation with the International Expert conduct an assessment of the current services and information provided to women, such as free legal aid, legal support, social services etc..

-          Contribute to the definition of the ToR for the organisation of a the international workshop in close cooperation with the international expert and EF team.

-          Contribute in identifying and inviting the guest speakers.

-          Provide support for the organisation of the international workshop and for the moderation of specific panels.

-          Participate in regular coordination meetings with project staff and other experts.

-          Prepare and submit reports, photos, list of presence on all activities of the campaign.

Project or context description

The French Development Agency (AFD) has proposed a financial and technical support to the Government of Albania (GoA) together with the World Bank, through a Development Policy Loan (DPL) based on a Policy Matrix built upon 3 pillars:

·         Pillar 1: Promoting women’s access to assets through the recognition of ownership of immovable property;

·         Pillar 2: Levelling the playing field for women to access income-generating opportunities;

·         Pillar 3: Strengthening institutional arrangements for gender-informed policymaking.

 

These three pillars contribute to women’s economic empowerment (WEE) and should support the GoA in the effective implementation of the ongoing reforms, which represent a major challenge to reduce gaps between women and men in terms of equal access to immovable property, labour market participation, employment, and entrepreneurship.

Required profile

Professional experience:

·         At least 10 years of professional experience in the field of gender equality or human rights.

·         Excellent knowledge of Albanian and International human rights standards, with a special focus on the social rights of groups in need and women; free legal aid provision, gender equality, etc. .

·         Experience in organising and moderating events with civil society.

·         Experience of working with civil society organisations for raising awareness and information on gender equality topic.

Qualifications and competences:

·         Advanced academic degree in human rights, law, public policy, gender and development, or closely related fields.

·         Proven skills in intercultural communication, public relations, project coordination;

·         Excellent writing and relational skills;

·         Ability to work in a team and remotely;

·         Creativity;

·         Autonomy, responsiveness and proactiveness;

·         Teamwork;

Language:

·         Fluency and proficiency in spoken and written English is required.

·         Fluency in French is an asset.
