Mission description

Expertise France will mobilize a key expert to support the Public Procurement Department of the Ministry of Economic and of Finance (MoEF) of Uzbekistan in their sustainable public procurement development. The expert will support the department through a combination of remote work (desk review, conference calls) and periodical field missions. More specifically, under the authority of the resident technical assistance Team Leader, the expert will:

a.   Support the preparation of green public procurement guidelines and others needed guidance material fitted to the national context and based on the baseline assessment already produced on the conditions required to deploy sustainable public procurement.

b.    Support the development of the required regulatory framework for SPP implementation.

c.    Give support to pilot contracting entities to mainstream sustainable considerations into the procurement cycle

d.    Design and implement of a capacity-building plan with the MoEF training center.

e.   Design of a monitoring and evaluation system, especially by supporting the establishment of a “green tag” into the e-procurement portal enabling the MoEF to track the volume of green purchase.

f.     Identify the needs and profiles for complementary specific short term expertise.

Project or context description

The assignment will be carried out in the framework of the Green Economy Technical Assistance Program (GETAP) funded by the EU (contribution agreement between the EU and the AFD). The main beneficiary is the Uzbek Ministry of Economy and of Finance (MoEF). GETAP will cover several workstreams, such as:

  • -          green policy planning & coordination,
  • -          measurement, reporting and verification (MRV) of the greenhouse emissions;
  • -          inventory of fossil subsidies;
  • -          green budgeting;
  • -          environmental taxation;
  • -          green investment policies;
  • -          sustainable SOE governance;
  • -          and sustainable public procurement (SPP).

Indeed, public procurement can serve as a potent tool to support the adoption of new green technologies and steer public investment towards more efficient resource use. In 2020, Uzbekistan passed the Law on Public Procurement which reshaped and improved the legal foundation of public procurement. The law makes provisions and paves the way for sustainable public procurement. In 2022, MoEF adopted new standard bidding documents including environmental and social clauses and conducted a baseline assessment of the conditions required to deploy sustainable public procurement. They adopted an SPP policy statement outlining how public procurement will be used to support the green economy. As further steps in the sustainable public procurement reform, the MoEF would like to start piloting green procurement in a few contracting entities – using a balanced sample between budget customers (i.e. ministries) and corporate customers (i.e. SOEs). The MoEF is aware of the importance of designing the technical assistance both as a course aimed at green public procurement and securing the foundations of good, “classical”, procurement.  

Required profile

Qualifications and competences:

  • University Degree or  Master’s in law, economics, public administration or in other relevant fields;
  •  Ability to work fully in French and English;
  • Proficiency in Russian would be highly appreciated;
  • Excellent writing and relational skills;
  •  Ability to work in a team and remotely;
  • Command of the Outlook Suite.

 Professional experience:

  • 10 years experience in development and implementation of public procurement strategies, in particular of sustainable public procurement;
  •  At least 5 years experience of international cooperation or technical assistance projects in the public/institutional sector funded by the international financial institutions;
  • Experience in Eurasia region;
