Mission description

Responsibilities of the Monitoring and Evaluation Consultant

The objective of this consultancy is to lead monitoring and evaluation function at the AMDC to assess achievements of the Centre’s objectives and integrate corrective measures to improve 

delivery. The consultant shall be guided by key frameworks including the Centre’s ToC. He/she shall be responsible for the following tasks:

Monitoring and Evaluation

·       Establish and implement a monitoring and evaluation system aligned to the Theory of Change for the Centre;

·       Collect, review, and analyze data to establish the extent to which the African Minerals Development Centre is realizing its overall objectives in relation to the African Mining Vision;

·       Plan and execute M&E activities and project reporting in line with the Centre’s logical framework and ToC;

·       Ensure periodic reviews and updates of the logical framework to reflect regular policy and contextual changes;

·       Support further identification of monitoring and evaluation indicators and milestone setting;

·       Evaluate the effects and impact of the Centre’s programs and policy interventions leveraging the Centre’s results framework and demonstrating the functionality and efficacy of the ToC;

·       Support preparation of programme and project proposals;

·       Support programme development, implementation and reporting activities as relate to the AMDC’s Business Plan, and relevant programmatic activities.

Learning

·       Identify and collect lessons learnt, best practices, and constraints and suggests recommendations through a periodic preparation of learnings reports;

·       Facilitate integration of learnings into the Centre’s activities in partnership with staff of the Centre;

·       Coordinate and facilitate capacity development initiatives and sessions for effective monitoring, evaluation and learning at the Centre;

Communication

·       Prepare reports and information materials from monitoring and evaluation activities and ensure their wide dissemination;

·       Support coordination of communication, knowledge generation and knowledge sharing activities of the AMDC, including publishing of AMDC reports and publications; and

Perform other relevant duties as relate to the objectives of the Centre.  

Project or context description

Description of the EU-TAF:

The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TE TAF) seeks to contribute to the African economic Integration agenda through mainly the realisation of the AfCFTA. It has two specific objectives: (1). Secretariat – with focus on strengthening the institutional capacity to coordinate negotiations, as well as provide oversight on the implemenation of the Agreement, and (2). to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC and some AU Specialized agencies), RECs, AU Member States and other potential continental partners and regional private sector organisations, working on fostering the AfCFTA and economic continental integration.

 

Funded by the EU, Agence Française de Development, the German Ministry of Development Cooperation (BMZ) and Sweden, the Team Europe Technical Assistance Facility will be implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat. The TE – TAF is implemented through the Project Management Unit (PMU), based at the AfCFTA Secretariat, in Accra, Ghana, whose mandate is to mobilize technical assistance to deliver interventions that foster to enhance implemenation of the agreement. Each implementing partner agency (Expertise France, GIZ and FIIAPP) is represented in the PMU.

 

Description of the host institution: 

The African Minerals Development Centre (AMDC) was established as the coordinating arm for the African Union Commission (AUC) to implement the African Mining Vision (AMV). It aims to ensure minerals play a greater transformative role in the development of the continent. The role of the AMDC is set by the directive of the African Union Conference of Ministers Responsible for Mineral Resources Development. The twenty- sixth ordinary session of the Assembly of African Union Heads of State and Government (AU-AHSG) held on 30th January 2016 in Addis Ababa, Ethiopia adopted the Statutes establishing the AMDC as a semi-autonomous Specialized Agency of the African Union (Decision No. Assembly/AU/Dec.589 (XXVI)). The AU Assembly Heads of State and government in its July 2018 summit in Nouakchott, Mauritania further decided the AMDC shall be hosted by the Republic of Guinea (under Decision No. Assembly/AU/Dec.697 (XXXI)). While an AMDC Business Plan existed with some indication of a Theory of Change (ToC), the AMDC had an internal staff retreat in July 2022 that led to the encapsulation of the ToC process into the ongoing Business Plan implementation for the next five years. The Theory of Change is an outcomes-based approach which describes how an institution/ program brings about specific outcomes through a logical sequence of intermediate outcomes. 

The ToC process is a way to systematically set out the steps that will lead to achieving the aims of the AMDC.In order to adequately inform the formulation of the AMDC 3-5 year plan, taking into consideration all the parameters including the multiple stakeholders at various levels, as well as the various result areas, the AMDC organized two (2) concurrent workshops in July 2022, with the first one being for AMDC staff, followed by one for AMDC’s strategic partners.

The first workshop brought together the core AMDC staff and consultants; and the second involved AMDC’s strategic partners, including organizations such as AUC, UNDP, AfDB, UNECA, RECs, AUDA-NEPAD and the AfCFTA Secretariat. 

As a new team, the need for the individuals to build a team spirit environment was seen as paramount in the midst of applying ToC concepts towards the build-up of logical frameworks in delivering verifiable results for the centre.

The ToC process in itself is a methodology for planning, participation, adaptive management, and evaluation that explains how a given intervention, or set of interventions, is expected to lead to specific developmental change. In the case of the AMDC – that developmental change is one aligned to the African Mining Vision of ensuring, “Transparent, equitable and optimal exploitation of [Africa’s] mineral resources to underpin broad-based sustainable growth and socio-economic development”

An international facilitator was engaged to nurture the ToC process into the AMDC team building exercise and made templates presentation that were effectively aligned to the AMDC business plan. It was an engaging exercise which involved all staff participations. Roles and responsibilities of individuals were clearly highlighted. 

The AMDC is being supported by multilateral and bilateral development partners to enable the Centre to align mineral sector policies, policy action and capacities of AU members to the Africa Mining Vision. This alignment is towards enhancing catalytic transformation of national economies leveraging mineral resources endowments. 

Therefore, AMDC with support from Expertise France is seeking to engage a Monitoring and Evaluation Consultant. The services of a Monitoring and Evaluation Consultant are required to drive at the AMDC, the assessment of progress towards realization of the Africa Mining Vision. This will include collaboration and engagements with AMDC staff and other key actors in national governments of member States, regional economic communities (RECs), multilateral and bilateral development partners, private sector entities, civil society organizations relevant to the African mining sector, academia, international and subregional organizations with mandates in Africa’s mining sector. 

 

Required profile

Education:

Master’s degree in Social Sciences, or other relevant field from a recognized educational institution.

Personal Experience: 

·       A minimum of 5 years of professional experience in the monitoring development interventions with at least 2 years of which should be in Africa’s mining sector. 

·       Excellent knowledge of the workings of international organizations and/or in an African context is an asset. 

·       Capacity to work under pressure in a multicultural environment. 

·       Demonstrated ability to take initiative and work independently.

·       Excellent report writing and presentation skills.

·       Working knowledge of Microsoft Office Suite.

Strong oral and written communication skills. 

Language requirements: 

Excellent working level of the English language in both writing and speaking.
