Mission description

The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).

Project or context description

Expertise France seeks a Team Leader for the EU-funded Project “Support to Justice Sector Reforms in Ukraine” (Pravo-Justice III). The TL/IKE will, in addition to leading the Ukraine based project team, oversee and manage Project interventions aimed at improving the steering, coordination and monitoring and evaluation of the justice sector in Ukraine.

The Team Leader reports to the Paris-based Project Manager for Expertise France. He/she supervises a team of international and national key experts and project assistants within the project team based in Kyiv, Ukraine. In accordance with Expertise France’s policies and procedures, and Project budget, workplan, and logical framework, the Team Leader directs the following activities:

  • Ensure coordination for the Project Team;
  • Works with Project Team members to identify strategic priorities aligned to the Project;
  • Ensures good working relationships with Project beneficiaries and stakeholders, proactively identifying issues and managing them as they arise;
  • Oversee resources allocations according to strategic priorities, and ensure compliance of their disbursement;
  • Responsible for the project workplan being implemented on time and for key outputs and targets being reached;
  • Reviews and approves timesheets for the national project team;
  • Ensures respect (of the Project Team and all interventions) for all Expertise France rules and procedures.

 

Required profile

Qualifications

  • At a minimum, equivalent of a Bachelor’s degree in law. Master’s or PhD in Law preferred;
  • Excellent knowledge and understanding of justice sector reform in the Europe, especially in the area of policy reform;
  • Proven organizational, people, and project management skills : ability to deliver results on time, on budget and in line with EU priorities and Expertise France rules and procedures;
  • Capacity to establish effective working relations with authorities and stakeholders; including at senior level;
  • An excellent command of both written and spoken English is required. Professional proficiency in Ukrainian would be considered a major asset;
  • Proven track record of providing adequate visibility to projects and their achievements.

Professional Experience

  • 15 years of professional experience, including 10 years of experience in international development projects aimed at justice sector reform;
  • Proven track record acting as a Team Leader on an international-funded project;
  • Proven track record implementing justice/rule of law/fundamental freedom-related project in Ukraine would be considered a major asset;

Additional information

Pre-selected candidates will be invited to an interview in Paris (or by Zoom) in mid-september.

The position is a long term position for the whole duration of the project (30 months).
