Mission description

The role of the Key Expert will be to support and reinforce the capacity of Greek authorities to coordinate, manage and implement the project outcomes. The Key Expert will be responsible for the overall coordination for the programming (development/adjustment of plan of actions), the quality control of the work undertaken and the successful implementation of the Project’s activities (expertise, technical support, drafting and finalisation of concept notes for each output, mobilisation of experts, organise meetings of the respective working groups, organise workshop and seminars, draft minutes and reports, review of the reports, contribute to the elaboration of the inception, progress and final reports, as appropriate). S/he will also provide direct advice notably in the form of fact-findings and analytical reports containing proposal for actions, and preparation and deployment of workshop and other similar activities.

The Key Expert will work in close cooperation with the Local Management Team and he/she will coordinate with the Expertise France Project coordinator for the contacts and reporting to DG REFORM. The Key Expert will be supported in his/her work by Expertise France Management Teams in Paris and Athens.

The expert is responsible for ensuring the delivery of the outputs as described in the Description of the Action (DoA). In addition, the expert holds responsibility for the production of the final outputs with which s/he is directly assigned, as detailed in the respective output concept notes (point 1 below).

In addition, the expert shall submit:

  1. Concept notes for each of the outputs, clearly indicating the type of support, timeframe, content of the deliverable(s) and expert inputs (as and if appropriate)
  2. Mission plans for international and local experts as appropriate, and review of experts’ mission reports before submission to Expertise France
  3. Coordination Meetings – External (CME) agendas, documentation (when needed) and reports
  4. Working group meetings agendas, documentation and reports
  5. Ad-hoc meetings documentation and reports
  6. Workshops, seminars and study visits documentation and reports
  7. Inputs for the Inception Report, Progress Reports, and the Final Report

All deliverables shall be submitted using the templates provided by Expertise France.

Project or context description

The Greek authorities have committed to continue the reform of the public administration in order to boost state efficiency, transparency and meritocracy. To support this reform, Greece has requested assistance from the Directorate General for Structural Reform Support (DG REFORM) of the European Commission. DG REFORM contracted Expertise France, the organisation nominated by the Reform Partner France, to provide technical support (TS).  Expertise France has supported administrative reforms in Greece since 2011.

The project led by Expertise France provides support to Greece in its efforts to strengthen institutional and administrative capacity, to effectively address the challenge for the development of a modern public administration through training.

Implementation of the TS is carried out by a multinational team of Greek and other EU Member States’ experts headed by one Key Expert (KE), under the supervision and coordination of Expertise France.

Required profile

Qualifications and skills

  • Postgraduate degree in human resources management, public administration, political sciences, economics, business administration, law, social sciences. In the absence of a degree in the above fields, 10 years of working experience in HR is required.
  • Fluency in written and spoken English and Greek.
  • Proven analytical, research and reporting abilities.

General professional experience

  • Minimum 7 years of postgraduate professional experience in international and/or national level in the fields of human resources, public management and change management.

Specific professional experience

  • Involvement in the implementation of minimum 2 HR assignments with the public administration.
  • Knowledge of the Greek public administration.

The working language of the project is English. Excellent report writing skills in English and Greek are an absolute requirement.

Additional information

Tasks will be executed at Expertise France Athens Office and/or at the premises of the beneficiary and other stakeholders and line Ministries, if needed, upon agreement with the Project Coordinator.
