Mission description

The role of the Project Administrative and Financial Manager will be to provide support to the Expertise France Management and Backstopping Team in Paris to ensure a sound administrative and financial management of the project. Tasks include:

Support the Project Team           

  • Assist the Project Coordinator and the Key Expert in project management tasks
  • Collaborate on a day-to-day basis with the Management and Backstopping Team in Paris.
  • Ensure collection, organisation and follow-up of the logistics of local short/medium/long-term experts (monthly reports, timesheets, etc.).

Logistics and Planning of Events and Missions in Athens

  • Organise missions’ logistics
  • Ensure the logistic arrangements for the organisation of events

Administrative and Accounting management     

  • Manage the funds provided to the office in Athens in collaboration with the Project Assistant in Paris.
  • Preparation of the experts' contracts (collection of ID Beneficiary Forms, RIBs, legal documents, drafting the contract according to the ToR, support experts in the contract signature process, forwarding signed contracts to EF HQ for signature by EF)
  • Office management
  • Financial reporting

All documents shall be prepared using the templates provided by Expertise France.

Project or context description

The Greek authorities have committed to continue the reform of the public administration in order to boost state efficiency, transparency and meritocracy. To support this reform, Greece has requested assistance from the Directorate General for Structural Reform Support (DG REFORM) of the European Commission. DG REFORM contracted Expertise France, the organisation nominated by the Reform Partner France, to provide technical support (TS).  Expertise France has supported administrative reforms in Greece since 2011.

The project led by Expertise France provides support to Greece in its efforts to strengthen institutional and administrative capacity, to effectively address the challenge for the development of a modern public administration through training.

Implementation of the TS is carried out by a multinational team of Greek and other EU Member States’ experts headed by one Key Expert (KE), under the supervision and coordination of Expertise France. A Local Management Team composed by a Project coordinator and a Project assistant is setup in Athens in order to provide support to the activities thus facilitating the logistic, administrative and coordination arrangements needed.

Required profile

Qualifications and skills

  • University Degree in Business Administration, Law, Economics, or any other field relevant to the assignment
  • Excellent knowledge in written and spoken English, French, and Greek
  • Proficient computer skills

General professional experience

  • Minimum 7 years of professional experience in international and/or national level in fields relevant to the assignment

Specific professional experience

  • Proven track record of involvement in minimum 1 assignment related to the position

The working language of the project is English. Excellent report writing skills in English and Greek are an absolute requirement.

Additional information

Tasks will be executed at Expertise France Athens Office and/or at the premises of the beneficiary and other stakeholders and line Ministries, if needed, upon agreement with the Project Coordinator.
