Mission description

Expertise France is recruiting a project coordinator for a 4 years mission in the framework of the French contribution to the Global Shield Solution Platform project (GSSP), funded by AFD, and implemented by Expertise France, in close coordination with the Frankfurt School of Finance and Management (FS).

The coordinator will be responsible for the operational management and the coordination of EF’s project activities as outlined below, communication and monitoring to AFD and the different stakeholders that may be concerned by GSSP EF support, in close coordination with FS team based in Frankfurt, the EF project manager based in Paris, the AFD project officer and the AFD project manager, both based in Paris.

Based in Paris with regular travels to Frankfurt, the project coordinator will be responsible for the operational management and coordination of the activities of the technical assistance program in close coordination with AFD and FS team.

Under the responsibility of Expertise France's headquarters in Paris, the project coordinator will be the main contact for the FS team, regarding the GSSP activities.

The project coordinator is in charge of the following tasks:

  • Coordinate EF-related project activities including the technical assistance program, in close coordination with FS team. He/she is in charge of taking
  • the necessary measures, in close collaboration with the rest of the team (and technical partners), to ensure that the project achieves its objectives ;
  • Plan and organize the implementation of the project activities in close coordination with FS and the various technical partners;
  • Prepare ToRs for the implementation of task 1 in order to define the objectives, the needs and expectations of the resilience baseline reports;
  • Prepare TORs for the implementation of task 2 regarding existing coordination platforms in the targeted countries (in coordination within the in-country dialogue) - national and sub-national government, private sector and civil society - Including proposition of work methodology for public consultation (to confirm);
  • Support raising awareness and advocate for the thematic windows, in close coordination and action with the to be recruited full time AFD project officer in charge of building pipeline within AFD portfolio;
  • Recruit the consultants, organize their missions and inform both AFD and FS team;
  • Supervise the consultants, and ensure quality control of deliverables and follow-up of contractual commitments;
  • Participate to the workshops organization in coordination with the selected consultants;
  • Carry out field missions when necessary;
  • Prepare the contractual reporting for AFD: technical reports (interim and final reports), control of deliverables, participation of the financial report;
  • Inform FS and share all the documents, e.g., ToRs for task 1 and 2, with FS team to get their feedbacks;
  • Prepare legal documents (amendments, conventions, MoU) if needed;
  • Prepare periodic meetings ;
  • Make available, known, and share the GSSP communication device in particular to French actors;
  • Supervise the elaboration and implementation of the monitoring-evaluation system;
  • Ensure the animation of the dialogue between the project's partners: FS, AFD (HQ & field), beneficiaries, in coordination with the AFD project officer ;
  • Ensure the project representation to the technical and financial partners, beneficiaries, etc.
  • Contribute to the knowledge capitalization and the diffusion of the results.

Project or context description

Task 1: Assessing Resilience Baseline reports

Establishing a

  • baseline for the existing financing gap:
    Collecting and providing detailed information on existing ex-post and ex-ante financing mechanisms other than CDRFI solutions, specifically traditional informal risk management mechanisms, kinship networks and remittances, and governmental social networks
  • baseline for the existing adaptation gap:
    Collecting and providing detailed information on existing risk prevention and reduction policies and actually applied measures which prevent and reduce the probability of events and exposure (e.g., building codes, land use planning) and vulnerabilities (e.g., health improvements, access to services, livelihood diversification).
  • baseline for existing response gap:
    Collecting and providing detailed information on existing disaster risk management system and assessment of potential bottlenecks and implementation challenges.

Based on a standard report template including quantitative metrics as well as qualitative assessments of the respective gaps. The template is to be developed and to be and approved by GSSP management. The resilience baseline assessment will be conducted in accordance with the in-country process and in close cooperation with FS team.

In case more detailed country specific information regarding the resilience assessment might be required and further analysed during the development and design of a specific CDRFI solution, additional research might be requested during this later phase of GSSP EF support.

 

Task 2: In-Country Consultation

 For each country submitting a request for CDRFI support to the GSSP, the in-country consultation is to be supported by:

  • To the extent relevant, stocktake of existing national and subnational coordination platforms of the government, private sector and civil society, which might represent important stakeholders to be invited to a broader consultation process of potential CDRFI solutions to be developed in the country.
  • Establishment and organisation of a broader consultation process in the country for a public consultation process with respect to the CDRFI solutions proposed and discussed with the respective government. This may include also additional separate workshops for the consultation process.

Required profile

QUALIFICATIONS ET COMPETENCES : 

  • Master's degree (BAC +5) in development project management, development economics, management, finance, economics or any other subject relevant to the project;
  • Complete knowledge of the international project management fundamentals and a successful professional experience in the field of international cooperation;
  • Good understanding of the challenges of financial systems, the functioning of climate insurance products, disasters risks management, contributions to the MDGs, etc.
  • Good interpersonal, communication and teamwork skills;
  • Excellent organizational skills and rigour;
  • Autonomy, flexibility and reactivity;
  • Perfect knowledge of English and French and notion of German would be a plus;
  • Excellent writing skills.

 

EXPERIENCE PROFESSIONNELLE:

  • Minimum of 10 years of professional experience in the implementation of international cooperation projects and program;
  • Experience in related topics (resilience, climate insurance, sustainable finance, contribution to the MDGs, etc.);
  • Experience in the implementation of international cooperation projects;
  • Knowledge of Expertise France/AFD management procedures is a plus.
