Based in Tashkent, the administrative and financial officer will provide financial and accounting management for two Expertise France (EF) projects (Energy and GETAP), and administrative and logistical management for Energy project. She/he will be placed under the hierarchical responsibility of local Team Leaders or Deputy Team Leaders. The project assistant will start as a part-time position for the Energy project and then extend its mission to the GETAP (its launching expected in late September) with a full-time position. Her/his mission could be also extended for potential future projects implemented by EF in Uzbekistan.
He/she is in charge of meticulously documenting the administrative and financial history of the project and actively prepares and participates in the key activities carried out locally by the project. The EF will organize all necessary trainings on its procedures

Expertise France (EF) is now launching two technical assistance projects under the French Development Agency (AFD) funding:
1. The Policy-Based Loan "Energy and Climate" phase I co-financed by Agence Française de Développement (AFD) and the Asian development bank (ADB) with the Uzbek State in 2020 supports the power sector reforms towards a low-carbon economy, in line with the Paris Climate Agreement and the country's sector strategy.
A technical assistance (TA) program was established in 2021 by French Development Agency (AFD) to support some key issues for AFD and the Uzbek government. A phase II was thought during Phase I and has been materialized in the Policy-based loan matrix. In order to facilitate the monitoring of the reforms, monitoring points were created to materialize intermediate milestones before a phase II.
It is within the framework of monitoring reforms, stimulating public policy dialogue and the need to take into account the social impact of power tariff increase that AFD has requested Expertise France (EF) to provide technical assistance for this phase II for a period of 36 months (from 2023 to 2025).
