A kick-off meeting will be held few days after notification of the contract.
Close coordination with the teams, must imperatively be implemented from the preparation of the missions until their finalization. In addition, regular exchanges with Elise and Rima will be expected on the progress of the missions and possibly the difficulties encountered
Raqameyon is a 1-year project funded by the French government and implemented by Expertise France in collaboration with the Libyan government.
The project's overall objective is to support the Libyan digital transition by contributing to the diversification of the job market, focusing on the digital economy. More specifically, the project aims to support the creation of employment opportunities in the digital sector by disseminating digital skills among various audiences and supporting the development of local training and digital capacity-development programs.
Private schools in Libya introduced programs of introduction to new technologies a few years ago. This is far from being the case in public schools, which are lagging in this area, this is creating a de facto additional gap between students. To remedy this, in collaboration with the Ministry of Education and 5 public schools in 5 municipalities (Benghazi, Misurata, Janzour, Tripoli and Sebha), a technical assistance program will be developed so that a digital training curriculum, adapted to the specificities of Libya, could be formalized, and taught to primary school students by teachers previously trained for this purpose.
Two agents from the Ministry of Education and two referents per school (10 in total) will be trained by experts and accompanied by the project team in the concrete implementation of this initiative. With them, a first training cycle will be organized. After that, the objective is that these referents will be able to replicate these training courses independently.
The concrete objectives of this training are multiple for the students:
- To raise students' awareness and change their mentalities: it is possible to solve society's problems through the use of new technologies.
- To develop students' concrete technical skills.
- To teach students to look for solutions by themselves (need for a pro-active attitude to solve programming problems).
Involving the Ministry of Education and providing training for teaching staff respectively allows for the possibility of this initiative being extended to other cities and to be sustainable as it can be replicated.
The second component of this project will be dedicated to support Libya in its digital transition through the support provided to the Ministry of Education to develop an up-to-date digital curriculum that answers the primary students’ needs.
The activities involved in this component are:
Graduate university degree in IT, strategic planning, organizational strengthening, communication, management or equivalent experience.
- Excellent qualities / capacities:
A final report must be submitted by email at the end of the mission (no later than 10 days after the end of the training).
The document should be written in English and explain the content of training delivered, detailed the activities, the progress of the participants, difficulties encountered and recommendations.
To evaluate the gain knowledge of the trainees, the training company/expert will have to provide Expertise France with max. 15 questions (1or 2 questions per training module). While getting trained, the answers to these questions should be given to the participants (as part of the training).
Participants will have to answer the same questions before and after the training. By assessing the answers given by the participants it will be possible to calculate the knowledge gain of the group.
The objective of the mission is to develop an updated digital training curriculum, adapted to the Libyan specificities, that can be implemented in selected schools as a pilot initiative. The trained agents should be able to teach the curriculum and organize bootcamps in their schools.
At the end of the missions:
5 bootcamps are organized (1 in 5 municipalities).
