Job description

In the framework of the component 1 of the Facility (Support to the Secretariat), Expertise France is looking for junior experts based in Accra within the AfCFTA Secretariat. The junior experts are targeted for internship in the AfCFTA Secretariat to acquire skills on key thematic subjects under the supervision of the Directorate of Trade in Goods and Competition Policy. Beyond the mentorship programme, the junior experts may decide to serve the continent in a trade and industry policy related portfolio, as part of the African Union Agenda 2063, to mould a cohort of youth that can contribute towards the continent’s economic integration agenda, at the national, and regional level.

Missions:

The junior experts are part of a professional mentorship programme in the discipline of trade and economic integration under leadership of the Directorate of Trade in Goods and Competition at the AfCFTA Secretariat. Under the supervision of the AfCFTA Secretariat, Directorate of Trade in Goods and Competition Policy and the Senior Programme Manager from Expertise France and in coordination with the Project Management Unit, junior experts will go through mentorship in the following key thematic areas covered by the Directorate’s mandate:

  1. Transfer of knowledge in the areas of trade in goods;
  2. Transfer of knowledge in the areas of trade remedies and market access;
  3. Develop the capacity to meaningfully contribute technical support in the areas covered by the Directorate in the context of the AfCFTA implementation;
  4. Produce the required inputs on issues relating to the identified thematic areas covered by the Directorate and assignments to generate periodic reports of the activities of the AfCFTA Secretariat; 
  5. Perform any other related duties as may be assigned by the Head of Non-Tariff Measures Division, Director of Trade in Goods and Competition AfCFTA Secretariat.

Project or context description

Context

The African Continental Free Trade Area (AfCFTA), signed by 54 of the 55 African countries, is the first step to achieve the objective of a continental single market. The AfCFTA is expected to boost intra-African trade, to promote structural transformation and to generate significant employment opportunities in Africa, especially for women and young people. Despite the high political momentum and the strong economic rationale, realising the AfCFTA will require strengthening institutional capacities to complete negotiations and to implement and meet the obligations of the agreements, with the active involvement of the private sector and effective cooperation between stakeholders at continental, regional and national level.

Description of the TE TAF

The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TE TAF) seeks to contribute to the African economic Integration agenda through mainly the realisation of the AfCFTA. The TE TAF is meant to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC and some AU Specialized agencies), RECs, AU Member States and other potential continental partners and regional private sector organisations, working on fostering the AfCFTA and economic continental integration.

Funded by the EU, Agence Française de Development, the German Ministry of Development Cooperation (BMZ) and Sweden, the Team Europe Technical Assistance Facility will be implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat.

Required profile

Qualifications and Eligibility criteria:

 

  • Academic Qualifications: Master’s degree in International Trade, Economics or International Trade Law.
  • Good knowledge of the operation of trade in goods at national and regional levels.
  • Knowledge and appreciation of the AfCFTA Agreement.
  • Should be below 35 years or below upon appointment to position;
  • Strong analytical skills, ability to work in a multicultural and multinational environment
  • Excellent command of office automation tools, particularly Word and Excel;
  • Fluency in English and French. Fluency in other AU official languages is an asset.
  • Excellent interpersonal skills and ability to liaise effectively with relevant stakeholders

 

Professional Experience:

  • At least one year of experience related to international trade.
  • Experience with an international development partner or within an African Union organ is an asset.
