Mission description
- Planned activities
PHASE 1: PREPARATORY WORK
- Print roll-ups and deliver them to participating companies.
- Prepare the logistics for the media coverage for the 4 cities.
PHASE 2: PRODUCTION
- Attend ToT training in Tripoli and provide (photography and pictures)
- Attend and cover (Photography + videography) trainings implemented by the companies in Tripoli, Benghazi, Sebha and Misurata. (Min. 1 training per month per company).
- Edit the final video (montage) so that it complies with the graphic charter of the Raqameyon project
- Provide the subtitles in English for the video
Expertise France will be allowed to ask for changes (max. 3 times), and that final video will be sent taking into account the required changes.
- Expertise France will provide the information and titles to be included in the video along with the required graphic chart.

- Coordination
The service provider will designate a single point of contact for the implementation of the project.

Close coordination with the teams, must imperatively be implemented from the preparation of the missions until their finalization. In addition, regular exchanges with the team will be expected on the progress of the missions and possibly the difficulties encountered.
Project or context description
Raqameyon is a 1-year project funded by the French government and implemented by Expertise France in collaboration with the Libyan government.
The project's overall objective is to support the digital transition in Libya by contributing to the diversification of the job market, focusing on the digital economy.
More specifically, the project aims to support the creation of employment opportunities in the digital sector by disseminating digital skills among various audiences and supporting the development of local training and digital capacity-development programs.
The main objective of the project’s first component (C1) is to build and/or enhance the capacities and visibility of selected training companies in providing digital training to different beneficiaries.
The selected 8 companies (2 from Tripoli, 2 from Benghazi, 2 from Sebha, and 2 from Misurata) will receive a 2-week (ToT) training from Expertise France. Afterward. They will provide 36 weeks of training in Microsoft Pack Office (Word, Excel, PowerPoint, Outlook) to different types of beneficiaries (civil servants, women, graduates, and private sector employees).
This tender’s objective is to provide media coverage of this activity in the cities of Tripoli, Benghazi, Sebha, and Misurata.
Required profile
- Number of experts for the mission: 1 or 2
- Profile of the company in charge of the execution of the contract
The company should be:
- specialized in media production
- have, at least 2 years of working experience in the field, portfolio should have at least 3 videos to look at (at least one should be infographics)
- have the ability to come-up with creative scripts as needed
- have the ability to work in challenging environment with tight deadlines;
- have an international bank account
Additional information
- General objective
A production company will be selected to cover the activities of this component and follow the ToT and training boot camps in 4 cities (Tripoli, Benghazi, Sebha, and Misurata).
- Specific objective
The production company will work on providing the following services:
- Provide printing of 16 roll-ups (2 per company) and deliver them to the 8 training companies in the 4 cities.
- Provide photography and videography of the ToT training (Min 2 days)
- Provide photography and videography of the training implemented by the 8 companies (1 day per month per company)
- Take videos (interviews) of some participants and trainers
- Produce a (3-5 minutes) video at the end of the program merging all the training and interviews to highlight this activity.
- Results to be achieved
Roll-ups printed and delivered to participating companies, Pictures of all trainings to be sent during the training, and a (3 to 5 minutes) video summarizing the activity and testimonials from students and trainers. The video should follow the graphic chart required (watermark, subtitles, logos).
