Mission description

Expertise France is seeking to recruit a Project manager to supervise and organise the inception and execution of the “support at the national/institutional level with spill over effects at the local/community level” component of the upcoming EU-funded “Forestry, Climate Change and Biodiversity” (FCCB) Support Programme for Papua New Guinea (PNG).

Main tasks:

Project Strategic Direction, Leadership and Management,

  • to oversee and organise the definition of the project strategy, plans and approaches, from inception to execution, to ensure that the project is technically sound, evidence-based, consistent with donor and stakeholder priorities, and efficient in terms of quality, cost and time;
  • to organise and oversee the Project’s inception phase in support of the detailed design and planning of the project’s activities;
  • to supervise the design and implementation of the Project’s Monitoring, Evaluation and Learning Plan;
  • to oversee project implementation, including all activities, outputs, and outcomes;
  • to review and analyse the Project’s performance and environment and recommend and implement adjustments in the project’s strategy, plans and approaches;
  • to provide focus and set priorities;
  • to identify and manage project risks and opportunities.

Project Representation and Communication:

  • to liaise with Expertise France’s headquarters in Paris to whom he/she reports to
  • to provide representation of Expertise France on all matters regarding the Project towards the donor, PNG authorities and other PNG-based stakeholders;
  • to establish, develop and maintain strong and sound relations with project stakeholders and project beneficiaries;
  • to take part in coordination activities with other actors conducting similar work;
  • to participate in national, regional and international conferences and workshops, and provide advocacy for political and administrative decision-makers for the project’s approaches and outcomes;
  • to organise, prepare and take part in the project’s governance instances including steering committees and technical committees;
  • to supervise the design and implementation of the project’s communication and visibility plan;
  • to achieve visibility for the project, and promote its approaches and results.

Team & Resources Direction

  • to provide direction and leadership on the organisation of the project team and the way this organisation needs to be adjusted to meet project objectives at every stage;
  • to organise the assignment of roles and responsibilities;
  • to oversee the recruitment and management of the national staff;
  • to participate in the recruitment and management of all the expatriate staff;
  • to organise and provide mentoring and learning opportunities for the project staff;
  • to organise and provide oversight on the use of the project’s resources including office space, equipment & vehicles.

The Project Director will be based in Port Moresby. The position will report to Expertise France’s headquarters in Paris (namely to the Head of the Biodiversity Unit, Sustainable Development Department). He will be leading the technical unit and will have the mandate to coordinate with the embedded experts into the governmental institutions. The complete will be composed of thirteen (13) professionals.

A Deputy Project Director will also be recruited. The Deputy Project Director will be particularly of managing the Knowledge Management & Support Units and of running the Project’s operations on a day-to-day basis, and of seconding the Project Director in his/her absence.

Project or context description

The European Union is putting in place a new Support Programme for Papua New Guinea (PNG) in the field of “Forests, Climate Change and Biodiversity” (FCCB). This Programme’s general objective (GO) would be “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) would be:

  • SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”
  • SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation”
  • SO3: “Increased inclusive and gender-responsive green growth”

This Programme would consist of several components, including a major component that could be implemented by Expertise France regarding “support at the national/institutional level with spill-over effects at the local/community level” (the Project).  This Project could entail support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions and support for PNG-based communities engaged in conservation and environmental protection.

The project is scheduled to start in July 2023 and would last 4 years. Its budget is 33.5 million euros.

Required profile

  • Master’s degree in international relations, international development, environment, sustainable development, or equivalent
  • At least 10 years of experience in the management or supervision of international cooperation projects, international technical assistance projects or institutional capacity-building projects
  • Significant experience on issues pertaining to tropical forests
  • Experience in national planning processes and strategy development related to the green economy
  • Significant experience in team management and oversight
  • Ability to produce a diagnosis, to design and propose a solution adapted to the context;
  • Proven experience in leading multi-stakeholder processes and consultations
  • Team spirit and ability to federate stakeholders and team members around common objectives;
  • Excellent communication and intercultural skills
  • High professional and ethical standards
  • Excellent writing and synthesis skills in English and French
  • Organisation, autonomy and self-reliance
  • Resilience and ability to adapt to unforeseen circumstances
  • Experience with EU-funded projects required
  • Familiarity with tropical forest environments required
  • Experience with Expertise France an asset
  • Familiarity with Papua New Guinea an asset.
