Mission description

Introduction: 

Expertise France (EF) is a public agency created on 1st January 2015 and merging 6 French public agencies under the supervision of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter-ministerial vocation. EF offers programme engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder programs, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international programs.

In June 2023, Expertise France has been invited by the EUD to develop a new project to support democratic reforms in Jordan. EF is therefore seeking a consultant to support the formulation process of this project.  

Task description:

  • Review key documents and relevant sectoral guidelines to be building on and referring to into the proposal;
  • Prepare and animate a consortium workshop in Paris (to take place on 17-18-19 July) to develop the project
  • Support the preparation and participate to field missions in Jordan between July and September 2023
  • Identify Governorates and local partner’s to implement activities locally
  • Organize meetings with all stakeholders foreseen for the programme to properly design the project and its activities in details. This task will encompass several meetings with the European Union Delegation in Amman, the French Embassy in Amman, MOPIC, representatives of the Jordanian House of Representatives, representatives of line ministries and representatives of relevant civil society organizations. These meetings will need to explore in detail the demands, needs and activities of the project, and ensure understanding, acceptance and ownership from Jordanian authorities.
  • Prepare and animate stakeholders workshop in Amman (to take place in August) to present the project orientations to Jordanian institutional stakeholders.
  • Develop partnerships modalities with the foreseen implementing partners for each component of the project, draft coordination related documents and MoU guidelines; this part might encompass several meetings with proposed implementing partners (including the consortium workshop mentioned above), reception and review of inputs and discussion on overall management mechanisms, synergies and coordination between each component.
  • Receive and review technical contributions from all consortium partners to be integrated in the final technical proposal
  • Develop and draft the full project budget
  • Develop and draft the full project proposal and its annexes

The final deliverables should include:

  1. Field mission reports including:
  • A list of people met
  • A summary of the main discussions
  • An overview of stakeholders involved in the thematic (institutions, associations, technical and financial partners) and international cooperation projects.
  • A needs assessment
  1. The consortium workshop report including:
  • A theory of change
  • Activities per components
  • A strategy for operationalizing synergies between components
  • An operational coordination mechanism for the project
  • A governance mechanism
  • A draft budget
  1. The stakeholder’s workshop report including:
  • Minutes of discussions
  • Summary of the main comments and feedback from the stakeholders
  1. The project proposal including:
  • Narrative description of the action including context analysis, rationale of the action, intervention logic/theory of change, description of the action, implementation mechanism, governance mechanism, risk matrix, organigram and workplan.
  • A detailed logical framework,
  • A detailed budget.

Project or context description

The programme is financed by the European Union under the NDICI-Global Europe. The programme seeks to consolidate the progress achieved by the EU Support to Jordan Democratic Institutions and Development (EU-JDID) programme and builds on the opportunities arising from the reforms proposed by the Jordanian “Royal Committee to Modernize the Political System” regarding constitutional reform and changes in political parties’ law and electoral law

The Overall Objective (Impact) of this action is to promote a more participatory, inclusive and accountable democratic process.

The Specific(s) Objective(s) (Outcomes) of this action are to:

  1. Enhance women and youth's engagement, capacities, and opportunities to participate actively in political and civic life.
  2. Strengthen the process of making Democratic Institutions more legitimate and exerting their mandates inclusively and accountably.

The Outputs to be delivered by this action contributing to the corresponding Specific Objectives (Outcomes) are:

1.1. Active citizenship and political participation of women and youth are fostered.

1.2. Collective actions to improve provisions of services and small infrastructure in selected governorates are defined by the communities and implemented under women and youth leadership.

1.3. Women and youth are empowered and capacitated to participate in local and national elections.

1.4. Elected women and youth are supported to exert their mandates fully.

2.1. The modernization of the political parties’ system is supported.

2.2. The House of Representatives is assisted in becoming more representative, transparent and professional.

Required profile

  • Relevant university degree (eg. Political or social science, international development, community development);
  • An excellent knowledge of the Jordanian political and electoral context
  • A minimum of 10 years proven experience in operational management of projects fostering democratic and/or electoral reforms, political and/or civic participation of women and youth, supporting civil society actors to promote democratic reforms and participation.
  • Demonstrated experience in the formulation of complex and multi-stakeholder programmes in the field of democratic reforms and political and/or civic participation of women and youth
  • Proven experience in engaging with national authorities and donors, including knowledge transfer and capacity building projects;
  • Good command of programme and project management life cycle including strategic planning, development, management, monitoring and evaluation.
  • Good working knowledge of European Commission procedures required.
  • Excellent communication skills ability to adapt to a diverse multicultural environment;
  • Excellent command of English (oral and written). Knowledge of Arabic would be an asset

The process of selection of expressions of interest will occur in two phases:

  • a shortlist will be freely established by Expertise France.
  • Selected candidates may then be invited for an interview on 7th July .

Fees for the services will be negotiated with the designated candidate.
