Mission description

As part of the Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (EU-TAF) support to the AfCFTA Secretariat. Expertise France under the TAF is recruiting a Senior Program Specialist.

The expert will work under the supervision of the supervision of the Head of Division Strategic Planning, Resource Mobilization & Partnerships of the AfCFTA Secretariat in the Directorate of Institutional Matters and Programme Coordination

The Senior Program Specialist in Partnerships & Resource Mobilisation will perform the following key tasks:

Manage AfCFTA Secretariat collaboration and partnerships with donors and other partners;

Create a centralized and up-to-date database of AfCFTA partners, whilst also mapping potential sources of funding, development of strategies for grant mobilisation, and implementation of strategies to enhance resource mobilisation;

Develop standardized reporting tools/guidelines for program management;

Provide an effective oversight and coordination function on the management of AfCFTA Partnerships;

Identify strategies and tools to enhance resource mobilization, including alternative and additional sources of funding to enhance the Secretariat’s capacity to deliver on its mandate;

 

Serve as a liaison with internal and external constituencies on all matters relating to program activities;

Strong capacity in Results Based Programming and Programme Based planning at the national and regional levels within a reputable institution dealing with trade and economic development;

Knowledge of the African Union Results Based planning tool, Africa Monitoring, Evaluation, and Reporting Tool (AMERT) will be an added advantage;

Advise on operating goals and objectives, and opportunities to enhance program operations in order to achieve greater efficiencies and effectiveness;

Demonstrate strong capacity for effective program planning, development, implementation, monitoring/reporting and leadership skills;

Provide and/or coordinate the provision of technical guidance, consultation, related support to clientele within area of program focus coupled with the provision of day-to-day problem-solving capacity as necessary to enhance programme management;

 

Capacity to develop results monitoring and tracking frameworks, indicators and clear language reporting formats; 

Ability to determine informational needs to collect and analyse information, and to devise and develop statistical analyses and reports;

Draft concept notes, workshop agendas for meetings ;

Oversees and/or coordinates the collection, compilation, and analysis of program activity data, and demonstrate capacity to develop, write, edit, and present comprehensive statistical and narrative program reports and evaluations. Ability to develop and deliver both oral and written presentations;

Performs other relevant job-related duties as assigned;

Ability to use independent judgment and to manage and impart information to a range of clientele and/or media sources; and

Ability to develop and implement funding strategies and programs. 

  • Expected results:
  1. A centralized and up-to-date database of AfCFTA partners, and an archive of tangible portfolio of funding sources for the Secretariat’s programmes;
  2. Strategy for AfCFTA Secretariat grant and resource mobilisation, and implementation of strategy is developed;
  3. Results & Programme Based Budgeting, monitoring and tracking framework is developed.
  4. SMART indicators for guiding Programme implemenation across the Secretariat are developed and implemented;
  5. Enhanced operational capacity of Strategic Planning, partnerships and resource mobilisation is developed;
  6. Documented coordination capacity and evidence of effective delivery of technical guidance in the Directorate on resource mobilisation and partnership is evident during tenure of position;   

 

Project or context description

The African Continental Free Trade Area (AfCFTA), signed by 54 of the 55 African countries, seeks to achieve the objective of a continental single market. As of February 2023, 46 member-States have ratified the Agreement. Significant progress has been registered on the negotiations across Phase I (Trade in Goods and Services and dispute settlement) and the recent finalisation of Phase II (Competition Policy, Investment and Intellectual Property Rights protocols). The negotiations on the Protocols on Women and Youth in Trade, and the Digital Trade, are envisaged to come on-stream early in 2023, with plans to conclude them during the course of the year.

This landmark agreement offers significant promise for the continent’s transformation, and   will open up new economies of scale and create stronger foundations for economic diversification. The AfCFTA is expected to boost intra-African trade, to promote structural transformation and to generate significant employment opportunities in Africa, especially for women and young people. Despite the high political momentum and the strong economic rationale, realising the AfCFTA will require strengthening institutional capacities to complete negotiations and to implement the Agreement, with the active involvement of the private sector and effective cooperation between stakeholders at continental, regional and national level.

  • Description of the TE TAF :

The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TE TAF) seeks to contribute to the African economic Integration agenda through mainly the realisation of the AfCFTA. It has two specific objectives: (1). Secretariat – with focus on strengthening the institutional capacity to coordinate negotiations, as well as provide oversight on the implemenation of the Agreement, and (2). to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC and some AU Specialized agencies), RECs, AU Member States and other potential continental partners and regional private sector organisations, working on fostering the AfCFTA and economic continental integration.

Funded by the EU, Agence Française de Development, the German Ministry of Development Cooperation (BMZ) and Sweden, the Team Europe Technical Assistance Facility will be implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat. The TE – TAF is implemented through the Project Management Unit (PMU), based at the AfCFTA Secretariat, in Accra, Ghana, whose mandate is to mobilize technical assistance to deliver interventions that foster to enhance implemenation of the agreement. Each implementing partner agency (Expertise France, GIZ and FIIAPP) is represented in the PMU.

  • Justification :

In line with Output 1 of the TE TAF Project which focuses on strengthening the role of the AfCFTA Secretariat to implement the agreement, Expertise France is recruiting a Senior Programme Specialist in Resource Mobilization and Partnerships to be seconded at the AfCFTA Secretariat. The Senior Programme Specialist Resource Mobilization and Partnerships will work under the supervision of the Head of Division Strategic Planning, Resource Mobilization & Partnerships of the AfCFTA Secretariat in the Directorate of Institutional Matters and Programme Coordination.

The Expert takes a key role in the coordination of the mainstreaming of a results-based and programme based- approach to planning in the AfCFTA Secretariat, including the Reporting framework and mechanisms across all Directorates. The Expert will work within an integrated, coordinated, and systems-strengthening approach for maximum effect.

Required profile

Qualifications :

Master's degree in Social Sciences, Public Finance Management, Business Management, Project Management or any relevant field for the position. 

7 years of work practical experience in a comparable position with a track record in developing and setting up Results Based and Programme Based Management systems in the public sector, regional and continental international organizations; 

Demonstrated capacity and skill in managing multi-stakeholder partnerships at the national, regional and continental level will be an added advantage;

Ability to engage with partners at a political level, will be an added advantage;

Skill in examining and evaluating operations and developing and/or re-engineering operating strategies, systems, and procedures;

Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community;

Excellent knowledge of Microsoft Office, especially MS Teams, Word, Excel, and PowerPoint;

 

Ability to work under pressure, strong team orientation, cooperation, and negotiation; and

Fluency in English. French is an asset.
