Mission description

Under and with the support of Expertise France headquarters (P2S/PRAR), the project coordinator is in charge of the preparation and launch of the TA on the field.

The project coordinator is in charge of identifying the TA needs for a good project implementation:

  • Identify the human resource needs ;
  • Identify the material needs ;
  • Depending on the identification of the human resources needs, hire the team (project assistants, monitoring and evaluation expert…) ;
  • Identify a physical desk where the team could be hosted ;
  • Set the project implementation modalities with the headquarters of Expertise France ;
  • Identify the operational, juridical, and technical constraints to ensure the technical assistance’s implementation ;
  • Support the local administration in elaborating the cooperation frameworks in order to support the implementation of the technical assistance ;
  • Finalize the TA chronogram, the budget, and the technical offer with the AFD, EF, and beneficiaries.

Other activities related to the implementation of TA.

Duties:

The project coordinator will have to:

General supervision of the TA development :

  • Actualize the project documents with all the partners until the final version ;
  • Support the DILG in writing the documents that are mandatory for the project’s implementation (Memorandum of Understanding, contracts, etc…) ;
  • Identify and work with the service providers for the project implementation in the country (HR, physical desk, equipment), and identify the potential issues (visas, taxes, etc…) ;
  • Follow the process of Expertise France registration in the country ;
  • Prepare and follow up on the activities and meetings with the partners ;
  • Ensure daily contact with the project manager based at the headquarters in Paris.

Deliverables :

For this mission, a narrative report will have to be delivered with the following annexes:

  • The TA documents (identification of actions, stakeholder mapping, TA organization chart, planning activities, budget, logical framework, and monitoring and evaluation tools) ;
  • A description of the desk in the Philippines (an organization chart with a responsible, accountable, consulted and informed or RACI analysis, identification of the service providers, elaboration of the budget, identification of the operational, juridical, and technical constraints to ensure the technical assistance’s implementation, follow-up on the registration of Expertise France in the Philippines in contact with the French Embassy and the French Development Agency) ;
  • A description of the partnership agreements with and between the beneficiaries to be able to launch the project ;
  • Minutes of the important meetings ;
  • Other technical and financial documents related to the project.

Project or context description

The Disaster Risk Reduction Enhancement at the Local Level – Technical Assistance (DRREALL-TA) is part of the DRREALL Policy-based Loan Program to support the Government of the Philippines (GoP) through the Department of the Interior and Local Government (DILG) in the devolution process of disaster risk reduction management (DRRM) and climate change mandates and services to the local government units (LGUs). It will help to build DRRM and Climate Change Adaptation (CCA) capacities both at the national (DILG mainly) and local levels and support ongoing reform programs nationwide.

The DRREALL TA program is a long-term partnership between AFD and GoP, led by DILG.

A Policy Matrix endorsed by the GoP summarizes the four Reform Areas (RAs) below:

  1. Building local capacity for risk-informed planning;
  2. Strengthening DILG capacity to manage a performance audit mechanism and an integrated Capacity Development Strategy for DRRM and CCA;
  3. Improving LGUs’ capacity to use the DRRM funds effectively; and
  4. Enhancing LGUs’ gender sensitive and socially inclusive approaches to disaster response.

This DRREALL-TA is financed by the EU and should last three [3] years. This project should be signed during the last trimester of 2023. To set up the project on the field, the AFD is providing a budget to finance this job position. This mission is planned for 3 months to identify material and human resources for the implementation of the TA and to set the administrative, juridical, and technical basis of the TA.

In parallel, a technical bilateral cooperation on DRRM is being developed between the GoP and France through AFD and the French Public Agency Center for Studies and Expertise on Risks, the Environment, Mobility and Urban Planning (CEREMA). The DRREALL-TA shall partake in and benefit from the CEREMA expertise once the activities are in place.

The current position will be a short-term position for 3 months in order to prepare and launch the TA. Depending on the will and profile of the candidate, a long-term position could be planned for 33 months in order to monitor the implementation of the TA.

Required profile

  • Experience in the physical establishment of foreign (French) companies in the Philippines (office rental, bank account opening,...);
  • Ability to plan, organize, and prepare the implementation of technical assistance; 
  • Ability to work in multi-disciplinary and multicultural environments;
  • Knowledge of project engineering:
    • Strategic planning and project cycle;
    • Technical, administrative, and financial management.
  • Experience in procurement and recruitment;
  • Experience in coordination and management especially with the donors and local counterparts;
  • Competencies in terms of communication and interaction with diverse stakeholders (preferably in terms of bilateral or multilateral cooperation);
  • Experience in writing contracts such as Memorandum of Understanding (MoU).

This position is open to both foreign and Filipino nationals that are based in the Philippines and/or have a valid work permit. Any applicable tax shall be on the account of the successful candidate.
