As part of the Technical Assistance Facility to the AfCFTA Secretariat to support the AfCFTA and Continental Economic Integration (EU-TAF). Expertise France under the TAF is recruiting a Communications Expert for the facility.
The expert will work under the supervision of the Lead Project Manager or the Project Manager, in close proximity to the agency's Communication Unit at the headquarters and the TAF Programme Management Unit’s (PMU) Communications Manager. A communications expert is recruited to implement the Expertise France TAF communication plan/strategy (already existing), review the communication plan/strategy as needed and create more visibility of Expertise France work.
The Expert will perform the following key tasks:
- Ensure there is increased visibility for Expertise France and donors and make certain that all communication activities are within the required guidelines (EF and donors communication procedures)
- Generate, write, edit, translate, and disseminate content and communication materials with the contribution of project experts and various stakeholders and distribute relevant thematic content (articles for Expertise France's internal website and the project page, posts on social networks, press kits and releases, website content, presentation brochures, reports, language elements, promotional items, among others)
- Ensure the production of communication tools, materials and the management of stocks (leaflets, brochures, backdrops templates, infographics etc.)
- Package visibility materials to simplify Expertise France's messaging across all key Outputs of the TAF
- Ensure the dissemination of communication materials and content to TAF stakeholders, partners, and target audiences via the various media platforms
- Identify communication opportunities related to TAF activities on site and in the countries of the region: develop and share a calendar of project news (signatures, launches, events, missions, and emblematic activities, handing over of key deliverables, closure, and capitalization) as well as non-project-related communication opportunities (international and national calendar, world days, elections, etc.)
- Organize the project's communication events (conferences, workshops, etc.) and organize the Expertise France-TAF representation at national, regional, and international events (Expertise France events but also forums, international conferences, partner events, etc.)
- Create and update a mailing list for project communications
- Build and maintain relationships with journalists (national, regional, and continental), and media houses, and maintain a media database
- Develop a database of dynamic media houses, and personalities that EF can use as facilitators, or MCs during strategic visibility events for the Project
- Coordinate publicity for events and suggest opportunities to enhance brand reputation
Deliverables:
The following deliverables are expected:
- Action Plan of the Expertise France TAF Communication Strategy is implemented
- Enhanced awareness of Expertise France’s activities under the Team Europe Technical Assistance Facility to support AfCFTA and Continental Economic Integration (EU TAF)
- Catalogue of documentaries and archived series of positive and progressive news/reportage and stories published to enhance awareness of EU TAF activities
- Database of journalists, high-profile media practitioners, and media houses for use by EF during key events
- Public communication of the activities implemented by Expertise France under the Facility through talking points, speeches, photo coverage, interviews, and other communication products
- Appropriate communication support to training and information materials from TAF
The African Continental Free Trade Area (AfCFTA), signed by 54 of the 55 African countries, seeks to achieve the objective of a continental single market. As of February 2023, 46 member-States have ratified the Agreement. Significant progress has been registered on the negotiations across Phase I (Trade in Goods and Services and dispute settlement) and the recent finalisation of Phase II (Competition Policy, Investment and Intellectual Property Rights protocols). The negotiations on the Protocols on Women and Youth in Trade, and the Digital Trade, are envisaged to come on-stream early in 2023, with plans to conclude them during the course of the year.
This landmark agreement offers significant promise for the continent’s transformation, and will open up new economies of scale and create stronger foundations for economic diversification. The AfCFTA is expected to boost intra-African trade, to promote structural transformation and to generate significant employment opportunities in Africa, especially for women and young people. Despite the high political momentum and the strong economic rationale, realising the AfCFTA will require strengthening institutional capacities to complete negotiations and to implement the Agreement, with the active involvement of the private sector and effective cooperation between stakeholders at continental, regional and national levels.
Description of the facility:
In this context, the "Technical Assistance Facility to support the African Continental Free Trade Area (AfCFTA) and Continental Economic Integration" aims to enhance the continent's capacity to deliver on Agenda 2030 and 2063. It will provide targeted and on-demand support to strengthen and complement the capacities of beneficiaries to respond to their evolving priority needs related to the AfCFTA negotiation and implementation process. This strategic project responds to the needs of the African Union (AfCFTA Secretariat, African Union Commissions, and Specialized agencies), Regional Economic Communities, African Union Member States, continental and regional private sector organizations, and other potential partners working on AfCFTA and continental economic integration. The overall objective of the technical assistance facility is to contribute to the African economic integration process through the realisation of the African Continental Free Trade Area. More specifically, the project aims to:
- Enhance the capacity to prepare and conduct the negotiations of AfCFTA.
- Strengthen the institutional capacity of targeted African institutions and countries to successfully implement the priority AfCFTA agenda and improve regulatory practices for continental trade.
This technical assistance facility will mobilize expertise for the operationalization of the AfCFTA in the following components:
- Output 1: The capacity of the AfCFTA Secretariat is enhanced, for preparing and conducting the remaining AfCFTA negotiations (all phases), as well as for steering the implementation of the AfCFTA Agreement.
- Output 2: The capacity of AUC to advance Continental Economic and Industrial policies complementary to the AfCFTA is strengthened.
- Output 3: The capacities of targeted RECs and AU-specialized agencies to implement AfCFTA-related priority reforms and to facilitate cross-REC exchanges are strengthened.
- Output 4: The capacities of countries to implement AfCFTA commitments are strengthened, and trade regulatory practices are improved.
- Output 5: Continental and regional private sector organisations engagement in AfCFTA is enhanced.
The Facility is funded by the European Union, Germany, France, and Sweden and is implemented by GIZ (lead implementing partner), Expertise France, and FIIAPP.
Qualifications:
Advanced Degree in Communication, Media Studies, Public relations, Marketing, Business Studies and/or related areas is required.
Experience:
A minimum of 5 years’ experience in Business Reporting, Public Relations, trade-related area , Trade Communications, preferably with experience in a Regional Body, Regional Business publication, or Media House, is required.
Experience in graphing design and knowledge management
Familiar with regional integration, trade and related issues
Work Experience with international and donor organizations.

Language requirements:
