Mission description

In the framework of the Civil Servants Exchange programme on Green Budgeting, Expertise France is recruiting local experts specialized in Public Financial Management, Environmental Economics and Green Budgeting. We are looking for local experts from the Member States participating in the programme:

Austria, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Greece, Hungary, Ireland, Italy Latvia, Luxembourg, Poland, Portugal, Romania, Slovakia, Slovenia, and Spain.

The  local expert specialized in Public Financial Management, Environmental Economics and Green Budgeting will support the development and implementation of the exchanges by engaging with national focal points and providing expertise in specific topics related to country-specific PFM. The expert will:

  • Hold working sessions with national focal points to help them delimitate their needs/topics for the exchanges
  • Contribute to the formulation of the program: identifying relevant administrative bodies to involve and relevant topics for the content of the program
  • Accompany civil servants at the exchanges onsite and gather insights for producing recommendations
  • Providing specific recommendations on how national administrations can move forward with their green budgeting strategy, i.e., link the international experience that will be provided to civil servants with their current PFM challenges and helping civil servants link this exercise/exchange to their national strategy and long-term environmental and climate objectives (potentially develop a precise action plan with a timeline)

Project or context description

The European Union has set itself the objective of achieving zero net emissions by 2050, and it launched in December 2019 the European Green Deal as the roadmap to achieve carbon neutrality. This new institutional context reinforces the salience of green budgeting in EU Member States. This was emphasized in a communication from the EU Commission released in December 2019 regarding the European Green Deal: “National budgets play a key role in the transition. A greater use of green budgeting tools will help to redirect public investment, consumption and taxation to green priorities and away from harmful subsidies”.

The European Commission provides support on green budgeting through a multi-country project which addresses currently 23 Member States. The technical support seeks to strengthen capacity among Member State officials to engage in a green budgeting reform and/or to further develop their capacity to utilise green budgeting practices and tools in line with the EU Reference Framework for Green Budgeting.

Considering the increasing engagement of the Member States in the design and implementation of green budgeting reforms and in light of the Declaration signed by Commissioner Hahn on 9 March 2022, DG REFORM decided to introduce a new program consisting of peer learning exchanges on Green Budgeting best practices in order to bring out new solutions and generate knowledge sharing on priority themes for the European recovery. Namely, the Pilot Civil Servants Exchange on Green Budgeting.

Through the successful implementation of the three modules, a need to increase further the exchange of knowledge and good practices was identified among beneficiary authority civil servants. Therefore a decision was made by DG REFORM to introduce a supplementary module (module 4) allowing civil servants to exchange on green budgeting best practices. The Module 4 will offer a unique opportunity for beneficiary authorities to learn from each other in the field of green budgeting, cultivate an exchange of good practices between public services and improve links between Member States.

Objectives

The objectives of the Civil Servants Exchange on Green Budgeting are i) to enable civil servants among Member States to learn from peers and strengthen their capacity and knowledge for the development and enhancement of GB practices in their national administrations, and (ii) to build a network of GB practitioners among Member States.

Required profile

  • PhD or Master´s degree in Public Finances, Environmental Economics or Climate Change
  • Strong knowledge of local PFM challenges and green budgeting plans
  • 5-10 years of experience working or researching PFM, Green transition strategies, or Public Administration
  • 5 years experience in international cooperation with focus on the European Union
  • Experience with multiple-country initiatives and EU Commission funded projects is a plus
  • Knowledge and experience in public financial management, environmental or climate economics
  • Relevant experience with organizing study visits, seminars, webinar and events for high-level stakeholders
  • Fluency in English, knowledge of other EU languages is an asset
