Mission description

Objective: The main objective of the consultant's mission will be to prepare the strategy of Expertise France for its Presidency of the Practitioners’ Network, and to establish its action plan.

Missions: Under the direction of the Director of the Representation Office, in close collaboration with the Coordinator of the EF Presidency, the main missions of the consultant are:

  • Develop Expertise France strategy ahead of its Presidency of the Network:
    • Diagnosis, institutional, political, strategic and partnership panorama, framing the context in which the EF Presidency will be held, summarized in a background note of the Presidency;
  • Organize and ensure the consultation of the members of the Network and the various partners;
  • Define and prioritize the themes that Expertise France will carry out during its Presidency of the PN;
  • Formulate recommendations for activities that can be carried out by EF during its Presidency;
  • Identify potential difficulties, and ways to remedy them.
  • Propose an annual work plan, from May 2023 to May 2024, making sure to identify the major deadlines (internal deadlines at EF and AFD Group, at the PN, French, European and international), and budgetary perspectives.
  • Support EF Brussels’ Office in the preparation of the General Assembly of the Practitioners’ Network, which will be held in Madrid on May 10 and 11 2023, and which will mark the beginning of EF Presidency: provide several supports in English and/or French (summary note, presentation supports, detailed and summary schedule, etc.).

Expected results and deliverables:

The expected results are:

  • The background note is prepared and delivered;
  • Consultations with members of the PN and other partners are carried out and transcribed into minutes;
  • Expertise France's strategy for its Presidency of the Practitioners' Network is developed and delivered;
  • The work plan is developed and delivered;

Duration and indicative calendar: Between 30 and 40 days, with a start as soon as possible.

Project or context description

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action. Expertise France works in close collaboration with French public institutions, as well as with the European Union, in order to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. To do so, the agency coordinates and implements national- or regional-scale projects in major areas of public action:

  • Democratic, economic and financial governance
  • Peace, stability and security
  • Climate, biodiversity and sustainable development
  • Health and human development

Expertise France is recruiting for its Office to the EU based in Brussels a consultant for the preparation of the Presidency of the Practitioners' Network (PN), which Expertise France will exercise between May 2023 and May 2024.

Founded in 2007, the Practitioners’ Network for European Development Cooperation is an open platform for exchange, coordination and harmonisation between European Development Cooperation organisations. The PN is the leading network of European Development Cooperation experts, composed of 23 Members from 17 countries spanning across the continent. Its work focuses on building knowledge through exchanges, coordination and harmonisation and by providing feedback on policies from a practitioners’ perspective. As practitioners, its Members have vast knowledge of implementing joint projects worldwide, share information and discuss experiences and synergies, addressing operational issues and making recommendations. The network has four main structures:

  • General Assembly: Entrusted with establishing the Practitioners' Network strategy, making decisions on the budget and accounts of the network, and other official duties.
  • Steering Committee: Holds meetings once every three months and is composed of the three Members that hold the previous, current and future network (co)-Presidency and three other Members appointed by the General Assembly.
  • Troika: Composed of the previous, current and future (co-)Presidency.
  • Working Groups and Task Forces: Made up of the Practitioners’ Network’s Members, with thematic topics developed and voted by the Members taking into account the International Development Cooperation context.

Every year, a new Presidency or co-Presidency leads the network and sets out the strategic lines for the year, with the aim of enhancing our synergies and exchanges of experiences.

Required profile

  • Master 2 or equivalent in European affairs, European law, political science, international relations/international cooperation;
  • At least 3 years of successful professional experience in the development and/or international cooperation. Experience in strategy elaboration and/or partnerships will be highly appreciated;
  • Excellent knowledge of international cooperation actors and in particular of French and European actors;
  • Knowledge of European development policy in the field of international cooperation/development aid; knowledge of European networks would be highly appreciated;
  • Excellent interpersonal skills, sense of diplomacy;
  • Excellent analytical skills, very good writing and synthesis skills, ability to develop relevant, clear, precise proposals;
  • Autonomy, adaptation and organization, rigor, responsiveness and flexibility;
  • Ability to work in English and French (oral and written) needed. Any ability to work in another EU language will be considered an asset.
