Mission description

The European Union funded project "EU4Justice phase 2" is recruiting a Project assistant/Office manager.

Under the direct supervision of the Project manager, the Project assistant will conduct the following main tasks:

  • Administrative management
    • Assist the team in the follow-up of the project experts (management of shared schedules, timesheets, technical documents of missions, etc...);
    • Assist the project team in the organization of events, trainings and meetings (relations with the suppliers, participants, partners, etc...);
    • Follow-up administrative aspects of the experts and participants in activities (timesheets, per diems, etc...);
    • Ensure the day-to-day administrative tasks (emails, letters, preparation of documents for meetings, dashboards, minutes of meetings, formatting documents, drafting power point presentations, etc...);
    • Support to the publication of offers of employment or procurement in local publications;
    • Draft documents in English and Bosnian.
  • Logistic management
    • Provide or support the logistics organisation of events (steering committees, seminars, missions, training sessions, regional events, study visits, etc.) including the booking of transport, accommodation, room rental, services, caterers, invitations, etc.
    • Ensure the follow-up of the office supplies and the state of stocks;
    • Draft of contracts
    • Liaise with suppliers, collect quotes
    • Support on the procurement procedures follow-up
    • Support the team for any other task necessary for the smooth running of the project.
  • Financial management, support the Project Manager in:
    • Ensuring the daily accounting treatment (editing, checking of accounting documents, etc.);
    • Recording transaction in cash and bank books, according to Expertise France procedures;
    • Ensuring the Indexing and archiving of administrative and financial documents;
    • Verifying the supporting documents, accompanying the payment files;
    • Managing and monitoring of local bank account expenses (filing of documents, posting and entry of accounts, table of expenses, etc ...)
    • Preparing of financial reports for the project;
    • Providing technical support during audits;
    • Preparing of the dispatch of administrative financial archives to EF headquarters.

 

In addition to these main tasks, the project assistant can be called to perform any other tasks related to the Project’s implementation.

Project or context description

As applicant for EU membership, Bosnia and Herzegovina (‘BiH’) is expected to meet EU justice standards as provided for by several of the 14 key priorities for membership and recalled by the EU Commission in its 2018 Western Balkan Strategy.

BiH’s complex and fragmented institutional structure has led the country to a difficult situation, in particular regarding rule of law.

The cross-cutting objective of this European Union funded project is to share practical methods with the High Judicial and Prosecutorial Council (the ‘HJPC’) and other Justice Institutions of BiH in order to increase its capacities to implement its mission to ensure independence and professionalism of the judiciary, promote judicial reform, and enhance the country’s response to organised crime and corruption.

This Action aims at supporting the Justice Sector Institutions in carrying out these changes in order to align the functioning of the BiH judiciary with EU rule of law standards by enhancing professionalism, efficiency and transparency of the BiH justice system for the final benefit of BiH citizens. 

Required profile

Qualifications and experience:

  • Higher education in administrative and financial management or in the field of Justice;
  • Excellent command of Pack office tools, including Word and Excel;
  • Ability to work in a demanding environment;
  • Ability to work in a multicultural environment;
  • Be methodical, organized and responsive;
  • Have a sense of responsibility, be proactive and autonomous;
  • Excellent written and oral expression in English and Bosnian.

Professional skills:

  • Successful professional experience in logistic, administrative, finance management in humanitarian or development projects;
  • Experience with public donors;
  • Experience in justice related projects, an asset.
