Description de la mission

Expertise France is seeking to recruit a Knowledge Management Coordinator to implement the KM component during the inception and execution of the “support at the national/institutional level with spillover effects at the local/community level” component of the upcoming EU-funded “Forestry, Climate Change and Biodiversity” (FCCB) Support Programme for Papua New Guinea (PNG).

Scope management

  • Elaborate the Knowledge Management (KM) strategy to capture lessons learned based on goals and targets and implement evidence-based interventions and new technologies and practices.
  • Plans and coordinates KM & communication activities according to deadlines and within budget.
  • Develop a clear understanding of the FCCB project to be able to communicate to EUD, EF headquarters and other stakeholders.
  • Coordinate the work of team members and project beneficiaries related to KM activities.
  • Collaborates with other actors of the FCCB projects to integrate work plans and interventions, which are essential for the success and sustainability of the project.
  • Assists the project team in developing guidelines, modules, training materials, and reports.
  • Prepares and disseminates FCCB materials, documents, campaign materials, photo books, success stories, newsletters, and press releases.
  • Manage the consultant activities related to KM
  • Lead efforts for capacity building of project staff and partner organization(s) to enhance skills in project monitoring and use of M&E and KM systems and tools.
  • Support the Project Director in creating and completing required project reports.
  • Help to promote PNG engagement towards the forest, climate change and biodiversity at local, regional and international level.

 

Technical support

  • Drive forward a research and learning agenda on civil society and media topics.
  • Coordinate knowledge management and learning activities across the project’s different components.
  • Design and oversee the implementation of M&E plans.
  • Familiarity and ability to incorporate principles of design thinking and design research.
  • Manage the website and collaborative platform of the project.
  • Assist and promote KM efforts of the project’s stakeholders.
  • Establish feedback mechanisms to capture, store and respond to feedback from the community and project stakeholders.
  • Broker/connect related teams, individuals, concepts and ideas internally and externally and create conditions for knowledge sharing and ideation.
  • Monitor ongoing, related research and knowledge product development efforts internally and externally at EUD and among the development community to avoid duplicating work and leverage other efforts.
  • Plan public and internal events to share learning and findings, gather feedback and disseminate valuable products.
  • Design and oversee training and workshops to orient, educate and equip practitioners with valuable tools and approaches developed through the research and design process.

The Knowledge Management Coordinator will be recruited on a full-time basis and will manage a team of three: the reporting and communication officer, the communication assistant and the Monitoring, Evaluation and Learning officer.

The Knowledge Management Coordinator would report to the Port Moresby Project Team.

Description du projet ou contexte

The European Union is putting in place a new Support Programme for Papua New Guinea (PNG) in the field of “Forests, Climate Change and Biodiversity” (FCCB). This Programme’s general objective (GO) would be “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) would be:

  • SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”
  • SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation”
  • SO3: “Increased inclusive and gender-responsive green growth”

This Programme would consist of several components, including a major component that could be implemented by Expertise France regarding “support at the national/institutional level with spill-over effects at the local/community level” (the Project).  This Project could entail support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions and support for PNG-based communities engaged in conservation and environmental protection.

The project is scheduled to start in April 2023 and would last 4 years. Its budget is 36.5 million euros.

Profil souhaité

  • Degree in one or more of the following disciplines: science popularization, journalism environment, communication, communication for the environment and biodiversity, development and international relations or other relevant fields;
  • A minimum of 5 years of experience in science popularization and communication in the field of environmental protection, with a proven professional record producing a wide range of communication tools and media, and with a strong ability to translate technical information in a wide variety of target groups;
  • Excellent writing skills and abilities;
  • Experience in international cooperation;
  • Experience in organising and overseeing the work of consultants;
  • Experience in designing knowledge management strategies and action plans;
  • Experience in public relations and external communication, dissemination and awareness campaigns;

 

  • Demonstrated ability to capture, synthesize, and present programming and organizational successes and lessons learned.
  • Demonstrated ability to convey messages through clear and concise writing.
  • Experience managing websites and social media.
  • Experience with webinars and online learning platforms (Zoom, Teams, Chamilo).
  • Proficiency with Canva or Adobe Creative Suite (InDesign, Photoshop, Illustrator, Acrobat, and Premiere).

 

  • Significant experience in team management and oversight.
  • Excellent writing and synthesis skills in English and French.
  • Experience with EU-funded projects is an asset.
  • Experience with Expertise France is an asset.
  • Familiarity with Papua New Guinea is an asset.
