Mission description

Placed under the responsibility of the project's Team Leader, the Administrative and Logistic Officer will undertake the logistics, administrative and some financial aspects of the project.

He / She will work daily with the stakeholders involved in the project, whether in headquarters (the Project Manager, the Financial Department, the HR Department, the Legal Department) or locally (the Team Leader, the Project Coordinator, the project's experts and beneficiaries when needed). He/she will undergo the following missions:

 

1 / Ensure the logistical management of the project

- In coordination with the Team Leader and the Project Coordinator, support the logistics of of events and missions: travel (mission orders, air tickets, per diem, visas) and management of service providers (hotel, conference services, meals, translation services, etc.).

2/ Support the administrative management of the project

- Ensure the follow-up of local contracts as well as the administrative management of experts;

- Plan, control, and monitor equipment and furniture (inventory management, etc.).

3/ Provide assistance to the financial supervision of the project

- Ensure accurate tracking of committed and real expenses in relation to the above mentioned

- Manage payments of some of the experts' fees and expenses

- Contribute to capacity building of beneficiaries on accounting, financial and administrative aspects when needed

Project or context description

African Governance Architecture - AGA

The African Governance Architecture (AGA) is inspired by the Constitutive Act of the African Union (AU) that expresses the AU’s determination to ‘promote and protect human and people’s rights, consolidate democratic institutions and culture and ensure good governance and the rule of law’. The principle objective is implementation of AU Shared Values and in particular the African Charter on Democracy, Elections and Governance (ACDEG).

The AGA is a platform for dialogue between the various stakeholders who are mandated to promote good governance and strengthen democracy in Africa, in addition to translating the objectives of the legal and policy pronouncements in the AU Shared Values. Four interrelated and dynamic components make up the structure of AGA:

  • Norms and Standards
  • Institutions and other stakeholders
  • Mechanisms and processes of interaction
  • African Governance Facility

Objectives and Principles

  • Accelerate the ratification, domestication, implementation and monitoring of African Shared values instrument
  • Deepen synergy, coordination, cooperation and harmonisation of shared values instruments among AU organs, institutions and RECs on democracy, governance, human rights and humanitarian affairs.

  • Enhance the capacity of AU organs, institutions and RECs to support Member States to strengthen governance and consolidate democracy through implementation of shared values agenda

  • Enhance popular participation and citizen engagement in attainment of democracy, governance and respect for human and peoples’ rights

  • Coordinate evaluation and reporting on implementation and compliance with AU norms on governance and democracy as envisaged by article 44, 45 and 49 of the ACDEG.

  • Foster dialogue and share comparable lessons on trends, challenges, opportunities and prospects for improving governance and democracy among Member States

  • Generate, manage and disseminate knowledge on African shared values agenda, good governance and democracy in Africa.

  • Facilitate joint engagement and deepen synergy with the African Peace and Security Architecture (APSA) in strategic interventions: preventive diplomacy, conflict prevention and post-conflict, reconstruction and development in Africa.

Required profile

Education and skills

- Bachelor Degree or equivalent

- Advanced command of MS Excel

- Knowledge of project management methods and tools

- Ability to adapt and work autonomously

- Good capacity to work as a team member and good social skills

- Complete fluency in English is required

- Knowledge of French would be a plus

Experience

- A least 2 years of experience as a project assistant / administrative officer / logistics officer

- An experience in the context of an international cooperation programme would be a plus
