Evaluation purpose and objectives
The final evaluation of the MENDAMI Projet Phase 1 is planned while the project could be extended by a second phase and Libya has just set up (November 2022) a National Authority for Blood Services.
This evaluation is a milestone of the project to ensure its accountability to the funder – the European Union and the French Ministry of Foreign Affairs -, the implementing agency (Expertise France), and the beneficiaries of the project, namely the National Authority for the Regulation of Blood Services – Ministry of Health.
The main objective of this evaluation is to provide the National Authority for the Regulation of Blood Services in Libya, the Expertise France agency (field and headquarters teams), the European Union and the French Ministry of Foreign Affairs and the general public:
In particular, this evaluation will also serve to determine the extent to which the MENDAMI project has been able to contribute in the complex context of Libya, to progress in terms of health governance or institutional governance of health.
The contractor should provide evidence explaining the analyses, causal relationships and attempt to identify factors generating or hindering progress. Their work must encourage accountability, decision-making, and learning.
The evaluation will use the criteria defined by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD): coherence, relevance, effectiveness, efficiency, impact, sustainability.
Action Context and Description
The MENDAMI project, funded by the European Union and France, aimed to contribute to the strengthening of the blood transfusion system by working around three objectives:
- Specific Objective 1: Support step-wise Implementation of Uniform Production Processes in two Blood Establishments and in Selected Hospital Blood Banks
- Specific Objective 2: Support Step-Wise Implementation of Appropriate Clinical Use of Blood and Blood Components in two Blood Establishments and in Selected Hospital Blood Banks
- Specific Objective 3: Strengthen Systems for Collection of Blood and Blood Components from Low-Risk, Regular, Voluntary Unpaid Donors Improved Donation Systems and Effective Donor Management, including Care and Counselling in in two Blood Establishments and in Selected Hospital Blood Banks
Budget and duration
The projects falling under the scope of the Action have been implemented between December 2019 and November 2022. The total budget of the action is 1 825 928, 84 EUR
Expertise France :
Expertise France is the French international technical cooperation agency. The agency provides partner countries with knowledge, skills and management expertise in democratic and financial governance, security, sustainable and human development. Qualifications and experience
· Post-graduate in a field relevant to the assignment (public health, transfusion medicine)
· Professional experience in the fields of expertise of 15 years
· Experience in defining health strenghtening projects
· Multi-stake holder coordination experience
· Experience in similar projects or knowledge of project management viewed favourably
Technical skills:
· Good knowledge of M&E systems for development programs and projects
· Experience and knowledge of field-based M&E
· Development of evaluation systems
· Design, delivery and evaluation of M&E training for adults
· Experience in database design and management
· Knowledge sharing and design of learning materials
Administrative skills:
· Excellent command of Microsoft Office tools (MS Office: Word, Excel, PowerPoint and LibreOffice equivalents) and the Internet
· Excellent communication and organizational skills
Language skills:
· Excellent command of written and spoken English (good writing, synthesis and analysis skills, etc.).
· Proficiency in local languages (Arabic) would be viewed favourably
