Mission description

The assistant mission coordinator will have as main objective to support the development and the writing of a description of the action adapted to the constraints and local context.

In a more qualitative way, the expert will be in charge of engaging the project with Ghanaian partners on a common basis, understood by all and adapted to the issues at stake.                                                                                   

The assistant mission coordinator will also provide support at the start of the project for the recruitment of the project team, its introduction to the stakeholders and the handover of the various files.

Project or context description

Thanks to his knowledge on food security and resilience of food systems and on the basis of the appointments to be made, the assistant mission coordinator will have the following specific objectives:

Specific Objective 1: Support to identify and define the needs of public and private actors involved in food security

In order to achieve this objective, on a documentary basis provided by Expertise France and in close collaboration with the Expertise France project managers, the assistant mission coordinator must:

  • Support to Identify and meet all actors likely to be involved in the project as partners, service providers or direct and indirect beneficiaries of the project;
  • Support to Clarify and confirm the objectives, the content of the activities, the modus operandi and the stakeholders proposed by the EUD and compare them with the issues and constraints identified during the discussions with the target stakeholders met;
  • Support to Measure the implementation capacities of pre-identified partners. Depending on the situation, propose mitigation measures to their possible weaknesses (Grant, Technical Assistance, etc.);
  • Support to Identify programmes/projects in the region with which synergies are possible or at least lessons learned.

Specific Objective 2: Propose an operational action plan and an intervention methodology that meets the challenges identified

In order to achieve this objective, on the basis of exchanges with Technical and Financial Partners and in support to the mission coordinator and the Expertise France project managers, the assistant mission coordinator will:

  • Define the scope of action (Geographical, thematic,...)
  • Define actions, particularly with regard to partnerships to be built with Ghanaian stakeholders
  • Detail and budget the activities to be implemented in the defined scope
  • Develop some Monitoring and Evaluation tools: Theory of Change and Logical Framework.
  • Design a project team architecture and define the profiles necessary for the operational phase.
  • Take into consideration the gender dimension and propose specific actions to improve the place of women in the impacts of project activities.

Specific Objective 3: Support consensus-building of Technical and Financial Partners on the scope of the project

  • Support to Define, propose, and discuss the involvement of Ghanaian partners (Modality of involvement, Dedicated Budget ...) with them and the EUD.
  • In connection with EF headquarters, support to carry out negotiation work with Ghanaian and European partners in order to obtain their agreement on the entire proposed project.

Specific Objective 4: Support the Mission coordination

I - Preparation of the mission:

  • Support the mission coordinator and the EF Project Manager to introduce the mission and make appointments.

II - Positioning Expertise France

  • If Applicable, Representing and positioning Expertise France for key meetings, institutional relations, international partners and Ghanaian partners

Schedule and mission

The mission should start before the end of February 2023 and will take place in Accra and in the area targeted but the project (North of Ghana).

The duration of the mission is estimated at a maximum of 16 man-days, spread over a period of 3 months, including at least one 10-day mission to Ghana.

The contract will take the form of a purchase order service contract.

Deliverables

The expected deliverables for this assignment – same as for the mission coordinator – are:

  1. Report on regular scoping discussions with Expertise France;
  2. A summary diagnosis of the current state of food security in North Ghana and its stakeholders and definition of the associated needs;
  3. A diagnosis of the capacities of potential project partners and associated needs;
  4. Summary reports of various meetings;
  5. A final Description of Action (DOA) of the project:
    1. Justification and description of the activities to be carried out;
    2. Definition of the roles of Ghanaian stakeholders and partnership modality;
    3. Project budget in EU format;
    4. Provisional operational budget of the project;
    5. Detailed composition of the team + Job description + Definition of the desired profiles;
    6. Logical framework + Theory of change;
  6. Overall project implementation timeline;
  7. A handover plan with the project team;

The timetable for the delivery of deliverables will be defined jointly with Expertise France at the beginning of the mission.

Required profile

  • Key competencies:
    • At least Master Degree in management, agronomy and rural development, international cooperation, socio-economics or equivalent;
    • Very good knowledge of project management;
    • Good knowledge of agricultural sectors and resilient food systems ;
    • Extensive knowledge of Ghanaian government agencies and institutions, particularly in the area of agriculture
    • Excellent interpersonal skills ;
    • Ability to conduct a dialogue with public and private partners;
    • Ability to diagnose needs and capacities, strengthen and design action plans adapted to the implementing partner structures;
    • Strong working capacity and autonomy, flexibility and organisation, reactivity;
    • Strong writing skills and good command of office tools.
    • Excellent command of written and spoken English. French would be an asset;
  • Professional experience:
    • At least 7 years of professional experience in the implementation of agricultural and rural development projects;
    • Significant professional experience on food security issues;
    • Specific professional experience in resilient food systems;
    • Specific professional experience in developing development projects;
    • Relevant experience in the geographical area (Ghana).
