Mission description

The role of the expert(s) will be to support and reinforce the capacity of the Greek authorities to ensure emergency prevention, preparedness and response, and climate change adaptation. Expertise is required in one or more of the following fields:

The concept notes detailing each output of the project will be produced during the implementation of the ongoing project and will serve as basis to further define the terms of reference and hence deliverable of each expert.

Project or context description

The Greek authorities have committed to continue the reform of the public administration in order to boost state efficiency, transparency and meritocracy. To support this reform, Greece has requested assistance from the Directorate General for Structural Reform Support (DG REFORM) of the European Commission. DG REFORM contracted Expertise France, the organisation nominated by the Reform Partner France, to provide technical support (TS). Expertise France has supported administrative reforms in Greece since 2011.

This project led by Expertise France provides support in the emergency preparedness and response, and climate change adaptation, in Greece, with the purpose of i) improving the coordination and stakeholder consultation mechanism in Greece as regards emergency preparedness and response and ii) supporting the development of a climate change adaptation strategy.

To this end, Expertise France is currently looking for a pool of short-term and medium terms experts in the fields detailed below.

Required profile

Qualifications and skills

  • University Degree (preferably at postgraduate level) in any Science or Engineering fields, such as Physics, Chemistry, Environment management, Forestry, Geology, Natural Environment, Civil Engineering, Surveying Engineering, Information Technology, Software Engineering, Computer Science, Law, or any other field relevant to the assignment. In the absence of such degree, at least 10 years of professional experience in relevant domains.
  • Excellent knowledge in written and spoken English. Knowledge of Greek will be an asset.
  • Proven analytical, research and reporting abilities.
  • Excellent report-writing skills in English. Report writing skills in Greek is an asset.

Professional experience

General professional experience

  • Minimum 7 years of postgraduate professional experience in international and/or national level in fields relevant to the assignment (or minimum 3 years for candidates applying for junior expert positions).

Specific professional experience

  • Proven track record of involvement in minimum 2 assignments related to civil protection and/or climate change adaptation
  • Knowledge of Greek context and experience in working with the Greek administration is an asset.
