Description de la mission

EU wants Expertise France (EF) and AFD to be the operators of the implementation of the first priority action (the FCCB project) for an amount of 35.6 million euros, with the idea of working within the Team Europe Initiative (TEI). This implementation entails support at the national level across all specific objectives, including institutional support, technical assistance and capacity building for PNG's comprehensive FCCB policies involving multiple stakeholders. This part will focus at the national/central government level, with spill-over inclusion of pilot provincial levels and several small to midsize grants (totalling between 9-11m EUR) at community/conservation and protected area levels to upscale existing FCCB-related initiatives.

The European Union elaborated a Document of Action for the FCCB project, identifying some priority thematics and some others which will be required in different project implementation steps.

To develop this expertise, we will need to build a pool of experts who can be mobilised during the project.

Type 1 mission: supporting in the inception phase of the project

At the development stage of the Expertise France service offer, the expert could be required to:

  • Analyse the project's context and identify the beneficiaries' needs: participate in exploratory missions, collect relevant information, carry out a documentary review of the relevant texts, produce analysis reports and concept notes, and propose partnerships.
  • Support the drafting of the service offer taking into account the proposals and expectations of the partners and the funder;
  • Identify project targets and objectives, as well as relevant components and activities to meet them;
  • Develop project monitoring & evaluation tools: theory of change, logical framework including the identification of indicators to measure the impact of the project;
  • Contribute to developing the project budget by ensuring its consistency with the narrative offer and the proposed activities;
  • Support the identification of relevant expertise for the implementation of activities;
  • Facilitate working meetings between EF and partners throughout the process of identifying needs and setting up the project;
  • Consolidate project documents by involving all stakeholders.
  • Make recommendations and proposals for activities to meet the needs identified and assess the means necessary for their implementation (identification of equipment, days/man of expertise, profiles of experts, etc.).

 

Type 2 mission: bringing your expertise to the project implementation

As part of the implementation of an EF project, the expert could be required to:

  • Carry out diagnostics and analyses of the beneficiary country: interviews with stakeholders, documentary review, field visits, and production of analysis reports incorporating comparative law elements.
  • Assess the beneficiaries regarding the thematic expertise
  • Implement project activities (for example, design training courses for legal professionals, train trainers, lead working groups, etc.)
  • Prepare study visits: identification of interlocutors to meet, preparation of the schedule, and coordination.
  • Conduct or contribute to evaluations of projects carried out in the environmental justice sector to highlight the strengths and weaknesses of the project.
  • Assess the relevance, coherence, effectiveness, efficiency, impact and sustainability of the project following Expertise France standard's evaluation criteria, assess the quality of the interventions carried out, evaluate the partnerships, and formulate strategic recommendations.

Expertise France is a public agency and the interministerial actor in international technical cooperation, part of the Agence Française de Développement Group (AFD Group). It is the second largest agency in Europe, it designs and implements projects that sustainably strengthen public policies in developing and emerging countries in the thematic of governance, security, climate, health, education… It operates in key areas of development and contributes alongside its partners to the implementation of the Sustainable Development Goals (SDGs)

PNG is one of the17 most megadiverse countries globally, richly endowed with biological diversity in its forests and marine ecosystems, and thus the custodian of an important global public good. With approximately 78% of its landmass covered by forest, PNG contains the third largest tropical rainforest in the world and hosts more than 6% of the world's most biologically diverse ecosystems. Carbon rich lowland tropical forests constitute over 50% of forest area. Forests are critical to the livelihood of its people and economy. Approximately 80% of the population depend on subsistence farming. Land- (and forest-) ownership is mostly customary and communal, making rural communities the most important stakeholders in any forest related action. On less than 1% of the world's landmass, PNG hosts. It is estimated that up to half of PNG's biodiversity remains to be discovered – a huge potential for future nature based solutions.

The European Union, within the framework of the Multiannual Indicative Program or MIP (2022-2027), is strengthening its action in PNG for the following three priority areas:

  • Forests, Climate Change and Biodiversity (FCCB),
  • Water, Sanitation, Hygiene (WASH) and
  • Responsible governance.

The objective of the project aims to: strengthen coordination and enforcement measures on the forestry, climate change and biodiversity nexus while advancing sustainable livelihoods, inclusive green economic growth and land-use planning in Papua New Guinea. In order to support a development model that reconciles forestry, biodiversity and climate change with sustainable, inclusive and gender-responsive green growth and jobs.

Expertise France will implement the three specific objectives of the project and their axes of action:

Profil souhaité

Qualifications and skills:

  • Higher education diploma at Master's level in the thematic selected
  • Full working capacity in English;
  • Analytical skills;
  • Excellent writing and interpersonal skills;
  • Autonomy, responsiveness and strength of proposal;

 

Professional experience:

  • 8/15 years in the thematic selected
  • Experience in Environmental project formulation
  • An experience in Papua New Guinea or the pacific region would be an asset
