General objective of the mission

The Bandari Maritime Academy (BMA), located in Mombasa, exists since 1980. It teaches the skills for the Blue Economy (maritime transport, port operations…). The BMA has currently no internal subject matter expertise in most areas of the state action at sea.

At the end of the assignment, it is expected that BMA is able to deliver a set of courses adapted to the needs of various governmental maritime institutions, with the flexibility to adapt to future needs.

Specific objectives

Curricula are initially to be developed around the following topics of interest, adapted to Kenya:

· Maritime Domain Awareness (MDA), including a presentation of the Blue Economy,

· Monitoring, Control and Surveillance (MCS),

· Illegal, Unreported and Undocumented (IUU) fishing,

· Search and Rescue (SAR),

· Maritime Pollution (MARPOL) prevention and fighting.

Other topics linked with maritime governance are likely to be added at a later stage.

The objective is to transfer the topic expertise into a curriculum, and to coach local instructors to deliver it.

Instructors will be seconded from the governmental maritime institutions for which the courses are designed (coast guard, navy, maritime affairs, port authority, wildlife service, pollution agency etc).

Curricula are to be developed with these instructors, according to BMA methodology.

Description of the tasks to be assigned

Each topic is to be covered at two levels:

· Short executive course, half-day at most, to deliver policy level information for top managers.

· Longer proficiency course(s) (days or weeks), to deliver skills for practitioners at manager level.

Given the necessity to find new suitable instructors from the Kenya maritime agencies, the idea is, for each topic, to start with one executive course, to be attended by top managers of the relevant agencies. Based on the information received on the topic, these managers will choose an adequate instructor and approve the broad content of a future proficiency course – or courses.

The task to be completed are the following, for each topic

· To deliver in-person at the BMA an executive course about the topic.

· To liaise with the management of the agencies who attended the executive course, to help them determine the best profile for instructor(s).

· To liaise with the same agencies about the desirable content for proficiency course(s).

· Once instructors are found, to develop with them the curriculum, following BMA processes.

· Once the curriculum is developed, to coach the instructors to deliver proficiency course(s).

· To coach the instructor(s) until full appropriation of both the proficiency course and the executive course(s).

· To adjust the curriculum according to lessons learned and transfer its ownership to the BMA.

The number of instructors seconded for a topic is normally one, but the institutions may send more.

The number of proficiency courses for a topic is not defined, nor their length. The goal is not to reach the best world proficiency in that topic, but simply to help the audience to make some significant and lasting progress. As a rule of thumb, an average total of two weeks per topic is anticipated, but it may vary significantly. This will have to be agreed with the concerned institutions.

Expected Results

Trained Kenyan officials in each topic, able to deliver future courses on their topic at the BMA and, if needed, to further develop it.

Potential additional tasks

The expert may be called in their field of expertise to help the Kenya agencies, for example with the drafting of standard operating procedures for immediate reaction. In that case, the contract would be amended by mutual consent.

Deliverables

For each topic:

· Curriculum covering one short executive course.

· Curriculum covering at least one longer proficiency course.

These curricula will remain the property of the BMA.

At the end of the mission:

· A mission report.
