Mission description

The Strategic Communications Officer (SCO) will lead communication activities, ensure proper visibility of the Project, secure high quality and timeliness of publication and dissemination of the Project deliverables and other information, support the Project team and partners in the communication and awareness-raising measures.

In particular, the main responsibilities and tasks of SCO will include:

  • Develop and implement the Project Communications Strategy and Action Plan, in line with the Project programming documents and donor guidance;
  • Ensure the overall visibility of the Project, identifying and implement strategic communication objectives and actions;
  • Steer and guide Project Components in the preparation and delivery of component-specific communication or awareness-raising activities;
  • Oversee short-term experts and service providers contracted for communication purposes, ensuring appropriate quality of the communication content and its delivery methods;  
  • Prepare and edit media and other communication materials (interviews, articles, newsletters, infographics etc.), both in Ukrainian and English;
  • Manage the Project website and the social media, ensuring timely and effective publications;
  • Systematically and with the outmost diplomacy, discretion and professionalism support and advice the Project grantees, partners and beneficiaries;
  • Proactively identify, prevent and mitigate the risks related to the Project communications;
  • Ensure regular and ad hoc reporting of the Project on the various communications activities;
  • Boost relations with the Ukrainian media, including in the regions, by regularly conduct monitoring;
  • Ensure good coordination with other EU donors and focal points for communication;
  • Perform other tasks as requested by the Project management.

Project or context description

The Support to Justice Sector Reforms and Digitalization in Ukraine (Pravo-Justice) project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform, in line with the EU-Ukraine Association Agreement and European standards and comparative best practices. Since 2017, the Project has supported an ambitious sectoral reform agenda, which includes justice sector policy development, steering and coordination (Component 1), judiciary reform (Component 2), property rights protection, private legal professions development and reform of penitentiary and probation systems (Component 3), and digitization and digitalization of justice-related business processes (Component 4).

Required profile

Qualifications and Experience

    • Advanced degree in communications or related field;
    • At least 5 years of professional experience in the media, journalism, PR, advocacy, and / or marketing;
    • Experience in communications on public governance issues in Ukraine would be considered an advantage;
    • Excellent written and spoken English.
