Description de la mission

The EU funded project SEACOP V is looking for short term experts to integrate its roster of trainers in the area of law enforcement and fight against illicit maritime trafficking, in particular narcotics. The trainers will be recruited on an ad hoc basis, for short duration, to conduct basic, advanced or mentoring trainings in different countries for West Africa and the Caribbean.  Trainings are both theoretical and practical. A whole range of profiles is needed.

The trainer will deliver its training under the guidance of a regional SEACOP coordinator. The trainer will be provided with guidelines for trainings objectives and content and will produce specific training materials. A training report will be drafted at the end of the mission.

Description du projet ou contexte

The project “Seaport Cooperation (SEACOP V)) financed by the European Union (DEVCO) under the Instrument contributing to Peace and Stability, will be implemented by a Consortium led by Expertise France (EF).  The project aims to contribute to the fight against maritime illicit trade and associated criminal networks in the targeted countries and regions in Latin America, the Caribbean and Africa, consistent with human rights. 

The overall objective of SEACOP V is to support the fight against maritime illicit trafficking and associated criminal networks in the targeted countries and regions in order to alleviate the negative impact of illicit trafficking in terms of public health and economic stability.

Two results will be sought:

  1. The creation and empowerment of national joint maritime control units (JMCUs) and maritime intelligence units (MIUs) in order to develop the inter-administration approach to the fight against illegal trafficking and ultimately prevent and disrupt illegal traffic.
  2. The set-up of an intraregional and trans-Atlantic intelligence and cooperation network to favour exchange of information, good practices and situation analysis (especially concerning cocaine trafficking) as well as to ensure a fertile ground for joint operations

Profil souhaité

  • Expert in ship rummage: Min 5 years of experience with physical inspection experience on rummaging/searching of vessels (Customs, police, coastguard, navy…).
  • Expert in container control: Min 5 years (with) targeting and physical inspection of containers (Customs, Police).
  • Expert in rummage of vessels: Min 5 years (with) targeting and physical inspection of vessels (Customs, Police).
  • Expert in maritime law enforcement: Min 5 years of experience in local maritime law enforcement agency (customs, police, coastguard, navy…) and/or local legislation on maritime traffic. / experience of administrative organization and relationship with judicial authorities.
  • Expert in maritime intelligence:
    • 5 to 10 years in fighting against maritime illicit trafficking as an analyst within a national administration (Intelligence) or international organizations such as MAOC, JIATFF (JIATF-S) etc
    • 5 to 10 years in fighting against maritime trafficking within ports (targeting containers and/or vessels)
    • experience in handling of intelligence data base (type Ibase) ; analysing information with overt and covert data and specific IT systems

Informations complémentaires

  • One or more of the 4 languages : English, French, Portuguese and Spanish
  • Experience in training activities within European Union projects
  • Knowledge of the use of tools available for the exchange of maritime information.
  • Excellent communication skills, sense of diplomacy.
  • Leadership.
  • Experience of international cooperation inter-administrations.
  • Team spirit.
  • Reporting and drafting skills
  • Working experience in the countries of the regions where they carry out their work.
