The Project seeks the services of one international short-term expert (ISTE) to provide further high-level advice on priorities, planning tools and other dimensions of policy steering to the Legal Reform Commission (LRC) and Office of the Prosecutor General (OPG). In particular, the ISTE is expected to support the Legal Reform Commission and its working groups in developing an Action Plan for implementation of the Strategy on Development of the Justice System and Constitutional Proceedings for 2021-2023. The OPG is to be assisted in reforming the prosecution system, streamlining implementation of the Strategy on Development of the Public Prosecution Office for 2021-23 and relevant Action Plan, the specific interventions envisaged by them, including career development procedures, as well as contributing to the criminal justice policy steering.
The ISTE will provide expert advice on the following workstreams:
The successful candidate will be engaged through a fixed-term deliverables-based contract over a period of approximately three months. The desired start date is on or around 26 July 2021.
The Support to Justice Sector Reforms and Digitalization in Ukraine (Pravo-Justice) project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform, in line with the EU-Ukraine Association Agreement and European standards and comparative best practices. Since 2017, the Project has supported an ambitious sectoral reform agenda, which includes justice sector policy development, steering and coordination (Component 1), judiciary reform (Component 2), property rights protection, private legal professions development and reform of penitentiary and probation systems (Component 3), and digitization and digitalization of justice-related business processes (Component 4).
The selection of candidates will be carried out in two stages:
Stage I: Minimum qualifications screening. Prior to detailed evaluation, all applications will be thoroughly screened against the below shortlisting criteria (minimum qualification requirements) to determine whether they are eligible for further evaluation.
Stage II: Evaluation of technical proposals. Short-listed candidates will then invited to an interview and evaluated based on the following criteria. Only candidates obtaining a minimum of 70 points (70%) at the Technical Evaluation will be considered for the position.
Technical Evaluation Criteria (Desk review and Interview based)
Maximum obtainable points – 100; Threshold – 70 points
Bachelor’s (university) degree in law, political science or a similar field (10 points)
Master’s degree in one of the above-mentioned fields (additional 5 points)
10 to 15 points
At least 10 years of experience (including international consultancy) in the reform of the justice sector, overall or thematic policy steering at the central (national) level (25 points)
Advanced experience (more than 5 years) in the public prosecution reform, including an experience in application of international standards in the career-development, selection, attestation of the candidates (additional 15 points)
Advanced (more than 5 years) experience in working with international development organisations and/or EU-funded projects (5 points)
Considerable experience (more than 3 short-term assignments) in capacity building of justice sector institutions in reform of the justice sector, overall or thematic policy steering at the central (national) level (additional 5 points)
30 to 50 points
Technical Knowledge & Skills
Understanding of the assignment with all specific components proposed within the streams having been identified and addressed (up to 30 points)
- Excellent - 100% of maximum allotted points
- Good - 90% of maximum allotted points
- Satisfactory - 70% of maximum allotted points
- Poor - 40% of maximum allotted points
- Very poor - 10% of maximum allotted points (3,5 points)
Professional proficiency in Ukrainian and/or Russian language (5 points)
